More than 11.000 Portland residents
paid In excess of $26,000 in police
court fines for traffic violations on
Portland streets during the fiscal
year ending November 30, it was dis
closed In the yearly report submitted
to Chief Jenkins yesterday by Police
Lieutenant Krvin, commanding offi
cer of the motorcycle speed squad.
This record of arrests and convic
tions is by far the Rreatest ever held
by this particular division of the po
lice bureau and was declared to have
been the result of close co-operation
between Lieutenant Krvin and the
men under his command.
With a squad of but eight motor
cycle officers to handle speeders,
reckless drivers and other traffic
violators. Lieutenant Krvin has made
what police officials characterized as
a remarkable record Because of the
many extra hours' additional service
rendered by the speed riders without
extra pay.
Extra Work Done.
Durlnsr the late summer and early
. fall months every man of the squad
worked week after week, many extra
hours, both day and niKht, in order
to curb speeding: and careless driv
Ing. and the result of their activities
was well shown in the record of ar
rests and police court convictions.
The actual number arrested during
the year totaled 11,266, while the
amount paid in police court fines ag
gregated J26.746.50. This did not In
elude many jail sentences which were
meted out to the more serious or
fenders,' nor did it show the many
drivers who have been ordered lo
surrender their driver's licenses for
periods of from 30 days to two years.
Although the speed squad has but
eight motorcycle patrolmen, a total
of 17 officers have worked under
. Lieutenant Krvin at various times
during the year.
The highest record of arrests as
well as convictions was made by
Patrolman Pierre, who has been
watching traffic violations for the
entire year. Patrolman Babcock won
second honors and Patrolman
Tauscher third.

Although there have not been a
large number of speeders haled into
court during the past month, the of
ficers have been stationed at numer
ous dangerous street Intersections
where they have guarded traffic con
ditions closely. Many of the arrests
during November have been for these
violations, which on the surface ap
pear of minor Importance, but which
in many instances cause some of the
most serious traffic accidents.

Financial Statement for Fiscal
Year of 1021 Is Given Out by
Treasurer Adams.
Portland and the commission of
public docks expendpd $17,244,130.60
during the fiscal year of 1021, accord
ing to a financial statement given
out yesterday by City Treasurer
Adams. This includes the expendi
tures of the firemen's and police
men's relief and pension funds.
The city expend-ed $14,257.fiU.3S,
with receipts totaling $15, 074. 203. 19.
which Includes a balance from 1920
Of $1.8P2.3:tS.60.
The commission of public docks ex
pended $2,862,133.44. The policemen's
pension fund was drnwn upon for a
total expenditure of $50,567.18 during
the year, while the firemen's pension
fund was called upon for $73,816.60.
For the first time in the history
of the city, the receipts of the Port
land water bureau exceeded $1,000,000.
The total receipts for this bureau for
the year were $1.001.28S.;i3, while
heretofore the receipts of this bureau
have been below the million mark.
During the year the city retired
bonds amounting to $2,930,257.27.
These retirements included $85,000 of
dock commission bonds. $140,000 of
the city of Albina . bonds, $300,000 of
East Portland bonds. $4120.81 of
street extension bonds. $9499.53 of
Linnton bond.s. $21,020 47 of St. Johns
bonds and $2,370,616.46 of street im-,
provement bonds.

and Representative Havley, corn-
mitted themselves definitely to the
support of the project for the de
velopment of the port of L'mpqua, In
letters received today by the local
chamber of commerce. Resolutions
favoring the project were forwarded
from lioseburg recently and in re
sponse the members of the Oregon
delegation express themselves as
heartily favoring the enterprise.
Senator McN'ary wrote that he has
had the project before the board of
army engineers and that he will take
the subject up with the committee on
rivers and harbors at a conference
which he has arranged for next week.

cial.) R. K. Barrickman, civil war
veteran, who died of heart disease at
the home of his daughter, Mrs. J. T.

1843, enlisted for
service in Company
D, 2d Iowa cavalry,
in 1861, serving as
corporal under Gen
eral Hatch. He
. fought in several
imp ortant battles,
" -T J amontr them being
the memorable en
gagements at Shiloh and Nashville
where he was wounded twice. He
served until the end of the war, re
ceivlng his discharge In 1865.
In 1878 Mr. Barrickman. with his
wife and four daughters, came west
by emigrant train to San Francisco
and thence by the old steamer Elder
to Tortland. Later the family moved
to Linn county, living near Lebanon
for nine years. Later the family went
to Grants Pass to live, remaining there
until 1907, when they returned to the
Willamette valley. Mr. Barrickman
had since lived north of OGrvallis. Mr.
Barrickman was a member of the Mc
pherson Post, G. A. K., of Albany and
was a close friend and comrade of the
late Cyrus H. Walker.
Mr. Barrickman Is survived by
three daughters, Mrs, J. T. Freitas of
Mount View. Mrs. Henry Booth of Mc
Minnville, and Mrs. Eda Clark of
Pocatello, Idaho.

cial.) M. D. Smith, who was drowned
in the Willamette
river during the

In 1877 Mr. Smith sold his Interests
in Carlton and went to Whitman
county, Washington, only to return
In a few years to Yamhill and go to
farming on a part of his father's
original donation land claim. He came
to Corvallis four years ago. Besides
his widow he leaves two daughters
Mies Jiffie Smith of this city and Miss
Ida Smith, teacher at the state normal
school and two sisters Mrs. Ma
tilda Stlllwell and Mrs. Sarah Kelty,
both of Walla Walla.
Mrs. Henry L-effler.
SCIO, Or., Nov. 30. (Special.) The
funeral of Mrs. Henry Leffler was
held at the Baptist church yesterday.
Interment was in Kingston cemetery.
Mrs. Leffler was born in 1842 in Ohio
and came- to Oregon with her parents
by ox team in 1852. Besides her hus
band, who is 93 years of age, two
daughters and eight Sons survive.
They are: Mrs. Mattie Thompson of
Hubbard, and Mrs. Minnie Mont
gomery of Scio, James. William,
Clarence, Ivan, Thomas, Charles and
John, all living near Scio, and George
Leffler, who resides near Hubbard.
Mrs. Laura Ambrose.
BROWNSVILLE, Or., Nov. 30.
fSoecial.) Mrs. Laura Ambrose, who
died at her home in South Brownsville
Monday, was laid at rest in the Ma
sonic cemetery yesterday after fu
neral services at the Presbyterian
church. At the time of her death Mrs.
Ambrose was 74 years old. She was
the last member of the Moyer family
in this city, a sister of the late J. M.
Moyer of Brownsville woolen mill
fame. Rev. J. E. Snyder of Corvallis
preached the funeral sermon.

WALLA WALLA; Wash.. Nov. 30.
.Snecial.) Charles H. McCullough,
agtd 6a, died Tuesday after a brief
Illness. He was a native of Indiana,
coming here. In 1883. He was one of
the first settlers in the big Bend
country, now Douglas county, but
came here to make his home again
about 15 years ago. He leaves his
wife and four sons, John and Roy J.
McCullough. of Walla Walla. Wilbur
C. and Ira McCullough of Portland.

ABERDEEN, Wash., Nov. 30. (Spe
cial.) Joseph Ecker, 6. years old,
died this morning at the family home,
300 South Jefferson street, following
a long illness. He came here from.
McCleary 10 months ago, after living i
in McCleary 10 years. He is survived
by his widow and two sons Andrew
Ecker of Aberdeen and George Ecker
or Tacoma. Interment will be at
Winlock.

SALEM. Or.. Nov. 30. (Special.)
Sherman J. (Jack) Burford, 46 years
of age, who died at Victoria, B. C,
recently, will be burled in Salem, ac
cording to a telegram received here
today. Mr. Burford was immigration
inspector at ictoria for .many years.

made in Aberdeen.
Mrs. Lester Ij. Robinson.
WALLA WALLA, Wash.. Nov. 30.
(Special.) Mrs. Lester L. Robinson,
aged 32, died Tuesday of pneumonia
after ten days' illness. She was born
in Walla Walla county and was a
daughter of the late E. G. Riffle. Her
husband, Lester Robinson, is a well
known farmer, owner of thousands of
acres of land. She leaves her hus
band and three children.

cial.) Funeral services for M. M. Mee,
58 years old, who. died Sunday at the
family residence, were held this after
noon, at the, Whiteside, parlors.

INTENT TO USE TAX MONEY
FOR RAILS DENIED.
City Asserts No Attempt Will Be
Made to Resort to Levies to
Sjipport Carlines.
SEATTLE, Wash., Nov. SO. (Spe
cial.) In reply to the amended com
plaint of the 14 taxpayers In their
municipal street railway litigation
against the city, the corporation
counsel today filed an answer in the
superior court, and signed a stipula
tion that the city is ready for the
case to go to trial on Its merits at
the earliest convenient date. This paBe
Is the injunction proceeding .brought
by the taxpayers to enjoin the city
from using the general tax fund for
the support of the street railway.
In the answer the city asserts that
the questions were settled in the state
supreme court in the Twitchell case
and that the city council has already
adopted a resolution that the city
does not intend to resort to taxation
to support the car lines. .The city
contends that the gross revenues from
the railways are deposited in the j
banks and draw 2 per. cent, which
would balance any cost of legal and
accounting paid for from the general
fund, and that payments to retire the
$15,000,000 bonds will be made from
revenues only.

ROSE BURG, Or., Nov. 30 (Spe
cial.) Terry M. Dunham, who for the
last four years has been serving as
manager of the Douglas county poor
farm, today tendered his resignation
to take effect immediately. His sucr
cessor has not yet been appointed.
