Association Again Cites Poor
Quality of Municipal Work.
DEFINITE REPLY WANTED
Specifications of Portland Plant
Declared Below Demands on

dressed to the city council and signed
by O. G. Hughson, executive secre
tary. Accompanying the letter is an ex
haustive report which covers analysis
made of pavement laid by the munic
ipal plant on several streets, as well
as arguments to show that the class
of pavement laid by the municipal
plant does not meet the same high
standards as pavement laid by private
on tractors.
Mr. Hughson called attention of the
.ouncil to the fact that on April 19
in appearanee was made before the
iouncil for the purpose of inquiring
is to the future policy of the city in

graphs were submitted as grounds for
making the request.
The letter pointed out that the re
quest was referred to City Commis
sioner Barbur, in charge of the de
partment of public works, who filed
a report with the city council April
26 and recommended the filing of
data submitted by the contractors,
which was done without comment.
The report which Mr. Barbur made
on this occasion stated, among other
things, that it was the Intention of
the municipal paving plant to be
maintained as a regulator of prices
so that property owners will be en
abled to get pavement at reasonable
figures.
Plant to Be Kept Up.
"The paving plant will continue to
submit bids," the report stated, "so
that whenever an attempt is made
by private contractors to boost prices
above a reasonable level the paving
plant will act as a safety valve and
insure equitable and just prices to
property owners without in any way
penalizing taxpayers."
This report was not satisfactory to
the officials and members of the
Associated General Contractors, ac
cording to Mr. Hughson, and because
the city continued bidding and tak
ing jobs when there was no hint or
evidence of unreasonable figures,
boosting prices or "monopoly" prices,
another study of the work done by
the paving plant was filed May 10.
This report was ordered filed with
out comment, according to Mr.
Hughson's letter.
New Study Submitted.
"Since the municipal paving plant
it continuing as an active competitor
against private contractors in carry-
ing out your avowed policy of 'regu
lating prices," Mr. Hughson wrote,
"and is submitting bids without any
apparent consideration as to whether
or not there is 'an attempt being
made by private contractors to boost 1
prices,' we are filing a further study
of the work of the municipal paving
plant with the council, and with each
commissioner, so there may be no
misunderstanding as to our position
in this matter, and, since our last
communication was placed on file, we
are asking that a suitable reply be
njade by the council that will be of
a more satisfactory and decisive na
ture than the copy we have of the
former adopted report.
"It is quite evident that the seri
ous nature of the matters we have
presented to you In this connection
have escaped your notice, but such
fact will not justify the condition of
our city streets, by reason of a con
tinuance of the kind of paving you
are permitting to be laid, nor the
burden on the general taxpayers of
anaintaining and replacing them,
which will so far outweigh 'boosted
prices' and 'monopoly prices' that
there will be no comparison.
Statement Is Wanted.
"Since the matter is now in the
council's hands, we are asking a
clear-cut statement as to the coun
cil's attitude in regard to the future
field of operations of the municipal
paving plant."
In his detailed report Mr. Hughson
submitted data to show that the city
Daving plant constantly permits a
wide deviation from its own speci
fications. Evidence was also submitted to
show that the paving plant's "asphal
tic concrete No. 1" is not a No. 1
article. Mr. Hughson pointed to
Woodstock avenue, which connects
with Eas Thirty-ninth street, as
proof that a center strip properly laid
and with durable mixture will stand
the strain of traffic.
"This street was center stripped
in 1918 by an experienced paver," the
report stated, "under specifications
that had been standard in Portland
for many years before the city adopt
ed this cheaper substitute. We are
told that practically not one dollar
1-as been spent on Woodstock avenue
for repairs or upkeep, though now
passing its fifth year. The same
subsoil runs under Woodstock ave
nue as under East Thirty-ninth
street, which the city paved less than
a year ago and which has been
patched to the extent of 3600 square
yards in about six months. Both
streets have the same type of wooden
headers on each edge.
Other Streets Cited.
"What of the Base Line, Powell
"Valley and Sandy roads and the Co
lumbia River highway? All without
curbs and wooden headers, while
East Thirty-ninth street is. headed in
for the entire length of the center
etrip. All these roadways are pass
ing their eighth year and for more
than 80 miles have not broken down
at their edges.
"With these instances before us
we do not hesitate to say that the
commissioner of public works' state
ment Is erroneous and confesses to
one of two things, or possibly to
them both:
"First The specification the city
is experimenting with under the
names of 'asphaltic concrete No. 1'
will not produce genuine No. 1 pave
ment, but an article inferior to a
standard, well-tried pavement.
City Work Held Inferior,
"Second Municipal construction
under inadequate supervision and by
inexperienced workmanship is In
ferior to work done by contract."
Mr. Hugrfson, acting on behalf of
the contractors belonging to the as
sociation of which he is secretary,
stated in his report that there is no
wish to conceal the real object in
bringing these matters to the atten
tion of the council and the public.
"Frankly, we feel that when a mil-
nicipal repair plant has been ex
panded until it functions as a co-ui-
petltor of private contractors, it!
cculd hardly be expected that these
taxpayers and citizens, with their
backing of integrity and experience,
would sit idly by and .see their busi
ness taken from them, the standard
of paving lowered and the whole city
made to suffer because of it, without
registering as vigorous a protest as
possible," he said.
Abuse, of Poirer Alleged.
"An abuse of power a wrong such
as this permitted to go unchecked,
spreads rapidly to other activities and
to other sections and cities, and oth
ers suffer in the loss of their legiti
mate business and more people, in
the hope that they are saving money,
are mulcted.
"All wish to 'save money," but not
at the expense of failing to get what
was reasonably expected, or by dis
honestly shifting the burden to oth

"We have not been called upon to
fight the people's battles they will
go right on along any given line until
they find out for themselves, and then
they stop going in that direction.
Change Is Expected.
"We anticipate such will be the
case in this paving 'debauch' Port
land has been enjoying. The unfor
tunate thing is that those responsi
ble and chief in its engineering can
not be made to shoulder the responsi
bility, but will get from under.
"We have enough data on file and
available for the use of any improve
ment district to obviate absolutely
any need for any new group of citi
zens 'saving' their money as have
their neighbors. If nothing more is
accomplished by this investigation of
the municipal paving plant by this
association than to make- this infor
mation public and easily available to
all interested owners who are about
to bond their property to improve
their neighborhood, it will be time
and money well spent. j
"And if the charter revision com-
mittee can make even a brief study
of the material gathered on this sub- ;
ject and not provide in the new char- i
ter against a repetition of Portland's
paving experiment, the committee ;
will not measure up, to the degree of
effectiveness a more or less intimate
knowledge of their several and indi
vidual abilities would seem to Indi

LARGEST GRADUATING CLASS
IN HISTORY IS LISTED.
Commencement Exercises at Mc
Blinnrllle School Include Ora
torical Contest.
LINFIELD COLLEGE, McMinnville,
Or., May 30. (Special.) Plans for
the 64th annual commencement exer
cises of Linfield college have been
completed in every detail. Twenty
eight young people will receive their
degrees. This is the largest class to
be graduated from the college.
On Friday, June 2, the annual meet
ing of the board of trustees will be
held. During the afternoon class-day
exercises will be held on the campus
and a prize declamation contest will
bu in the music hall. In the evening
the graduating exercises of the pre
paratory department will be given.
Rev. J. C. Austin of Portland will be
the speaker.
Saturday morning the annual asso
c'ated students' award of emblems
will take place. In the afternoon the
prize oratorical contest will be held.
This will be followed by a student
picnic on the college campus.
The annual alumni meeting will be
at 7 P. M. At' this meeting plans
will be made for the homecoming in
June, 1923. Officers for the ensuing
year will be elected also.
Sunday evening the commencement
exercises will be held in the new col
lege gymnasium. Rev. T. J. Villers,
pastor of the White Temple Baptist
church of Portland, will deliver the
baccalaureate sermon. Dr. L. W.
Riley will present the degrees to the
graduates.
The following new teachers have
been obtained for the college and
will begin their duties next Septem
ber: Miss Alice Clement, B. Mus.,
dean of music conservatory; Miss
Anna L. Beebe, B. Mus., voice de
partment; Richard C. Spencer, M. A,
political and social science and busi

Bridge Threatened by Fire. ,
ALBANY, Or., May 30. (Special.)
For the second time within a year fire
starting in a big pile of driftwood
under the north end of the big Albany
bridge across the Willamette river
threatened to destroy a section of the
bridge last night. The burning drift
wood made a hot fire, but the lire de
partment succeeded In controlling it
with small damage to the bridge. In
a similar fire last summer, which got
more of a start than last night's con
flagration, the bridge was seriously
damaged for a distance of about 100
feet. It is probable the drift was set
on fire by boys playing about it.
Citation Committee Elected.

Marian Cromwell of Tacoma,.Wash.,

Kappa Alpha Theta, has been elected
chairman of the citation committee
for next year.. The citation commit
tee serves as an "older sister" organ
ization to freshman girls and has jus
tified its existence on the campus
during- the four years of its life. Eve
lyn Leander of Seattle, Wash., fresh
man in home economics and member
of Alpha Gamma Delta, is secretary
treasurer for next year.
Redmond to Have Chautauqua.
REDMOND, Or., May 30. (Spe
cial.) The Redmond commercial
club has just completed arrange
ments to have a Chautauqua here
from June 26 to July 1. The com
mercial club has obligated itself to
take care of the financial end.
