Every Black person in O reg on has b e n e fite d from M orse's service in the Senate -- his sponsorship o f C iv il Rights Bills, his ca rryin g m ore b ills p ro v id in g fo r fe d e ra l a id to e d u c a tio n than ever b e fo re in the h istory o f the n a tio n , a n d each w ith a n o n -d is c rim in a tio n rid e r; his sponsorship o f OEO, m a n p o w e r tra in in g , a nd w e lfa re le g is la tio n , his in v o lv e m e n t in le g is la tio n to p ro v id e a better life fo r the a g in g , th e d isa b le d , the poor M orse was the first Senator to oppose the V ie tn a m w a r a nd w as o ne o f o n ly tw o senators to vote a gainst US in v o lv e m e n t.
