FOODLESS WINTER FACED Attitude Toward Foreigners Has Changed; Passports Not Even Kcqulrcd of Americans. ASTRAKHAN, Russia. Nov. 17. (By a Staff Correspondent of the As sociated Press.) The Russian soviet government's new attitude toward foieigners is apparent here. It is far milder than in newly bolshevized . Georgia. Hero Americans are wel comed unquestioned. .There is no demanding of passports, no. summons to go before secret police and there are no red soldiers in evi dence to bully the civil population. Even refugees from the famine dis trict straggling along the water fronts are unhindered in their move ments, except when the boats are de parting and too many would-be trav elers are trying to rush aboard. A steady stream of refugees from upriver are being moved down to the Don and Kuban regions where there is more food. They are loaded on river boats, transferred at the delta of the Volga to Caspian sea steamers and landed at Fetrovsk. Some, hav ing been persuaded to take the train, go as workers to the well-n'gh oil less Baku fields. No Llvmlock Visible. The narrow channels of the delta are full of fishing boats, making a last desperate effort to take in a supply of fish before the November freeze sets in. Everywhere is evi dent the effect of civil war on com merce and agriculture. Around the village known as "Seven Rubles," where a golden cross surmounting its I cathedral tower dominates a treeless sandy land, the meadows show half worked fields where onljt the soaring . sea birds appea1' to be living. There are no cattle, horses nor sheep visible. Astrakhan was once one of the richest and most dd-fashioned pro vincial . tits in Russia. Other than grapes, melons and fruits, the biggest supply of eatables Is the potatoes which grow despite a rainless season. Potatoes are 1700 rubles a pound. This is only four cents when figured in American money at current rates of exchange, but a small fortune to an Astrakhan man who may be get ting much less than that for a day's work. Onions arc ltOO rubles each, carrots 3000 and a pound of sugar costs 24.000 rubles. Under the new freedom of trade, there have beet feeble efforts to open bakeshops arid stores, though the merchants put very little In them. On the markets of the Caspian Volga are appearing heavy winter shoes; stamped "made in the United States of America," selling at 200,000 to 500,. 000 rubles, according to the locality. Wearers of these soon discover that they have paper soles. Physlclnn. Doing? Heroic Work. The medical university near the railway Btatlon has bean closed be cause it lacks not only professors but students. The municipal hospital li full but functioning poorly. It lacks quinine. iodoform, ether. alcohol. valerian cotto gauze bandages and' tea and corfee. The only stimulant is Caucasus wine, of which there are only a few quarts and which costs 100,000 rubles a bottle. There is no milk for the hunger patients who are given black bread and soup. The hospital is for the whole province but can care for only 300 patients. The physicians are doing heroic work in savins the hunger-strickenj vi luaiui m victims picked up in the streets or shipped in. But the apothe cary Is without medicine, the hospital is virtually without food and there Is no money forthcoming from Moscow. After almost a year ot construction work, an expenditure of J225.000, the Pacific Telephone and Telegraph company has virtually completed the toll line directly con necting Aberdeen and Olympia. a dis tance of 62 miles, and supplemented by an additional 13 direct circuits, H. V. Collins, manager of the Grays Harbor district, announced yester day. Only two small strips of construc tion remain unfinished, one between here and McCleary and the other be tween McCleary nnd Olympia. This work is delayed by grading, but will be resumed about February 1, and finished by April 30, 1922. Klhs Plan Children's Christinas. LEBANON", Or., Nov. 17. (Special.) Up to the present time more than 3,000.000 pounds of the 1921 crop of prunes have been shipped to various markets of the world by the Oregon Growers,' ' Co-operative association, with headquarters In Salem.
