The total obligation or the state of Oregon, with relation to the payment of interest on bonds issued -by Irriga tion and drainage districts, exclusive of tentative agreements entered into with the Summer Lake and Silver Lake projects, aggregates (813,525, according to a financial report pre pared here today by Percy A. Cupper, state engineer. Of the total obliga tions or guarantee of interest the amount of 1545,125 actually has been paid by the state. Contracts for the payment of In terest on Irrigation bonds entered Into by the state follow: Ochoco Irrigation district fconds In the amount of (1,350.000, interest to be paid for periods varying from two and one-half years to three and one half years, aggregating (242,250, of which (194,250 has been paid. This district comprises 22,500 acres of Ir rigable land located near Prineville, Crook county. Much interest Paid. Talent irrigation district bonds In the amount of (252.500. interest to be paid for a period of two and one-half years, aggregating (37,875, of which (22,725 has been paid. This district comprises approximately 11,000 acres of land and is located in the Kogue lUver valley. Warm Springs irrigation district bonds totaling (1.550.000, Interest to be paid for periodB varying from two and one-half to three and one-half years, aggregating (313,500, of which (220.500 has been paid. This district includes 30.000 acres and is located n Malheur county. Slide Irrigation district bonds In the amount of (100,000. Interest to be paid for a period of two, years, ag gregating (12.000, of which (3000 has been paid. This district comprises 1400 acres of land and is located along Snake river in Malheur county. - Payette-Oregon Slope irrigation dis trict bonds in amount of (275,000, in terest to be paid for a period of one year, aggregating (16.500, of which (8250 has been paid. This district Is located in Malheur county and abuts Snake river. Orants Pass Irrigation district bonds totaling (1. 190,000, interest to be paid for a period of two and one-' half years, amounting to (17, 400, of which (81.400 has been paid. This district comprises 12,000 acres and lies in the vicinity of Grants Pass. Med ford irrigation district bonds aggregating (500.000, interest to be paid for a period of six months, amounting to (15.000. ,Thl entire amount has been paid. Th)a district has an area of 10.000 acres and lies In the vicinity of Medford, Jackson county. While no contract .has yet been executed, the state irrigation securi ties commission has agreed, to pay interest for a peripd of two and one : half years on bonds issued by the Summer Lake and Sliver Lake irriga tion districts. The bonds' issued by these districts aggregate (535.000, and the total interest to be paid will amount to approximately (80,250. In no case, according to Mr. Cupper, has. the state agreed to pay interest for the maximum period of five years allowed under the provisions of the constitutional amendment. Certified Issues Listed. In addition to the securities upon which the state has agreed to pay Interest., bonds have been certified as follows: Medford Irrigation district. (300.000; Crants Pass irrigation district. (100, 000; Ochoco irrigation district, (75, 000; Talent irrigation district. (43,000; Teel irrigation district, (930.000, lo cated in Umatilla county and com prising 18.500 acres; Wallowa Valley Improvement district No. 1. (125,000, located In Wallowa county and in cluding 10.000 acres. Squaw Creek irrigation district, (113,000, located In Deschutes county and comprising 8150 acres; Hood Hlver Irrigation district. (167.000. lo cated in Hood River county and con taining 7174 acres: Enterprise Irriga tion district, (10.000, located In Klamath county and comprising 2373 seres; Gold Hill irrigation district. (85.000, located in Jackson county and Including 1100 acres; Fort Vannoy Ir rigation district. (25.000, located near Grants Pass. Josephine county, and comprising 800 acres. Bonds certified by the commission aggregate (7,755.000, according to the report of the state engineer, upon 15. 752.000 of which the state has agreed tc pay interest for periods ranging from six months to three and one- half years. Oregon Haa SB Districts. There are In Oregon 59 irrigation districts, comprising approximately 1.000.000 seres of Irrigable land. These districts have authorized the issuance of bonds in the amount of (20.000.000, of which amount (7,250,000 have been Issued. " The expenses in connection with the certification of bonds, and the guarantee of interest thereon, directly chargeable to Irrigation districts, are paid by the projects, including cer tain overhead expenses of the Irriga tion and drainage securities commis sion. The expense In connection with the advertising, issuance and sale of state bonds for the payment of interest on Irrigation district securities, are now paid from funds arising from premiums on the sale of state bonds. Approximately (1400 has been received from this source and (1000 expended. The irrigation and drainage securi ties commission has collected from the( district approximately (8000 and, has' expended (6700. A number of districts have made application to the irrigation and drainage securities commission for the certification of bonds and the payment of Interest thereon, but the commission has taken the stand that no bonds should be certified until ar rangements have been made for their di!ipoal. In no event shall the state be called upon to pay any interest on unsold bonds In the hands of the Irrigation districts, the commission ruled. Law Enartrd la 181T. . "Blackie Mike," one of Madden's old pals, annoyed at the change in his former chief, railroads his former friend to prison. "Black Mike" then sets out to "frame" Molly. He works upon her desire for revenge against the police and influences her to steal a valuable necklace. "The way In which his plot is thwarted, forms the Interesting climax. Wheeler Oakman, Priscllla Dean's husband In private life, is seen as "Dapper Bill," who is selected to "frame" Molly. Lon Chaney has one of the crook roles In which he Is at his beBt. as "Black Mike." Others in the cast include such well-known players as Ralph Lewis, E. A. War ren, Stanley Goethals, Melbourne MacDoweil and Wilton Taylor. HelllK. The spectacular picture, "Quo Vad is," which was first brought to Amer ica about eight years ago. has been revived and the revised version Is now being shown at the Hellig theater. The production 's the feature at the Heilig today and tomorrow and Is shown continuously from 1 to 11 P. M. "Quo Vadis" Is the type of story, which lends itself well to presentation on the screen, because of the variety for the certification of irrigation dis trict bonds by a commission composed ot the attorney-general, superintend ent of banks and state engineer. By certification the' bonds become legal investments for trust and Savings funds and all other funds of a similar character. The state has no financial responsibility under this provision of the statute. In 1919 the ' constitution was amended authorizing the payment of interest on Irrigation and drainage district bonds for any one of the first five years after their Issuance. This amendment provided for the issuance of state bonds, the proceeds of which are applied to the payment of Interest on the district bonds. District Repays Money. While this Is usually regarded and referred to as an interest guaranty, it Is In effect a definite contract be tween the state and the district for the payment of interest on the dis trict bonds for a specified time, the district reserving the right to notify the state at any time that it does not desire to avail itself of this pay ment. The money advanced by the state is reDald bv the district after dis trict bonds have been retired. This constitutional amendment, however. provided no funds for the payment of interest on the state bonds. The irrigation and drainage securities commission, therefore, without def inite statutory authority, declined to enter into contracts for the payment f Interest by the Btate unless tne districts would agree to pay the in terest on the state bonds as the same became due. thus putting the state In the position of a guarantor without expense on its part. The legislature Inter nsssed an act confirming the acts of the commission requiring irri gation districts to pay the Interest on the state bonds as they become due. Colonel John II. Brawn. TONCALLA, Or.. Jan. 26. (Special.) Colonel John H. Brawn. 89, died at his home here January 18. Mr. Brawn was born In Maine, came to Oregon In October, 1900, and settled on a farm two miles east "of Ycncalla. He served through the Civil war. being commissioned colonel for consplcu ous bravery. The funeral was held from the Brawn borne January 20. Rev. J. K. Bentcu of the Methodist Episcopal church officiated. Thompson, ")Oth of Voncalla. Miss Norma Funk. The funeral of Miss Norma Funk who died at the residence of her par ents. Mr. and Mrs. William H. Funk, (48 East Fourteenth street, yesterday morning, will be held at 2:30 o'clock Saturday from the East Side Funeral chapel. 414 East Alder street. The body will be taken to the Portland crematorium. Miss Funk, who was 28. had been an employe of the Portland Seed com pany for the laet 10 yea.-s and was considered a most valued member of Its staff. She had worked up from minor positions until for some time she had been head of the mail order department, a position of much re sponsibility. Charles Kllswick. BROWNSVILLE, Or.. Jan. 26. Charles Ellswlck died at his home In this city Wednesday. H had been a citizen of Brownsville for more than 25 years, and raised his family here. At his death Mr. Ellswlck was nearly 70 years. Us was a native of Ten nessee, but came to Oregan from Missouri. He is survived by his wi dow; a son, Andrew Ellswlck ot Brownsville; and two daughters, as follows. Mrs. Eva Fllklns of this city and Mrs. Clara Rankin, whowith her husband resides on a farm north of town. Mr. Kllswick was a member of the Artisans and the Odd Fellows lodge. Dr A. P. Stowell. Dr. Alexander Piatt Stow ell. 76 years old. pioneer physician of Vancouver, died at his home In Capi tol Hill early today He was born in Dundee, Canada.- and was a gradu ate of the Boston Theological sem inary and the University of Boston school of medicine ot the class of 1S7. But Oh My," form the added features on the programme. Screen Gossip. The screen version of Sir James M. Barrie's "The Little Minister" will return to the Columbia theater for a five days' engagement, beginning Monday. "Just Around the. Corner," the present attraction at the Colum bia, will close Sunday night. "The Little Minister" atracted wide atten tion when shown at the Columbia and U is being brought back in response to many requests. '"Cabiria" Is drawing many local Italians to Its presentation at the Peoples. When the name of the au thor, Gabrlelle d'Anunsio, is flashed on the screen the Italian-born mem bers of the audience applaud vigor ously. The picture closes tonight. "Fenrod." the film version of Booth Tarkington's Immortal. tales of Amer ican boyhood, has been completed and will be shown in Portland at the Liberty In a few weeks. "Penrod" was completed at the Mar shall Nellan studios at Hollywood. As the story deals principally with boys. Juveniles are prominent in Its cast. Wesley (Freckles), the famous First National Juventile star, has the title role. It was a lucky thing for both that Theodore Kosloff and Mahlon Ham ilton, who play Important roles in "The Lane That Had no Turning." are expert fencers. In one of the scenes they seize antique swords from the wall and stage an impromptu duel. As both men are experts in the use of the weapon, the effect is ideal. Also, their knowledge of the saber enabled them to present a realistic picture without the danger that would have come to untrained men attempt ing to use the weapons. Board Takes Case Under Advise- -merit; "Tasting" Admitted. The case presented to the municipal civil service board against G. A. Sim kins, policeman who was discharged by Chief of Police Jenkins for drink ing intoxicating liquors on duty, was taken sunder advisement yesterday. The city did not present a strong case against Simkins, although It was admitted during the hearing that In searching a home he "sampled" some liquid that looked like wine but tasted like grape Juice. Fellow offi cers antL. superiors testified that on the night that Simkins was supposed to have been drinking, they saw noth ing unusual about him and that he was not intoxicated. Failure to report back to the police station for more than an hour was one of the subordinate charges against Simkins but it developed that his motorcycle had broken down on the trip and that he was forced to get a tow" in order to return to the east side sub-police station.
