When construction of this sewer was first planned, it was thouftht it should be kept within the city- limits. Its proposed route would extend from Johnson creek at East Ninety-second street to the Willamette river. Survey of the entire district which would drain to this sewer has con vinced City Knelneer Laurpaard and Citv Commissioner Earbur that it would be economy for all affected to enlarire the sewer to provide sewerage facilities for the' outside district as well as the territory within the city boundaries. District to Demand Facilities. The estimated cost for the larger sewer to each 00 by 100 foot lot in the district would be approximately 129, while the estimated cost for the smaller sewer within the city limits would be approximately J 47. City Commissioner Jiarbur points out that the dietrict which would be embraced by the larger district will need sewerage facilities within a very short time. If this district is brought Into the city, demand will be mads for sewerage facilities, .he said. If the residents of this district, he Bays. do not participate In the payment of the cost of the Lents trunk sewer and- if this sewer is not designed to care for tho outside district, it will Ve necessary to construct a large trunk sewer, which would cost the property owners not less than $300, 000 aga'nst about $50,000, which 19 the estimated additional cost of the Lents trunk sewer. Persons living within tne city limits would profit by the large sewer, as the cost would be dis tributed over a larger area and hence would be less for the individual prop- srtv owner within the sewer district The new assessment plan has been laid befoe the city council and mem bers of the commission are favorable provided that the city can find a way to issue bonds to cover the costs of of the sewer construction outside tne city limits. This question has been referred to Citv Attorney Grant, who will report to the council within a few days. If It Is found that the city can find a way to -bond for tho statute now provides a manner in which to collect assessments on sewer construction outside of the city it 1b probable that steps will be taken to initiate the Improvement. City Commissioner Barbur antici pates some objection from acreage owners outside of the city, but Is ronfldent that when the plans are fully laid before such persons objec tions will be withdrawn. She tries to commit suicide by jumping from the window, but he re strains her and then offers her a most unusual bargain. He is to In sure her life for $75,000 and give her $50,000 upon her promise to take her life in one year. Alice agrees. Later she poses for the sculptor nnd their friendship grows Into love. Some of Alice's former enemies sepa rate them and tho rest of the story relates the way in which they finally find happiness.
