1923 TAX INCREASE

to Agree on Cuts.

PUGET SOUND BUREAU, Seattle,
Wash., Oct. 6. There will be no re
duction of taxes in Seattle next
year, so far as the local tax-levying
bodies are concerned. On the con
trary, there is every reason to anti
cipate a slignt increase. To meet
the requirements of the cityls 1923
budget, as finally approved by the
council, a levy of 26.71 mills will
be necessary, as against 25.8 mills
for 1922. The county of King will
probably not be able to cut below
the present 10-mill levy. The port
of Seattle announces a 1 mill levy,
and the Seattle school district levy
will be about li mills.
Promises of lower city taxes,
which were lavishly made in the
spring municipal campaign, have
not been fulfilled. Reduction of
taxes has been consistently pledged
by every incoming city administra
tion for many years. Bach year has
shown an increase. There has prob
ably been a stronger effort toward
reduction in the council this year
than in preceding years, but Mayor
Brown and some of the council
members have been at outs as to
where the budget might or should
be pruned. The result is that for
every economy effected in one de
partment of city government, there
has been a compensating increase in
another department. The city's
estimated expenditures for 1923, as
approved by the council, will be
$17,790,214.63. Of this amount J6.
218,758.16 must be raised by taxa
tion. Valuation' Is Reduced.
In point of fact, however, the
higher levy is not due to an aggre
gate increase in proposed expendi
tures. On the basis of last year's
property valuations, a small reduc-
tion of the levy would have been
possible. But the assessed valua
tion of taxable property, as certi
fied by County Assessor Hull, shows
a reduction of approximately $12,
000,000. For this reason the tax
bodies, while unable to cut the
levies below the 1922 figures, will
actually produce less money to be
spent.
The Port of Seattle levy of 1 mill
is to raise $291,093 above the esti
mated earnings of the port for the
coming year. The additional money
to be raised by taxation is required
to meet bond interest and redemp
tion fund payments. The revenues
of the port for 1923 are estimated
at $88657. The estimated operat
ing expenses are: Terminals, $577,
887.20; general departments, $131,
481; trade promotion bureau, $30,000,
and general outlay, $30,000, a total
of $769,368.30.
School Levy 10 Mills.
Estimated port expenses, there
fore will use all of the revenues ex
cept the sum of $117,488.30. Bond
interest and redemption in 1923 calls
for $475,124.54, making it apparently
necessary to tax the district for the
difference of $291,093.
The Seattle school board has al
ready announced the 10-mill tax
levy for the general fund. Require
ments for bond interest and retire
ments, will 'bring the school total
to nearly, if not quite, 14 mills.
County budget making is still in
progress, and the levy for county
purposes has not yet been definite
ly determined. In view of the lower
assessed aluation of taxable prop
erty, however, 'the budget makers
- are already practically certain that
no reduction of tha levy below the
present 10-mill point will be pos
sible. If this proves true it will
be the first time in the last four
years that the county levy has not
been reduced. Four years ago the
county tax rate was around 16 mills.
Each year until this a reduction
has been made.
TIE ALLOWED STRINGER
MINE EXECUTIVE ARRAIGNED
IN CIRCUIT COURT.
Ten Days Granted In Which to
Plead to Charge ot Obtain
i t ing Money Fraudulently. .
L. C. Stringer, president of the
Northern Development company,
said to own a valuable coal mine in
Alaska on the shore of Bering sea,
was arraJgned in circuit court Wed
nesday af ternocn on a charge of ob
taining $750 on false pretenses from
J. W. Morris. He asked for ten
dayg in which to plead and the re
quest was granted by Judge Staple
ton, who also ordered Stringer's bail
reduced from $5000 to $2000.
The complaint on which Stringer
was placed In jail alleges that he
falsely represented three shares of
slock in tha company of which he is
president to be worth $15,000 and
that he gave thtaje to the complain
ing witness as security for a loan
of $750.
Stringer was also arraigned on a
statutory charge involving Segrid
Seaberg. He pleaded not guilty to
this. Bail in this case was reduced
from $1000 to $500.
Mountain .Controversy Is
Opened Again.

cial.) A fresh outbreak of an
o!d controversy is stirring offic'al
circles in Olympia. And it's all
over the name of "the mountain."
On the huge relief map of the
state of 'Washington which was
f-pecially painted to be displayed at
ehe Panama-Pacific exposition at
San Francisco, and which pinee that
time has occupied a prominent place
In the main corridor of the state
capitol, it has always been "Mount
Rainier." That name was officially
painted on the map when it was
Mwttd. and until a few days ago
it remained thus.
.But now comes E. L. French, di
rector of agriculture, and orders the
map retouched in various particu
3ars to correspond with further sur
veys and development, new irriga
tion districts indicated and other
changes made. And among the
changes ordered was the name of
"the mountain."
Under order of Director French
"Mount Rainier" has been painted
out and "Mount Tacoma" has taken
its place.
Be it known that Director French
hails from Vancouver, Clarke
county, and disclaimed any personal
interest in the title by which the
mountain is designated. Tet it was
he who gave the order to the
painter.
Officially, so far as the office of
the state superintendent of public
instruction, has been advised, the
nt-me of the peak is still "Rainier."
The geography gives it that name,
though sometimes referring to it
as "also known as Mount Tacoma."
The National Geographic society
continues to use "Rainier," offi-

Governor Hart, who calls Tacoma
home, asserted he knows nothing
of the change or of Director
French's authority for it. There's
nothing in the code about changing
the mountain's title, the governor
asserted. t
If the map were an obscure one
in some inside state ' office there
wouldn't be much controversy. But
it measures about 10 by 12 feet and
on it is marked every highway,
ra'lroad, irrigation dis-ict, city,
mountain, lake and stream in the
state. Hundreds of tourists see the
map each year and consult it for
directions, destinations and points
of interest.
Hence the controversy promises
to become interesting ere long. It
is whispered that the topic may
even be brought , up ' at the next
meeting of the governor's "cabinet."

Jeorge Olsen's Orchestra to Play
Numbers New to Fans
In Northwest.
Another fine programme of dance
music will be offered the radio audi
ence tonight by George Olsen and
his orchestra from the Portland ho
tel and it will be broadcast from
The Oregonian tower between 8 and
9 o'clock. Among the numbers which
Mr, Olsen has promised are several
new ones which have never been
played over the radio before.
That the concert will be excep
tionally fine is assured, especially
on account of these numbers, which
Mr. Olsen and his orchestra have
rehearsed daily in The Oregonian
tower for the past week, adjusting
the orchestrations to the niceties of
radio playing by means of special
sound detectors installed for that
purpose.
The feature of the concert will be
a new number by Larry Franklin,
a Portland boy and a composer of
considerable ability and distinction.
Mr. Franklin's composition is called
The Love Thief," and Mr. Olsen
declared that it would be his star
number tonight. Other numbers
which the orchestra will play be

"Come Along," "Stuttering," "Who'll
Take My Place?" "Cowbells," "Ro
many Love," and "California."
George Olsen and his orchestra
are playing a series of Friday night
concerts for radio fans In The Ore
gonian tower. They are made up
entirely of dance music of the best
sort and form one of the most popu
lar kinds of radio entertainment.
All of the programmes are arranged
by the Seiberling-Lucas Music com
pany. MEDICAL SCHOOL OPENS
193 Enroll at University of Ore

Oregon medical school began yester
day with a total enrollment of 193
students, which marked an increase
of 30 per cent over last year's regis

Additional resources for research
and instruction are provided by the
new building, the main body of
Mackenzie hall, which is practically
completed. This provides for the

first two years. The building will
be dedicated about November 1 and
campus improvements are progress
ing rapidly. Rooms have been
added to the Portland free dispen
sary, which is operated by the
People's Institute and the medical
school.
FUGITIVE IS CAPTURED
Vancouver Burglar Held in Call-.
fornia Prison.
VANCOUVER, Wash., Oct. 5--(Special.)
George Martin, a youth
convicted here of burglary, after
confessing a long string of crimes,
and who escaped at the Walla Walla
station on the way to the peniten
tiary, has been arrested in Cali
fornia. Martin broke away from a guard,
dodged under a car and escaped.
Hex committed a burglary in Cali
fornia and was identified as the
fugitive.
Martin, though a very young man,
had committed more than a scora
of crimes and had served several
sentences in various penitentiaries.

Road Survey Beins Made.
EUGENE. Or., Oct. 6. (Special.)
E. R. Johnson, surveyor from the
district forest office in Portland,
and E. H. Hail, examiner in the
of-ice of the Cascade national forest
here, are making a survey for a
-cad to extend 15 miles from High
prairie to the Brook ranger station
on the north fork of tha Willamette
above Oakridge. The road is de
signed for fire protection purposes.
It is expected that at least a por
tion of the road will be bu'lt next
summer.
Tillamook Charter to Revised.
TILLAMOOK, Or., Oct. 5. (Spe
