PSU student named to national youth committee
M arla Cowling, 23- y e a r - old
psychology m ajor at Portland
State U niversity, was elected to
a 28-member national advisory
committee at the White House
Conference on Youth in Estes
Park, Colorado last week.
The
committee w ill meet
three times within the coming
year inWashington, D j C. T he ir
effo rts w ill be directed p ri
m a rily toward implementing the
recommendations made by the
youth delegates.
With a total working budget of
$150,000, committee members
are expected to operate a speak
ers bureau of delegates, plan in
stitutional visits and give testi -
mony before legislative bodies
m onitor institutional response
to conference recommendations
and
prepare and distribute
follow-up reports to delegates.
M arla, who was nominated as
a delegate to the Conference by
the StateCommisslon on Youth
served on the task force on
drugs. In addition to the re
commendation to legalize m a ri
juana, the task force al so pro
posed the ban of a ll drug ad
vertising except m protessional
journals and to take the drug us
e r out of the crim ina l context.
O th e r
recommendations
passed by the youth delegates
included: the ratification
of
Washington D j C. as a state with
fu ll state rights, de-emphasis of
trade withSouth A frica until that
nation recognizes equality for
its m inority people, legalization
of sexual behavior between
consenting, responsible indivi
duals and the establishment of
an a ll-v o lu n te e ra rm y with a
citizens’ advisory committee.
In addition to recommending
the federal government
in
crease its education allocations
from the present 3 .67% to 25%
the delegates suggest state and
local governments review their
appropriations as w ell.
M arla was one of 12 delegates
representing Oregon at the con -
ference, which was attended by
1,000 youths and 500 adults from
around the country.
Approximately ISOworkshops
were organized at the con
ference around ten m ajor task
forces concerned with the areas
of foreign relations, poverty,
drugs, legal rights and justice,
environment. values, ethics and
culture, the d raft and national
service, education anti econo
mics and employment.
