M r. M arshall came here from San Francisco, to work in Port land's Educational System be cause he felt he had something to o ffe r. M r. Marshall says, " I came to Portland because I saw a chance to re ally ge« involved in making changes in e*iucafinn that I thought were necessary. I didn't see it as a point of com ing in to keep the lid on, and M r. M arshall attended San Francisco State College where he received his A.B. in 1960; received his teaching creden tials in 1961; San Francisco State College M.A.; and Admln- istrational Credentials in 1965. He has done additional grad uate work in adm inistration at the University of San Francisco. He has come to Jefferson with forseeable goals. These as M r. Killingsw orth and Moore, te lls us that they Iwys and g irls Youth Fitness Classes (Gym-Swim Lessons) are doing real well and there are more openings for l»ys and g irls wi wish to get started. (Picture on page 8) The main event of the evening w a s a presentation by the U.H.R.U. Club, an organization formed by Black Inmates at the Oregon State Penitentary. The club Is working on a project to salvage toys and equipment for th e Albina Child Development Center. The stress of the presentation was to get tools to work with, and to have repairable toys don ated to the project. Toys can be taken to the Albina Child Development locat ed at 58 NF M o rris, and you may call 288-6921, and the a r ticles w ill be picked up. The program then went on to approve the Planned Parenthood Proposal after some discussion. M r. Dennis Payne suggested that if the people of the neigh borhood want to improve their plight, they should change th e ir tactics. He stated that for every action there is a reaction and in the case of the Albina Com munity, City Hall has always acted; then the Albina Commu nity has sim ply reacted. ’ ’ Now,” states M r. Mayor asks passage of city measure 51 By MAYOR TERRY D.SCHRUNK Today I announced the names of the Co-Chairmen of the Con cerned Citizens' of Portland Committee to promote the pas sage of Measure No. 51. This is the Income Tax Measure, that I think is essential fo r the safe ty, and security of our people. They are: M r. E lm er F . (B rick) Bennett and M r. Leonard Gassner. This city needs more money to support the necessary ser vices and improvements to keep pace with our growth and needs. If our Fire Bureau were to lose any more equipment o r person nel, we w ill suffer the loss of our Class 2 rating, and the fire insurance on every home and business property w ill rise ap preciably. This city cannot prevent van dalism and abuse of our parks with one lone park warden...we must have wardens in all of the parks to allow the free use of them by the fam ilies of this city. Some of our vital services equipment must be replaced if we are to answer the police and fire calls that are increasing at an accelerated pace. We need 50 more policemen - right now-on the streets to prevent crim e and to apprehend those who transgress upon the rights of our citizens. Our communications systems are so over-loaded right now, that we must up-date that sys tem in the near future. The very lives of people hinge on our abil ity to receive and dispatch th e ir pleas for help. How to raise that money? That is the serious question. We cannot go back to the property owner and ask for an increase in those taxes. This would put an impossible burden on the el d e r l y and low income people who have too little now to live on. Putting a tax on u tilitie s would only pass the raise onto the property owner and user of those u tilitie s . Hotel and motel taxes would raise only enough money to do a very few essen tia ls - on a piece meal basis - and would not solve the prob lem. Therefore, I think that an in come tax paid by the wage earner is more fa ir . Only those who are making money would pay. The measure would also provide that all suburbanites who work inside of Portland w o u ld pay an income tax on money earned here. That is only fa ir. The tax payers of Portland p r o v id e street maintainance, parks, the Auditorium , Stadium, the Coliseum, Police and F ire protection and many other ser vices to those who live outside of the c ity , but who work and v is it inside. They do not pay’ tlie ir fa ir share on those ex penses now, but - if the income tax measure passes-would pay up to one-third of those ex penses. It is estimated that, by virtue of being deductible on Federal and State income taxes, actual cost for an average fam ily would tie $29 a year. It would 1« $36 if it were levied as prop erty txx and the average com muter would pay $36 toward his share of Portland’ s problems. We cannot afford not to raise this money. As your Mayor, I must te ll you of our needs. This city like all others in our nation must have additional revenue to protect and safeguard this c ity .
