phatically that the South A fr i

its "dialogue" with Black A f
ricans within its borders, be
fore its overtures to the rest
of A frica can be heard. So fa r
as Chief Gatsha B utfelezi,
Chief Executive of the Zulu-
land T e rrito ria l Authority, is
concerned, that fir s t dialogue
has already begun.
Since the T e rrito ria l Au
thority was created in 1970,
Chief Buthelezi has used the
platform i t provides to press
his own views about apartheid
on the South A frican Govern
ment. Certainly, he has met
with P rim e M in iste r Johannes
V o rste r, a meeting which he
described as " a milestone in
the relations between our va
rious peoples." But the claims
he makes fo r his people reach
the ru le rs of South A frica
more often through the press
and from the public platform .
A t the meeting with the
P rim e M in iste r. Chief Buthe
lezi is reported to have sad
that although be had certain
reservations about the Gov
ernment's policy of separate
development, he would give
the Prim e M in is te r the fullest
cooperation in carrying it out.
In practice, his " f u ll coopera
tio n " has included demands
fo r more land, more money
and more power fo r the Zulu
'Bantustan,' which this year
gets a Legislative Assembly
like that of the firs t Bantu-
stan, the Transkei.
As one commentator put it,
"H e became the pace-setter
fo r the Bantustans - the em
bodiment of what the Pretoria
Government
had a lw a y s
feared, namely, that a tra d i
tional A frican leader would
arise who would put apartheid
to the test by making demands
fo r his Bantustans which the
Government could not m eet."
Chief Buthelezi's strategy
is not the “ black apartheid”
advocated by Chief George
Matanzlma of the Transkei,
which Buthelezi has charac
terized as "destroying one
evil by employing another

He spoke recently at Stel

ideological centers of the Af
rikaner nation, and received
a standing ovation from the
students at the end of the eve
ning. He told his audience that
