SAFE BLOWIWG PLANNED
TWO YEGGS ADMIT THEY IN
TENDED TO BOB THEATER.
Police Believe Prowlers Had De
signs on Postal Sub-Station
in Drugstore.
An admission that they were plan
ning to blow open thn safe of the
Echo motion picture theater, Haw
thorne avenue, near East Thirty-
seventh street, was made to police
detectives yesterday by Charles Bos-
ler and C. Kleinsmith, confessed
yeggs, who ' were caught early
Wednesday as they were prowling
in the rear of the Wallace drug
store, adjacent to the theater.
The police learned, however, that
there is no safe in the theater, and
they are convinced that the yeggs
were planning to blow the safe in
the postal sub-station, which is lo
cated in the drug store. For that
reason they were held for federal
prosecution.
Albert Steffan, said to have been
the lookout for the two safeblowers,
was taken. Into custody yesterday at
889 East Thirty-fifth street. He
drove the automobile, according to
the statements of Bosler and Klein t
smith, and he also carried fuse and
dynamite caps, they told the police.
Steffan thus far has refused to talk.
He also is held for the federal au
thorities. , -

MR. Mc ARTHUR ASSAILED
Democratic Opponent Challenges
Representative to Debate.
Reiterated cllarges of "laziness, in
efficiency and promise-breaking" are
brought against Representative Mc
Arthur of the 3d Oregon district and
republican nominee for. re-election.
The charges are brought by Elton
Watkins, who is the democratic
nominee for the office.
Mr. Watkins, in a letter he wrote
yesterday, questions Mr. McArthur
as to his stand in the Newberry
case.
"I stated that you evidently ap
proved Newberrylsm." the letter
reads, "inasmuch as you never had
condemned it. Do you?
"If not, do you condemn those sen

cratic, who voted to seat Newberry?"
In closing his letter Mr. Watkins
challenges Representative McArthur
to a series of debates so that the
people- may have an opportunity of
choosing the better man as their

Neither Men Who Are Out Nor
Strike-Breakers May Act
as Peace Officers.
Neither strikers nor strikebreak
ers can obtain commissions as spe
cial deputy sheriffs of Multnomah
county during the present railway
trouble, Sheriff Hurlburt announced
yesterday.
In a letter received from D. P.
Phalen, chairman, and C. B. Knight,
secretary of the executive commit
tee of the federated shop crafts on
strike, the sheriff was requested to
issue. . 24 special commissions to
strikers whose names were attached,
giving them the power of peace
officers to .maintain law and order.
Sheriff Hurlburt immediately got
in touch with the strike committee
men and informed them that he
could not comply with the -request.
He was asked If It were not true
that special deputies had been ap
pointed in the ranks of the strike
breakers, and replied:
"Absolutely not. Some special
watchmen ' have been deputized to
guard railroad company property,
but these men are riot strikebreak
ers. Their commissions are active
only when they are on duty; inactive
when they are not."
The strike officers, in their let
ter, deprecated the employment of
violence in settling a labor dis
pute and declared that they "viewed
with alarm the continual gunplay
on the part of strikebreakers and
guards." They said that the men
on the. picket lines had maintained
peace and that there was no proved
