Govern, Dem ocrat from South
Dakota, during debate over the
d ra ft extension b ill. Senator
McGovern is a United Meth­
odist — •
M r . P resident, today we
face once again a m a jo r choice
about the kim j of.Nation we are
arxl the kind of Nation we want
to be. \\e are asked whether
we w ill continue o r end the
conscription of young A m e ri­
cans into the Arm ed F orces.
1 recognize that con scrip­
tion has its place in our sys­
tem . A t a m »m int of grave
national p e ril, we need a
mechanism fo r ra is in g an
arm y ami navy necessary fo r
defense. But, aside fro m such
a situation, we have tra d itio n -
a lly refrained fro m providing
m ilita r y manpower through
com pulsory se rvice .
The d ra ft has been an un­
usual phenomenon in A m e ri­
can h is to ry . It has been ra re ly
used. As a re s u lt, thousands
of im m ig ra n ts came to this
country to escape the forced
servitude that was ch a ra cte r­
is tic of the requirem ents fo r
m ilita r y service in Europe.
The United States was known
as a country of freedom where
this fo rm of national service
was the exception, not the ru le .
Senator G oldwater has stat­
ed the case fo rth rig h tly :
" T h is is a m >raJ m a tte r. As
a conservative, I believe that
the m ast precious and funda­
m ental rig h t of man is his rig h t
to liv e his own life . When force
is used to te ll a young man how
he shall spend several years
of his life , then 1 consider this
to be an invasion of his person­
al lib e r ty ."
How iro n ic it is that a Nation
that has been the s h e lte r fo r
the v ic tim s of m ilita r y despo­
tism abroad should now sec
thousands of its sons flee to
avoid our own con scrip tion.
How can we continue to c a ll
young men to o ffe r th e ir liv e s
o r a portion of th e ir live s fo r
th e ir country w hile the re s t of
us make no s a c rific e s whatso­
eve r fo r the continuation of the
w ar in Indoc ha ma? W h a tc o r-
poration s a crifice s p a rt of the
p ro fits i t is m aking on the pro­
duction of arm am ents and
other m ilita r y supplies? What
defense plant w o rke r is forced
to s a c rific e his chance at a de­
cent income and to accept
wages no higher than the aver­
age pay of combat personnel?
And which of the a rm c h a ir
w a rrio rs in Government who
support the continuation of the
w ar year a fte r year and w ill­
ingly send young men to fig h t
in it makes the sa c rific e of any
personal convenience fo r the
sake of that war?
There is no longer any ju s­
tific a tio n fo r con scrip tion. W e
are, in fact, in danger of ju s­
tify in g itm e re ly because i t has
been o u rp ra c tic e fo r so long—
since ¡9 40.
The Senate has heard p e r­
suasive arguments concerning
the establishm ent of a volun­
teer armed fo rc e . The prob­
lem s to achieving such am l i -
ta ry force are esse n tia lly
technical. If we have the w ill,
we can create a w e ll-p a id and
professional m ilita r y to rce .
So le t us now act w ith cou r­
age and vote to end th e d ra ft—
a p ra ctice which is al ten to our
tra d itio n s , to our values and to
our N ational in te re st.
