Orientals Declared Brought
Here by Wholesale.
GANG HIGHLY ORGANIZED
Two Held for Deportation Confess
That Ring Charged $1900
for Illegal Services.
A ring- engaged in smuggling
'hinese into tne United States has
en unearthed by R. G. Bonham,
chief immigration inspector for the
'urtland district, as the result of
:i vestigations following the arrest
unday of Leong Bing and Leong
up, according to Mr. Bonham's an
nouncement yesterday.
The ring has been operating in all
he principal ports of the United
tales and China, and was believed
0 have imported hundreds of Chinese
n t o the country illegally.
The open-work seamen's laws of
'her nations have been utilized by
he gang in their operations, it was
aid. The Chinese would be employed
ii foreign vessels plying between

So confident has the gang become
nf its ultimate success In smuggling
i n into this country that no spot
ash has been demanded from the
'hinese, as has hitherto been the
practice. Those desiring to be slipped
rito the United States have been re
quired to deposit the smuggling fee
-th Chinese banks and trust com
panies, this to be turned over to the
:mugglers only when evidence Ib pro
duced that the men are safely in this
country.
Methods Are Simple.
The method of operation of the
rang was described as simple in the
xtreme. The person desiring to
nter the United States entered into
i contract with the local ropresenta
ive of the ring in China and depos
ed the smuggling fee, usually about
51000 in gold, with some financ'al
.nstitution, declared the investigators.
He was then taken in hand by an
other member of the gang who was
a sailor on some foreign vessel and
vas hired on as part of the crew.
'A' hen the ship reached some Amerl-
tn port, preferably San Francisco or
New York, the Chinese was slipped
iff under cover of darkness and taken
n hand by the members of the gang
residing in the United States.
Leong Bing and Leong Lup, the two
'hinese whose arrests revealed the
xistence of the gang, were given a
bearing yesterday before Inspector
ionham. They told of depositing
.;190O in gold with a concern in Hong
kong after entering into an agree
ment with a member of the gang.
Men Treated Cruelly.
They were then placed on the Brit
!sh steamer Georgistan, bound for
.Vew York, and were kept in charge
ii another member of the ring. They
iiired on ostensibly as firemen. So
ruelly were they treated by the
gangster, however, that Lup suffered
.hree hemorrhages on the trip across,
uid Bing was almost constantly ill.
Phe ship was diverted to Portland

February while the watchman was in

Bing was arrested early Sunday
morning in a Chinese lodging house

Full Confession Made,

HOTEL WILL BE OPENED
North Bend's Xcw Hostelry One of

NORTH BEXD, Or., May 2. (Spe
cial.) North Bend s new hotel will be

-nests. Visitors from many parts of
;he state are coming to the opening.
The hotel Is finished in white and is
0114 of the imposing hotel structures
f the state. Mills Brothers of Fort
land are the managers.
The Interior provides a large lobby,
a commodious dining room and a
large kitchen. The building is five
orles. Fifty rooms contain baths
and showers. There is a mezzanine
floor in the lobby and the First Na-
ional bank occupies the space set
.tside for it In the corner of the struc
ture. An electric elevator serves the
nuestg from the lobby.
ELKS COMING IN CARAVAN
Lodgemen From Many Points Ex
pected Prosperity Week.
One hundred automobiles will com
pose the caravan that will bring Eu
arene Elks to Portland for prosperity
week. May 15-21. This information
was conveyed to the. Elks festival
commission yesterday by Charles P.
Mayhew, chairman of the caravan
committee of the Eugene lodge.
Lodges in Ashland, Medford. Rose
burg. Albany. Corvallis and Salem are
expected to join the Eugene Elks and
make the pilgrimage an important
event.
Some of these lodges will bring
bras3 bands and marching clubs and
each is arranging to elect a queen of
the delegation who will take part in
the "Pageant of Peace, Progress and
Prosperity' which will be staged each
evening during the week at the audi
