rant, located at 4228 N. W il
liam s, have some very good
»deas about where black busi
ness is going and where it's
coming from.
A special problem io rb la ck
owned businesses, especially
public places such as restau
rants, is the high rates of fire
insurance.
High insurance
rates imply that there is an un
usually high ris k involved fo r
the insurance company.
Paul said, "Insurance rates
are so high that i t ’ s almost
better to be without i t . " He
doesn't see a change coming,
though, because insurance is a
necessity fo r which everyone
must eventually pay. Until one
big company sets a precedent
and lowers the rate, all com
panies w ill continue to make
margins of p ro fit by insuring
the black business community.
Paul feels that in spite of
this and other problems, black
business w ill continue to grow
in Portland, because the black
community itself is growing.
People are moving into the
area from the east and from
C alifornia.

Paul himself came to P ort
land from "th e ea st," eastern
Washington, that is . He was a
wine steward at the Davenport
Hotel in Spokane ind a custom
e r engineer fo r :he Royal Mc
Bee Company. In 1963 he
bought the Cotton Club on 2125
N, Vancouver and moved here.
In 1964 he purchased Paul’ s,
which Geneva said was dis
placed by the Portland Devel
opment Commission. Eight
employees were out of work as
a result.
Paul relates that he was
happily single whenhecameto
Portland. He made the lucky
mistake of going to Cash and
Maxey’ s fo r a trim and met
Geneva, theba-ber.Thev were
m arried in September, 196b,
and Paul says, " I'v e been get
ting free haircutsever since.”
They have four children, Dar
re ll, 19; Robin. 18; Rick and
Paul, J r , both 16.
Of th e ir marriage, Paul
said, “ She supports me in ev
erything I do, and I wouldn’ t be
where I am without her.”
Geneva said simply, "W e
accomplish more together."
And they do. Geneva’ s Res
taurant was opened in A p ril,
1968, employing six people.
Paul opened the new restau
rant, because, "W e felt there
was a neec fo r a nice place in
the area. People bring their
kids, so you know it's a lrig h t."
Paul says they serve the
best Bar-B-Qued Ribs in the
city . And because a birthday
is something special, a person
is honored with a free drink.
When asked how business
was going, Paul replied that
in spite ot inflation and other
economic problems, it was go
ing w ell. He noted that black
people are becoming m o r e
aware and "spending more
money in the black commu
n ity ."
Besides th e ir own business,
Geneva is s till giving h a ir cuts
at Cash and Maxey's, and Paul
is s till getting his free. She is
also the chief household o r-
r the si ■. knuul s,en
joys skiing, is a member of the
Lion's A u xilia ry, and finds
time fo r modeling, too.
Paul is the community rela
tions man fo r the I ra ilb la /e rs
Basketball team. He promotes
activities and coordinates
speaking engagements fo r the
players.
He says he’ s not a commu
nity leader and simply does
what he can, but the I acts don't
coincide with his estimation of
him self. He is the 1st Vice
President of the Albina Lion’ s
Club, a member of the Chefs
de Cuisine Society of ( 'regon,

resses and Bartenders Asso
ciation of Portland and organ
izes activities fo r community
days in the parks. This lead
