THE MORNING OREGONIAN, FRIDAY, DECEMBER 22, 1922 Many Bills to Be Put Before Legislature. FUEL TAX LIFT LIKELY Owners of Secondhand Cars Think License Should Not Cost as Much as for New Cars. Automobile "owners and dealers will have much to Interest them in the coming legislative session. A number of bills are being drawn dealing largely with the license system, and the committee on roads and highways will have much o its time occupied in hearings. There Is a demand for a new license arrangement for second hand automobiles. This argument has been advanced in the past, but the legislators failed to view the subject in the same light as the owners and dealers in second-hand cars. The contention for special consideration is that a second-hand car is not as valuable in the market as a new machine and therefore should not have to pay the same license. Legislators heretofore have taken the position that an old car wears out a road as much or more than a new one, and consequently is not entitled to a lower license fee. r Flat Fee Also Proposed. It is also pointed out that if con cession is granted a second-hand car, every machine in the state would be entitled to the reduced rate except the cars which are licensed when they arrive from the factory. Another proposed change in the , license system is to charge every machine of every make a flat fee of $10 a year, doing away with the present method of basing a fee on the weight and horse power of a car. To overcome the loss in reve nue it is suggested that the tax on gasoline be increased to 5 cents a gallon. The theory is that on a flat fee of $10 all cars will be on an even footing, and thereafter each car will pay, through the gasoline lax, in proportion as it is operated. The 5-cent-a-gallon tax is merely a suggestion, for those proposing this plan say the tax should be fixed at a point where gasoline consumed will be sufficient to take care of maintenance of the roads, meet the interest and principal on the outstanding road bonds. Some truck drivers want a con cession. As they do not use their trucks through the winter and their season is from about April to Octo ber, they do not wish to pay a full year license. They would like the privilege of paying for the season in which they use the trucks. Exclusive Franchises Wanted. ' Operators of a few passenger bus lines are saidto be planning to ask the legislature to authorize exclu sive franchises. This question of exclusive franchises for motor-bus companies was threshed out in pub lic hearings a year ago, and the committee . reported adversely. In the opinion of the special commit tee which investigated the subject, a special franchise would lead to monopoly, and it was also held that the highways belong to the public, and therefore exclusive rights can not be given to private individuals. The committee finally advised that the handling of moor-bus lines be placed in he hands of the public service commission, the latter to issue permits to responsible con cerns, but not provide a monopoly. That the tax on gasoline will be raised by the legislature is the be lief of those who have studied the highway situation. When it was proposed to tax gasoline to finance the 1925 exposition at the special legislative session a year ago this week, members of the state high way commission then submitted sta tistics to show that an increase in this tax would be inevitable. NEGRO AVHO HIT WOMAN SUBMITS TO ARREST. Motorist Declares He Fled Be cause of Threats of Vio lence by Bystanders. Ben Rutherford, 18, negro bellboy for the Portland hotel, who lives at 641 Kerby street, surrendered to the police yesterday and confessed that he was the driver of the automobile which struck and seriously injured Miss Anna Pilip at the corner of Milwaukie and Insley avenues Wednesday. He was booked on charges of failing to report an ac cident and reckless driving. The youth told the police that following the accident he was sur rounded by a large number of irate citizens, who threatened him. He became frightened and ran. Seeing the notice of the accident in the paper he voluntarily went to cen tral police station and admitted having struck Miss Pilip. Rutherford said that he was ac companied by a white man when the accident occurred. The man was a stranger and had been picked up as a passenger on the way in from Oregon City. The passenger also disappeared following the accident A small quantity of moonshine was found in the car., Rutherford has not been charged with drivine while drunk. Miss Pilip was at St. Vincent's hospital yesterday, and aside from a fractured right arm her injuries were not serious. ODDFELLOWS PLAN TREE Lodge Home to Give Programme Tomorrow Night. A Christmas tree for the old folks and children will be held at the Odd fellows' home, East Thirty-second and Holgate streets tomorrow night at 8 o'clock at which time Santa Claus is scheduled to arrive at the home. The children have prepared a programme which will be pre sided over by Mrs. E. Eisart. General arrangements will be in charge of Mrs. Charlotte Woodman, assisted by Mrs. E. Fleischaur. J. P. Coxon, chairman of the board of trustees of the home, will speak. Committees from the various Odd fellows lodges of the city will be on hand to witness the fun.
