Soon we w ill once again see the candidates fo r public office
coming to Albina to ask fo r our vote. They talk about citizen
participation and the “ grass roots.’ ’ Butwhereare the roots -
not in Albina. A look at th e ir staffs, their advisors, their cam­
paign committees does not show many black faces.
Occasionally we areasked to support an o ffic ia ls idea, to tes­
tify at his hearing, to endoi se his b ill, to s it in the audience to
show there is public interest. And this seems to be the meaning
of citizen participation to public officials. We are not asked to
participate m the planning, in the decision making - even when
the decisions affect our very lives. N o o fficia ls come to Albina
to ask us how they could best represent us.
Not one candidate is known fo r his commitment to or involve­
ment in the black community. Not one candidate is a fa m ilia r
face on the streets or in the meeting haHs of Albina. Of those
elected four years o r two years ago, who have you seen in vour
neighborhood?
No public official has hired blacks. A few have made token
appointments. Some w ill say, "B u t 1 w ill do better when I hold
this office.
These are the candidates th a tw ill come to you to
ask fo r your vote.
Then there are those whowill take the black vote fo r granted,
who w ill expect your vote without even making the effort to come
to your community and discuss the issue. They w ill spend their
time and money where numbers are larger o r votes less secure.
They w ill expect your vote on the basis of past promises not vet
fu lfille d .
Other candidates w ill w rite o ff the blackvote. They w ill cater
to the middle class white neighborhoods. They w ill use slogans
and tactics that w ill insure the votes of those who fear change.
They w ill sacrifice the needs of the m inorities, the poor, the
welfare clients, the dependent children in return fo r the vote.
We must examine carefully the statements and actions of the
candidates. We must find what, if anything, they have done fo r
the black community, either o fficia lly orp riv a te ly . Every man,
whether in office or seeking office, has a record that can be ex­
amined. i t is up to us to examine that record before we vote.
