Ruth Smalley, coordinator of cafete­ rias in the Portland Public Schools. M rs. Smalley said the asso­ ciation's position is that the lunch program should be put on the same financial basis as other parts of the public sciujcl system. "S u c h an approach would e l i m i n a t e the stigma of pau­ perism tor children whose par­ ents cannot afford to buy them lunch," she noted. "A ls o , it would remove school adminis­ tra to rs from the role of social workers and eliminate the ad­ m inistrative absurdity of feed­ ing some of our school children and not o th e rs." M rs. Smalley pointed out that "How can we say that a nation of such affluence as ours does not have money to properly feed its children who are here, hun­ gry and helpless through no fault of th e ir own?"
