Difference Develops, on Inclusion
of Properties Finished but
Not in Use June 30.
OLTMPIA, Wash., Dec. 20. (Spe
cial.) With agreement between at
torneys and -with the department
understanding- that further valua
tion matters not covered here may
be brought up In the first hearing
on rates of the Pacific Telephone &
Telegraph company, proceedings In
the valuation hearings which opened
here Monday were rushed to a close
this afternoon to permit telephone
company officials and others who
had come some distance to reach
their homes before Christmas.
Today's proceedings included the
introduction o exhibits prepared by
special engineers and acountants
employed by the cities of Seattle
and Spokane and the concluding
valuation exhibits of the depart
ment's engineering and acounting
forces and examination of the men
who prepared them. In every re
spect as to basic figures the city
and department exhibits were simi-
lar to those prepared by the com
pany engineers, the largest dis
crepancy noted In the entire state
being only 24 cents.
The point of difference between
important department and city ex
hibits and those of the company
was upon Inclusion of new prop
erties completed but not in. use on
June 30, 1922, the date upon which
all exhibits wre based. Department
engineers and city engineers and
accountants agreed that a large por
tion of the new office building in
Seattle, several new exchanges In
that city, the new machine switch
ing equipment and other property
not in actual use should be excluded
from the rate base as of that date.
BOISE TO CENSOR FILMS
"Women's Clubs of State Sponsor
Drafting of Bill.
" BOISE, Idaho, Dec. 20. (Special.)
Proposed film censorship for
Boise motion pictures is contained
in a bill a Boise attorney Is drafting
for the women's clubs of this state.
The measure will be patterned after
a censorship bill passed by the Ne
braska legislature which Is con
sidered by the National Hygiene and
Welfare association as the best and
most effective bill of its kind in op
eration in any state.
The Idaho measure will provide
for a bureau of inspectors for mo
tion pictures to be supported by the
state. This bureau will be charged
with supervision of all pictures ex
hibited in Idaho.
SCHOOL HEAD RESIGNS
Boise Superintendent Will Make
Extended European Trip.
BOISE, Idaho, Dec. 20. (Special.)
P. J.'Zimmers, since August, 1920,
superintendent o schools in Boise,
has resigned to take a trip abroad
and study the European school sys
tem, and the board of education has
appointed Charles F. Dienst as his
successor. The board acted on the
resignation, accepting it, and se
lected the new superintendent of
schools today.
Mr. Dienst has been principal of
the high school for a number of
years. The change will take place
at the close of school this month.
Japanese Forfeits Land.
OLYMPIA, Wash., Dec. 20. (Spe
cial.) Despite introduction of an
unrecorded deed purporting . to
transfer property in Pasco occu
pied by the laundry of B. Shokuta, a
Japanese, to the Buddhist Mission
society, the property must be for
feited to the state under the con
stitutional provision prohibiting the
holding of land by aliens, according
to a decision of Judge John Truax
of Franklin county, a copy of which
was received today by Assistant Attorney-General
Hannan. The state
contended that Shokuta was still
owner of the land and that under
the constitution it should escheat to
the state. The action was tried be
fore the passage of the anti-ali"
land law of 1921.

rade ball committee reported pros
pects excellent for a big attendance
at the 29th annual dance to be held
Monday evening, January 1, at Del
Monte hall.
Chehalis Lumberman Weds.
CHEHALIS, Wash., pec. 20. (Spe
cial.) Robert Arkley, well known
Chehalis lumberman, . and Mrs.
Elizabeth Cox were married Mon
day in Olympia at the office of Sec
retary of State Hinkle, Rev. J. H.
Simpson of the Presbyterian church
of the capital city, officiating. Mr.
and Mrs. Arkley have gone to house
keeping in the Berg cottage on
Washington avenue in this city
where thpy will make their home.
