Profit-taking caused slight recessions
in some of the sugar company securities,
notably Cuba cane 8s and Punta AlU'grl
7s. but the rest of the list held up well.
Public utility Issues advanced in sym
pathy with the rise in stocks at that
group. .
The French government and municipal

ness In foreign exchange. Dominion of

"Sugar no longer a safe buy." Is
the consensus of opinion of large poten
tial and well informed sugar dealers, who.
having m mind their senous louses dur
ing lit 20, are now proceeding very cau
tiously. These men. who know actual
conditions, are all united In the belief
that the most of the 1.21MV.O0O ton Cuban
surplus of January 1. 192U. hum gone to
make up our present invisible supply.
Considerable quantities are held by importer-
and speculators and but a small
percentage has gone to increased con
sumption. This large surplus stock ha
merely been transferred from Cuba to
the United State and having been at
tracted to investors on account of the
very low prices prevalent during the
spring will, with the first signs of weak
ness, press these holdings on the market,
thus precipitating a decline, resulting In
losses of lones of recent date at prevail
ing high prices. Suggest caution to
buyers.
Wiliett & Gray, sugar statisticians, say
there is 1,275.202 of raw sugar In Cuba,
American ports, and anoat to ports. This
amount, with the new beet sugars just
becoming available in the wpM, and the
Louisiana crop yet to be harvested, is. in
our opinion, ample to prohibit further In
creases In price of raw sugar. The dis
tributing trade seems to be well supplied
for the time being, sufficient to carry
them through the -heavy canning de

NEW YORK, Aug. 7. Such news as
came, to light over Sundty concerning:
either our own labor controversies or the
London conference was sufficiently re
assuring to prove that the stock ex
change bad been well advised . last
week in its attitude of composure. v To
oay's market reopened in what appeared
to be an a-tmosphere of still greater con
fidence that the solution of the coal and
railway strike problems was not far dis
tant. Railway shares led the further
recovery which occurred, many of them
advancing a. point or more And praciicai
'ly all of them closing at the day's beat
prices. -
The president's proposal made to both
parties in the shopmen's controversy in
the afternoon that the seniority question
be left for decision to the railway la
bor board may have embodied the turn
of events which financial markets liad
been expecting. Probably it will not be
regarded in conservative financial cir
cles as an ideal solution, when the re
fusal 05 the executives to concede' resto
ration of such prior rights to returning
strikers was based on the ground ol!
good faith to the loyal men. and when
uniform precedent of previous railway
strikes has been against such restora
tion of rights when a strike was set
tled." If the new proposal Is accepted
bv managements and unions, the shop
men's strike will doubtless end, but the
judicial quality of the labor board would
be tested exactlngly afterward.
Without regard to this proposal in the
railway strike, financial judgment con
tinued hopeful regarding results of the
ma t strike conference ; this rtotwU h-
reasonable basis for agreement. This
hopefulness rests largely on belief - in
the recognition, -by both sides in the
controversy, but especially iby labor, that
the fuel embargo cannot be allowed to
continue; there was no news from Cleve
land during the day, either confirmatory
of that view or otherwise.
Nor was there any means of learning
what was the actual drift of things
at the "London conference, which today
resumed discussion of German repara
tions. This time the course of foreign
exchange gave little or no clew even to
financial judgment. The Paris rate de
clined, while the mark rose slightly, and
sterling was distinctly strong. Today's
top rate ofc $4.4$hi for sterling was the
highest mark reached In more than sev
en weeks.

sluggishly during the greater part of
the day, a sudden demand arose for coi
pVr stocks in the final hour of trading.
That carried some of the favorites up
rather sharply on small trading. Amer
ican Smelters rose. 1; Anaconda ,
Kennecott , Utah. Copper 1. Produc
tion l dull, as usual during the sum
mer. "
The rubber tire stocks have been un
der pressure for a week or more, due to
the unsettlement in the industry as a re
sult of the numerous reductions In prices.
Under speculative attack today Goodrich
fell off 4 points net, United States Rub
ber fell from 57 to 55, but ended the
day with a net loss of only point.
From present indications August will
be the smallest of the year, so fas as
new financing is concerned. The mid
summer reinvestment period has passed
and the fall demand has not started.
