Cascade Day Care playground plans
Landscape design students
at Portland Community Col
lege began thinking like a
five-year old recently to com
píete plans for a new play
area at PCCs Cascade day
care center in Northeast
Portland.
Instructor Ed Maddox as
signed his four second year
landscape design students,
Ron Quitevis of Aloha. Susan
Blackburn of southwest Port
land, Bryan Boyce of south
west Portland and Steve
Crowthers of Beaverton the
task of working with daycare
center director Aphra Kat-
zev to design an area which
would provide various ex
periences in outdoor play.

Each year the Yamaha
National Electone Organ Pops
Festival has its beginnings in
dozens of towns and cities
across the United States.
Organists compete in village,
city and countywide searches
for talent, organized and
publicized by Yamaha dealers.
These local festivals are
the first step in a series of
rounds culminating at the
International Finals in Japan.
Winners of the local events
receive expense-paid trips to
the regional* which will be
held at popular resort-con
ference centers on weekends
in the late Spring.
The
regionals determine which
organists will receive ex
pense-paid trips for two to
com p ete in the N ational
Finals.

Oregon property owners,
dissatisfied with the assessod
value of their property as
determined by their county
assessor, may file appeals
with their county board of
equalization beginning May
14. 1973. when the boards
begin their annual meetings.
Forms for filing appeals
with the county boards can
be obtained in the office of
the county assessor or the
county clerk. Appeals must
be filed with the county clerk
on or before May 21, 1973, in
order for the board to con
sider any change in assessed
value for the 1973 assess
ment year.
The county boards are re
quired to determine the cor
reel estimate of the value of
the property in question.
They review the facts and
decide whether the valuation
should be in creased, de
creased, or remain as set by
the assessor.
A taxpayer making an
appeal should bear in mind
that he must produce solid
evidence that his property
has been incorrectly assessed.
He should not appeal merely
on the grounds that his taxes
are high.
If he is dissatisfied with
the decision of the board,
there are still other avenues
of appeal. He may lake his
grievance to the Department
of Revenue or to the Small
Claims Division of the Ore
gon Tax Court in certain
circumstances.
The Small Claims Division
may be used, in the case of
real property, only if the
true cash value as determined
bv the board doe» not exceed
$25.000. or in the case of
personal property, if the true
rash value is not in excess of
$10.000. However, the deci
sion of the Small Claims
Division is final and no
further appeal may be made.
If a property owner who
takes his case to the Depart
ment of Revenue is still not
satisfied, he may appeal to
the Regular Division of the
Tax Court and then if he
remains unsatisfied with that
decision , to the Oregon
Supreme Court.

worked on the design and
collaborated with the day
care staff to plan a com
pletely child oriented area.
“Our main design problem
was a large dirt mound sur
rounding a tree in the middle
of the yard which was to
remain,” says Maddox. 1 he
students solved their prob
lem by creating a continuous
tricy cle path around the
mound and by placing an
observation deck on top of
the mound.

fence which surrounds the
entire area, steps, and a
bridge which extends from
the mound to a life-size boat
