position on the role of the
Mental Health Association In
relation to the disadvantaged,
and stated:
" I t la glaringly apparent
that among the poor of our
nation serious Illness, Includ
ing
mental
Illness, goes
largely unrecognized and un
treated.
This Is true at a
time when most of us enjoy
the benefits of enormous ad
vances In the prevention,
diagnosis, and treatment of
health problems. Mental Ill
ness Is more prevalent among
the poor because fo r them
( the usual pathways to detec

and
treatment
are
blocked by such things as
overcrowding, unemployment,
discrimination, lunger, and
the other consequences of
being poor."
The prim ary objective of
M rs . Knox's committee w ill
be to Identify methods to
overcome the gap that exists
between the need and the pro

assure that attention Is given
to those who need help the

We are deeply discouraged
by the fact that out President
has been unable to bring to
an end our role in this cala

Because of this fact, our
appeal must now be directed
to the Legislative branch of
our government. Upon you we
must lay the burden of our
lieartache and anger, our
sorrow and our shame.
We truly believe that Con
gress can restore balance to
our system of government
ttirough asserting a new spirit
of leadership and the deter
mination to place reason and
planning at the disposal of
human values.
We beg you to consider and
act In such a way as to make
