The Freeman's Journal and the Irish Inde pendent declare the will of the peo ple must prevail, the Freeman's Jour nal Baying: , "No sophistry, however fine spun, can disguise the fact that to thwart this will would be to betray a sacred trust. , That sort of treachery makes no appeal to Irishmen." The Jariependent expresses the utmost confidence that the opponents of the treaty in the Dali will heed the popular voice, but a political wster in the Irish Times says there l no ground for the belief that when the Dail meets tomorrow "it will be any better disposed toward ratifica tion." At the week-end meetings of pub ' lie organizations and Sinn Fein lubs strong appeals were made for the preservation of national unity. Speak ing at a meeting of the Limerick county council. Resolutions In favor of ratification kept pouring into the mansion house today, and up to tonight only two bodies which had expressed them selves unfavorably had been reported. Virtually all members of the Dail Kireann had arrived tonight for the resumption of the sessions tomorrow to give further consideration to the peace treaty with Great Britain. As far as could be gathered from conversations with members, the Christmas recess has not materially altered the lineup for and against the treaty. It had been supposed the campaign In the country In favor of ratification of the treaty, supported by pronounce ments of the Irish bishop and by resolutions not only of public repre sentative bodies but of Important units in the Sinn Fein organization, would have weakened the attitude of treaty opponents and induce them to vote in its favor. An estimate made by one" political leader gave 58 votes on' each side, with four votes doubtful or "absten tion i-sts" A leader of the party favorable to the treaty Bald to the Associated Press today that he 4id not believe the vote of any of the men previously ranged against the treaty wouj, be turned in its favor and that the ma jority for the treaty which in any event must be small, must depend on obstentions from voting rather than on the transfer of votesi Rumors of compromise and accom modation, as well as a statement that Kamonn de Valera had decided to with draw his alternative plan no longer are credited here. Mr. De Valera's original Idea was to put forward his plan in the event of a rejection of the treaty, but his most Intimate coun sellors say now that he will put it forward In any event ever' his physical weakness overcame him, his first interest was not to let it interfere with his public duties. It is a picturesque way of 'putting it. but it is probably true that if Pen- rose bad come from California instead of Philadelphia, he would have been one of the greatest statesmen of his time. The mere nearness of his home state, three hours away, kept him a politician, consuming his time In mat ters of patronage and factions. . Weaker Men Vrnvitate -to Him. Senate republican leaders today fore cast early action in filling vacancies and making committee changes re sulting from the death of Senator Penrose. It was expected that Sena tor Brar.degee of .Connecticut, chair man of the committee on committees, would issue a call soon for a meeting of the committee to act on "necessary changes. The rule of seniority' has been strictly adhered to in the senate and there were no indications that a pre cedent would be established. With the practical certainty that Senator MeCumber of North Dakota will succeed to the chairmanship of the finance committeer over which Mr. Penrose had long presided, there will arise a vacancy in the chairman ship of the committee on pensions, now held by Mr. MeCumber. On that committee Senator Smoot of Utah is the ranking.- republican and, leaders said, he undoubtedly could have the place if he desired it. Smoot Girina Prestige. SenatoSmoot is thus brought into the ranking position of two of the most important committees, finance and appropriations. Gov ernor Sproul today received numerous Smessages by telegraph and telephone concerning his course in naming a successor to the late Senator Penrose. He declined to make any statement. One class of messages urged him to resign the governorship so that he could be appointed senator by Lieu tenant Governor Beldleman, who would succeed him, whije others sug gested that he make a temporary ap pointment and become a candidate himself in November for the remaind er of the Penrose term.
