A section of the President's
Economic Report to the nation
dealt with tim ber resources and
th e ir use. It sets forth, in as
clear a manneras possible, the
background against which forest
land management policies must
be developed, p a rticu la rly in
the 65 percent of the nation’ s in
ventory of softwood sawtimber
which is on public lands.
The Report states, " I f the
Nation's housing demand fo r
this decade is to be met, the
annual consumption of softwood
lumber and plywood by the hous
ing
industry may have to in
crease by as much as 75 percent
over current levels. And as the
economy resumes a course of
vigorous expansion, nonhousing
demand fo r softwood w ill in
crease as w e ll........
Accordingly, the President
has directed the Secretary of
A griculture to form ulate plans
fo r increasingtim beryields on
federal lands. An increase in the
tim ber harvest through intensi
fied
management
promises
broad public benefits. Not only
w ill
consumers of
wood
products, p a rticu la rly
pur
chasers of housing, benefit
through lower prices, but this
can be achieved while keeping
our tim ber resources intact.
Unlike other natural resources,
forests are renewable, so in
creased cuttings need not im ply
a permanent reduction in the
annual lumber supply. Indeed, it
appears that, with properplann
ing and management,
the
permanent yield of forest lands
can be increased.. ...Indeed,
increased
harvests can offer
benefits beyond the increased
supply of tim ber, fo r intensified
forest management can also re
sult in a natural increase in
w ild life and improved opportu
nities fo r recre ation."
If a tim ber industry official
were asked to define the mean
ing of the President’ s tim ber
resources statement, he could
do so in two words m ultiple use.
As the head of the National
Forest
Products Association
expresses it, "T h e P re sid e n t’ s
Economic Report demonstrates
a clear understanding that in
tensified management through
the
application of
modern
fo re stry practices to federal
com mercial forests can afford
broad public benefits, not only in
tim ber yield, but in a natural
increase in w ild life and im -
proved
opportunities
fo r
recreation.

inquisition
President Nixon has

campaign to speed up cancer
research as part of the Adm ini
stration’ s plans to improve the
nation’ s
health
services.
Cancer is one of the few rem ain
ing dread afflictions that have
yet to be conquered by science.
Advances in the medical arts
and in development of a wide
range of wonderdrugs have al
tered the life of the average
person from a day - to- day
gamble with death to virtu a l 100
percent assurance of a lo w -risk
existence, barring accidents,
fo r many decades.
The
President’ s
announcement,
however, is a sad rem inder that
continued scientific progress in
the quest fo r discoveries to
fu rth e r advance the cause of
medical care have been threat
ened to an increasing degree by
a senseless public policy
of
h o stility toward the U.S. pre
scription drug industry. F o r
over ten years, the industry has
never been free of the at
mosphere of inquisition.
Its
good works have been obscured
and distorted. Clouds of pa
per work and regulatory re
strictions have descended on
every drug company laboratory.
Drug firm s are diversifying into
other fields of endeavor. Today,
the introduction of a new drug is
a cumbersome costly process
requiring years and the sub -
mission of a mountain of reports
Most great drug discoveries
o r their translation into mass
production of medicinals that
have revolutionized the battle
against diseases, suchaspolio,
are products of American drug
firm s — the very firm s that have
borne the brunt of the political
inquisition of the last decade. In
the long run, it is highly unlikely
that any substantial progress
w ill be made against remaining
afflictions such as cancer
or
heart disease exceptas it can be
based upon a highly - efficient,
research - oriented, drug in
dustry. That is the kind of indus
try we have had in the past in this
country, and it is the kind that
must be perpetuated fo r
the
future well - being of mankind.
