as we observe the 10th
anniversary of the death of
Medgar Evers and others
who have given their lives
for the cause of freedom.
M r. Carter joined the staff
of the National Association
for the A d vancem en t of
Colored People on January 1.
I960
His initial assignment
was in St. Paul. Minnesota as
a Field Director servicing
the branches, college and
youth chapters in ten mid
western states. In 1981 his
office was transferred from
St. Paul to Kansas City.
Missouri.
In 1964 he was
promoted to the position of
Regional Director of Region
IV (ten midwestern states).
In 1964 he also served in
Washington, D.C. as a lobby
ist for the Civil Rights Act
enacted that year.
He in
vestigated school segrega
tion practices in Southeast
Missouri and worked with
plaintiffs in several desegre
gation lawsuits.
In July of 1965 M r. Carter
was transferred to San Fran
