USDA's Food and Nutrition Service (FNS) is issuing the guide lines now to aid school boards and administrators in advance planning and bud getmg. The USDA guidelines are the minimum eligiblity stun dards which must be used by all schools participating in the National School Lunch. School llreakfust, or Speciul Milk Programs or receiving federally donated foods. This is the first lime that income poverty guidelines will lie used to determine eligibility for free milk under the S|H-nal Milk Program. Free meals ami free milk must tie served to all children from families at or tielow the income levels set Ity the guidelines. Using USDA's national guidelines, each state educa tional agency sets income poverty guidelines to deter mine which children are eligible for free or reduced price meals and free milk in that state's schools. State guidelines cannot tie lower Ihun the national levels but can bo up to 25 percent higher for free meals and milk and up to 50 percent higher for redu red price meals. These ure maximums allowed under luw scheduled to take effect July 1st. Expiring June ,30th is u one year leg islative provision which last year raised the allowable maximum for re duced price meals to 75 percent higher than the national guidelines. The new guidelines are about 6.2 percent higher than those for the 1973 74 school year. For example, the income eligibility level for a family of four rises from $4,250 to $4,510. The year to year change in the Consumer Price Index is the basis for USDA's guideline adjustment procedure, con sistrnt with the Bureau of Census method for u,(dating its statistics on poverty levels. USDA's income poverty guidelines are higher for Alaska, Hawaii, and Guam because of higher living costs in those areas. Income poverty guidelines take into account both family size and income before de ductions for income taxes, insurance premiums, bonds, etc. In using the guidelines, school food authorities can consider the family's income during the past 12 months and the current rate of income to determine the better indicator of need for free or reduced price meal' or free milk. When judging a family's income level, local administrators ran also allow for specificied hardship sit uations such as unusually high medical expenses, housing costs with exceed 30 percent of income, sjienal education expenses due to a child's physical or mental condition, and disaster or casualty losses. Patients from the McAuley Hospital in Coos Bay and from Keiser Memorial Hos pital in North Bend will be consolidated into the new Bay Area Hospital, approxi mately hall way between the two old medical facilities. The move reflects a trend in the regionalization of medical care and treatment as opposed to the current defragmentation represented by widespread small com m unity hospitals. Byrd pointed out. The Oregon Guard will provide 18 ambulance ve hicles and 60 personnel to assist in the move. Military police will assist local law enforcem ent agencies in traffic control, and Guard medical personnel will rein fo rc e local doctors and nurses to ensure maximum patient care and comfort.
