KBW YORK, Dec. 22. ParMy because of the approaching holidays, but more particularly because of the recent very rapid advance in prices on numerous markets, today was marked by some thing of a lapse into quiet and unimpor tant movements. Prices were slightly higher on the stock exchange and, for a time, in the commodity markets, where cotton went to the best price since No vember 15. But the changes were not as a rule great and in foreign exchange the rates on Europe al inapt ceased to move. . The day's gains In the stock market were irregularly distributed, affecting both industrial and railway snares. They ran to a point or more in a number of stocks, but the real point of interest was the virtual absence of net declines. The ond market showed almost uninterrupted firmness, particularly in European loans. ; Some of the liberty bonds went to the highest of the week. Naturally, the in vestment bond market becomes a matter of Increasing Interest as the January j period approaches. A year ago active buying and numer ous considerable advances marked the closing week of the year, and they con tinued during the first fortnight of Jan uary. After that, however, the inves tor's demands relaxed in what was looked on as disappointing and discon certing fashion, and the market did not show the tendencies which really lay beneath the surface until April and May. Changes in foreign exchange rates to- 1 day were negligible, even the German j mark gave no recognition of the Reichs- I bank's weekly statement of paper cur rency inflation, which, as reported today for the second week of December, quite overshadowed all former achievements. Today's Reichsbank statement reported German paper currency outstanding on December 15 as amounting to 969,620,- i 766,000 marks. If the third week of the month shows the same expansion of the currency- as the second, and if the rate of Increase rises in the last week of De cember as it has usually done, then Ger many should enter the new year with one and one-third trillions of paper money. For some such amazing exhibit the mind of the financial world will have been fully prepared by recent develop ments in Germany's inflation career. That her people and her government are now both caught in the wheels of this tremendous machinery which they start ed going with a mixture of ignorance and obstancy, it Is impossible to deny. But It is quite aa difficult to believe that the Cuno administration is going to per mit Germany's situation to develop Into the shape that bolshevik Russia's money has assumed. The thing will have to be stopped, even if the only way to do it is for the German government to confess its own helplessness and to ask that the allies or the allied bankers take charge of the situation. Wall street kept its ear close to the ground the last week but no tangible evidence of new moves in the Van Sweringens' designs upon the Chesapeake & Ohio have their appearance. Ac cording to information from sources said to be in close touch with the principals, the deal has not yet been consummated and final details are still to be worked out. If successful in acquiring control of the Chesapeake & Ohio the Van Sweringens will at once enter the coal fields for the first time and will acquire a traffic in coal and coke estimated at some 25,000,000 tons annually. The Times average for 150 stocks ad vanced to 86.45 today, the highest price recorded thus far this month. This represents an advance of slightly more than four points as compared with the low level for December, which was 82.43 on the first business day. Today' high, however, is still far below the record for the year reached October 18. On that day the average established a peak of 93.06. Although 'the January 1 settlements are very large this year, it is altogether unlikely that their effect will be felt in the call money market at all. It was true that money advanced to 6 per cent this afternoon, but because of late in quiry, rather t'han a stringency In funds. The government will take $80, 01)0.000 from New York institutions Tues- . day, and this may have some effect on rates. Some at least of the surplus of funds which has been evident in the call money market the past three weeks ' has been from funds with which cor- .porations will meet January 1 obliga- - tlons. Several people here and there- on the street were all steamed up by Fisher ; Body and not altogether concealed news , that "William C. Durant and his asso ciates have been buying this stock in the open market for re-sale, on the partial v payment plan, to customers of the con cern. Some folks go so far as to say a corner in the stock is threatened. The business conduct committee of the New Tork stock exchange says there is no corner, and that Body, if anyone, should know. Officials of the corporation itself are reported to be "bewildered" and In ; a "helpless state." Lots of other cor ) porations would like to have somebody : bewilder them in the same manner by advancing the market, price of their i stock 100 points in a couple of months. " United States Government Securi ties All Higher at Close;" Foreign List Firm. NEW TORK, Dec. 22. Bond tradlnf today was dull and featureless with the general Hat showing slight Improve ment. United States government securities all closed higher, but most of the gaina were nominal. The second 4s ad vanced 18 cents on $100 and the third 12 centa, While the other active issues showed gains of two to eight cents. In the foreign list gains of a point or more were scored by Mexican 5s, Anton Jurgen 6s and Belgian 6s, but Cuban government 4s were reactionary. The only outstanding changes in the railroad group were gains of a point in Lake Shore 4s of 1923 and Atchison convertible 4s of 1960 and a drop of 1 In Seaboard Air Line adjustment 5s.
