Stamps We Give Them FREE With Purchases COUNCIL STUDIES RECORD Commissioner Bigelow Wants to Go Over Transcript of Testimony Before Decision. Although John E. Young, chief of the Portland fire bureau, was exon erated completely of all charge's brought against him by a group of disgruntled firemen last Saturday, City Commissioner Bigelow, in charge of the fire bureau, as yet has taken no steps to penalize the men who brought about the turmoil in the de partment or to give Chief Young complete charge of the bureau. When questioned as to the devel opments in the case yesterday. Com missioner Bigelow stated that he had not yet obtained a transcript of the evidence in the case, but that he ex pected to have a copy of the testi mony on his desk in a day or two. Can to Be Studied. "I do not feel like making any move until I have gone over this testimony carefully," said Commis sioner Bigelow. Other members of the city ooun il are of one mind in regard to steps that should be taken in the fire bureau. These members have freely expressed themselves in favor of placing the fire bureau under the di rect supervision of the fire chief. Including the fire marshal's office, and holding the fire chief respon sible for the conduct of the bureau. "T had my experience In the po lice bureau," said Mayor Baker yes terday. T did not get results in that bureau until I adopted the definite polloy of making the chief of the police department chief In every way. Now no member of the bureau comes to my office unless sent to me by the chief. And all matters are referred to the chief at all times. Plaa Declared Only One. t know from experience that this Is the only plan that will work in either the police or the fire bu reau and I am certain that Com missioner Bigelow, after making a thorough Investigation of the af fair, will come to this conclusion and make his changes in the department accordingly." Experienced firemen in the bureau declare that the morale throughout the various districts of the fire de partment has improved materially since the vindication of Chief Young. The general feeling among the men cf the fire bureau that hereafter Chief Young will be the commander-in-chief of the bureau has put a stop to much rumbling that came to the city hall by the "grapevine" route during past months. Prior to the filing of charges against Chief Young and his subse quent acquittal, it was the habit of men of various ranks In the bureau to deal directly with Commissioner Bigeiow instead of sending all mat tors through the fire chief, but since the hearing of last week, the mem bers of the bureau have been giving Commissioner Bigelow's office a wide berth. If Commissioner Bigelow follows the vindication of Chief Young with drastic measures favored by other members of the fire bureau, it is be lieved that the Portland fire bureau will soon be back on a high standard with all members striving for the highest mark of efficiency. 4 PUPILS I SAFETY H5E 1200 ATTEND RAIIY OF JTTX IOR COUNCIL. Three of 72 Accidents to School Children in Last 18 Months Fa tal; Safety Pledge Emphasized. Fully 1200 school pupils of the city Wednesday afternoon attendee? the second annual safety rally of th Portland Junior Safety council, held at Lincoln hiffh. school. The pupils were members of the safety committees of all the g-ranjmar grade schools of Portland. An interesting: programme, con sisting1 largely of addresses, but con cluding with the showing- of motion pictures, was presented. The speak ers included Mayor Baker, Chairman Newill of the school board, Superin tendent of Schools Grout, Fire Mar shal Grenfel and B. F. Boynton, vice president of the National Safety coun cil. Prominence was g-iven the safety pledse, which was originated in Portland and is said already to have been adopted in many other cities. The plede is this: "I pledge myself to help advance the cause of 'safety; to-do all I can to prevent injury and death to my playmates and myself: to make my- ' self my brother's keeper and thus j decrease the amount of suffering, death and sorrow in the world." The work of the junior safety I council for .the past year was re- ! viewed. Puring" the past IS months it was said there had been 72 acc ounts to school children, three which were fatal.
