Fuel Supervisor Says Oregon Needs Development but Has Little Chance. That Oregron Is Badly In need of more railroads. In order that the state iray be properly developed, and has little chance of getting: them under the present system of "public Inter ference" in railroad business, was the declaration of A. W. Perley, fuel su pervisor of the O.-W. R. & N. railroad In an address at the luncheon of the Progressive Business Men's club at the Benson hotel yesterday noon. Mr. Perley declared that there are 18 state commissions and a govern ment interstate commerce commis sion all mixing in railroad affairs and that there Is not a practical railroad man on any of those bodies. He said that with commissions telling the railroads how much they must make and how much they must pay out for wages and various other expenses, and with those commissions made up cf men who are not familiar with railroad business the railroads had little chance. Ciimmlnn-lMch Bill Scored. "How would you like to have a mm mission tell you how much to charge and how much to pay for npen when no member of It knew anything about the business?" he de manded. The speaker referred to the Cum-irlns-Esch bill and said that it did not guarantee the railroads anything except that they could not make more than 6 per cent without having their lates reduced. As a matter of fact he declared that the railroads were i:,akinK much less than 8 per cent. Mr. Perley declared that the Cana dian Pacific railroad made more money than all the railroads of the United States put together in 1920. Mr. Perley referred to the declara tion of f resident Harding that there was too much government in busi ness. He said that If that was true of business in general It was espe cially true of the railroad business. 1025 Fair Tax la Urged. In referring to the Importance to Portland of his own line, the O.-W. K. & N., Mr. Perley said that the pay roll here for the year 1920 amounted to $6,641,948. In addition,, he said, that line made purchases amounting to over 13,000,000 here besides what was spent in taxation. That the average Portland tax. payer could drop two cigars a month from his smoking or cut out one pic ture show and take care of hia tax for the 1925 exposition was the dec lp ration of Casslus R. Peck, who made an address in favor of the proposed levy for the exposition. He said that the proposed exposition was not only of importance in "selling" Portland pnd the state of Oregon to the world but also had an educational factor which was worth considering. Edward R. Harvey was chairman of the day. POWER RATE RISE STAYS NEW TARIFF IX COWLITZ DIS TRICTS UPHELD. Northcoast Company Maintains Op erations Carried on at Loss In Diking Areas. OLYMPIA, Wash., Nov. 17. (Spe cial.) Higher rates for electric power in several diking districts and diking improvement districts In Cowlitz county are to prevail as the result of a decision by the Washington state supreme court today affirming tha Thurston county superior court, which reversed the department of public works that sought to re-establish old contract rates. The action Involved- contracts be tween the districts with the North coast Pjwer company, which distrib utes electric power between Woodland and Centralia for pumping plants. New tariffs were filed by the com pany with the public service commis sion, now the department of public works, doubling the old rates for power. The rates became effective when the commission failed to act and later G. J. Poysky complained. After a hearing the commission en tered an order re-establishing the old contract rates on the ground that they were reasonable and maintained that the districts were not financially able to pay higher rates. The Thurs ton county superior court reversed the commission and an appeal was taken. tVhile the appellants declared the Company should take smaller returns in its Investment from the Cowlitz diking area and be compensated from power furnished to other districts the respondents maintained they were operating- at an actual loss. PIONEER ATTORNEY DEAD R. P. Quarles Passes Away at Sal mon City, Idaho, Home. BOISE, Idaho, Nov. 17. (Special.) It. P. Quarles, pioneer attorney and former member of the supreme court of Idaho, died Tuesday at Salmon City, according to reports received here today. Judge Quarles was district Judge in Salmon City before becoming a member of the supreme court, and following his retirement from the bench practiced law in Boise a num ber of years. Later he went to Hon olulu, where he was active In his profession about five years. Upon returning to Idaho a few years ago he again took up his resi dence at Salmon City. He was a prominent member of the Oddfellows' lodge. No details concerning his sick ness have been received here. Oil Company Pays Tax. SALEM, Or., Nor. 17. (Special.) The Union Oil company of California has sent to the secretary of state a check for $22,248.68, covering the tax on the corporation's sales of gasoline and distillate In Oregon In October.
