The initial step in this plan was the erection of a bungalow station in Irvtngton. "When it was first pro posed that a fire station was neces sary in that exclusive district, a storm of protest arose, for the property owners felt that a fire station of the usual unsightly architecture would be a distinct blot But when this group of irate citi zens was called together and shown the plans for the station, they could hardly believe their eyes. On paper it differed not one whit from the type of bungalow that is found in thiB district. After receiving assur ances that the plana would be fol lowed out. all protests were with drawn. Today the bungalow fire station la one of the points of interest in the city. Passing by, one can discern nothing different In the appearance of this fire, station from that of the many homes in the district, unless perchance, the very walls in the home suddenly fly open and the apparatus speeds Its way to some fire alarm. Finding that It was not only' wise to protect residential sections from unsightly Intrusions, City Commis sioner Blgelow ordered plans for a uaique house to be constructed in the Sell wood district. , . Here, as In Irvlngton, the property owners stormed the city hall, demand ing that the fire station be construct ed at some point distant from the Sellwood residential district. Automo biles were Becured and the entire del egation. of property owners' was driven to Irvlngton, there for the first time to see the bungalow station house. Again, as in the case of the Irving ton district, the protests were with drawn, and instead of following ex actly the same plan, the fire bureau constructed an English' stucco house, leaving sufficient room in front of the "home" for landscape working. While the fire bureau plans to con tinue erecting .the usual type of fire buildnigs in the congested area, any new buildings planned in residential sections will be made to conform with the architecture of the district. The Portland fire bureau had its beginning as a volunteer organiza tion. Many of the men who joined the volunteer companies are 'still in the ranks and some are officials. The volunteer company first was transformed into a paid-call depart ment, in which its- members were on active duty but one or two days In the month And the remainder of the time were subject to call. Growth of the city from a mere vil lage, resulted in the organization of the Portland paid department. Sev eral years ago the two platoon -system was inaugurated In Portland. Motorization of the entire bureau also occurred in Portland several years ago when the last horse-drawn vehicles were, discarded and the faith ful animals were retired to the mead ows. The Portland fire bureau is equipped with modern apparatus, using triple pumpers and hose wagons, instead of the old steamers, which were put on the shelf with the . passing of the horses. John E. Young, chief of the bureau, Is one of the men who has been in the organization since its inception. He recently was sent on a tour of the United States and Canada for the pur pose of gathering ideas and outlines of methods in use in other cities' and from this trip it is believed certain that many improvements will be in augurated in the bureau this year. iiHnmititiiimiiiiiimii PORTLAND WEATHER HELD FINE I United Slates Bureau Reports During Season of 1921- E Climatic Conditions FavorableA Precinitation Nnrmal I By Edward L. "Weill, Meteorologist. TUB prevailing impression that rain falls almost continuously in Portland finds little support in the records of 1921. as kept by the United States weather bureau. While January and February were rather persistently wet and some heavy rains fell in the fall, taking the year as a whole, there were far more dry days than wet. In the first 11 months of the year there were 140 days having enough rain to be meas ured, and 45 days having a quarter of an Inch or more. The rainfall of November 19-20 was a record-breaker for Portland, in that it measured 4.43 inches in 21 hours. In this storm the temperature fell slightly below the freezing point, and a heavy coat ing of Ice formed on exposed sur faces, causing considerable damage to wires and trees. The formation of ice was heavier on the east side than on the west, side, and was still heavier east of the city limits. In July and August a period of 45 days passed without a measurable amount of rain. During the winter of 1920-21 snow fell on 13 .days, amounting to 3.2 Inches In all, but only once did the enow remain on the ground to be measured at the regu lar observation hour, E P. M-, and not once did so much as half an inch of snow remain on the ground over night. During the winter of 1920-21 the usual equable Portland temperature prevailed. The lowest was 27 de grees, and during the three winter months there were seven days when the temperature at some time fell to or be'.bw the freezing point. The mean minimum temperature for Jan uary was 36.8 degress. The summer had a few moderately hot days, but only one on which the temperature reached 90 degrees. The mean maxi mum temperature for July was 77.S degrees. During the winter there was much cloudiness, but the summer and early fall were characterized by ample sunshine. In July there were 384 hours of sunshine, an average of 12 hours and 23 minutes per day. There wea no destructive wind during-the first 11 months of the year, the highest velocity having been 29 miles an hour from the southwest on January 29. The average velocity was six miles an hour. Thunder was heard once in August, once Jn September, and once in Octo ber. A little hail fell on one day In October. A small amount of sleet was observed on five different days, and there were 20 days in the 11 months when dense fog prevailed for an hour or more. The Willamette river carried rather more than- the usual flow of water during most of the year. It barely exceeded the flood stage again on the 20th of March. On May 17th, due to backwater resulting from the annual rise of the Columbia, the river went above the flood stage, and on June 12 and "13 it reached 24.3 feet, the highest stave since the memor able flood of 1894. The water re mained above the flood stage of 15 feet till July 10. High water was again experienced in November, be ginning on the 22d. This freshet reached a crest of 17 feet on Novem ber 23, and had subsided by November 26. As this is being written, on De cember 1, another moderate freshet I In prospect.
