RATES ALSO MAY GO DOWN Decision lo Post Notices at Once JUuclicd at Meeting of Traffic Men in Chicago. CHICAGO. Nov. 8. Managers of the westorn group of railroads met here yesterday and decided upon the im mediate posting of notices of wage reductions of 10 per cent, according to announcement today. The roads represented at the meet inn Included the Santa Fe. Great Western. Rock Island. Northwestern Union Pacific. Northern Pacific and Great Northern. In the proposed cuts all depart nwnte would be affected and commit' tees were appointed to draft the no tlces Immediately so that the roads may go before the labor board and ask an earlv hearing. Following this meeting the National Industrial Traffic league announced that meetings would be held tomor row and Thursday to ask that the railroads press their claims for wage reductions on the basis of rate re ductions to shippers. The league rep resents many of the important ship pers of the country. Resolutions for presentation to roadA already have been drawn and include three salient points: That railroad wage scales be put on a level corresponding with those of other Industries. That wage reductions and sate re ductions take place simultaneously. Abrogation immediately of national agreements, made effective during the priod of federal control. The labor board has announced that wage reduction will not be con sidered until after it has passed upon working rules and schedules, but the roads decided to press their wage reduction efforts so that these might be brought to the attention of the board as early a possible. It was said. Settlement of the threatened rail road strike, voted by the railroad brotherhoods for October 30. followed a statement by the railroad labor board that wage reductions would not be passed upon until after questions regarding rules and working condi tions had been decided. COLORADO MIXERS MAY QCIT Waco Cut Will Result In Walkout, Says Union Official. DENVER, Colo.. Nov. 8. John P McLennan, president of district 15, United Mine Workers of America, who is in Denver, announced today that a meeting of all district offi cials had been called for tomorrow night at Trinidad, Colo., for the pur pose of drafting a plan of action in 'the event the Colorado Fuel & Iron company puts into effect a wage re duction in its mines. There was a report in Denver today which came from official sources that a general wage reduction nrobably would be inaugurated by iTTe Colo rado Iron & jfuel company among Its mine workers In southern Colorado late this week. Mr. McLennan said: "Any attempt to reduce wages In any of the Colo rado Fuel & Iron company s mines will result In a .suspension of work by the miners." FARMERS ALSO INTERESTED Wage Cut Is Imperative, Federa tion Counsel Declares. WASHINGTON'. D. C. Nov. 8. Re auction or railroad employes wages was added today by Clifford Thome, general counsel of the American Farm Bureau federation, to his rec ommendations before the senate in terstate commerce committee. Mr. Thorne also elaborated on his pre viously submitted recommendations for repeal of the so-called per cent guarantee of the railroads and for restoration of state railway commis sions' powers. Declaring the Farm Bureau federa tion did not desire to starve the rail roads. Mr. Thorne added: "The railroads must continue to function. They must be allowed to reduce costs and railroad labor must help them to reduce costs. Every body everywhere Is reducing charges." HUME ESTATE IS SMALL Contingent Fees and Office Fur niture Declared Sole Assets. Wilson T. Hume, veteran of many bitterly contested legal battles, and who had many big fees almost within his grasp, died virtually penniless, according to the petition for letters of sdmlnistration filed In the pro bate division of the circuit court yes terday by the widow, Mrs. Stella F. Hume. The estate of Mr. Hume consists of law books, a desk, and an office chair valued at $0, it was asserted, and contingent fee interests in sev eral law cases pending in courts. When the litigation is settled. It Is reported that heavy fees may go to the estate, but at present the furnish ings of his law office are the only assets. Mr. Hume died October 8 leaving a widow and one daughter, Mrs. Mar guerite Sears. who is in Centralia for a two days' performance at a local theater, yes terday sent a telegram to President Harding asking for executive clem ency for Roy Gardner, fugitive from the McNeil island penitentiary. "I am convinced this man can be made a good, useful citizen." Dalton's message read. "If I can persuade him to surrender and will give him employment and put up a bond for his good behavior, will you consider paroling him after he has served not less than one year of hi9 sentence? ny own experience makes me certain I can handle this man so he will be a worthy American. I earnestly ap peal to you, Mr. President, to con slder this case with your heart. Cer tainly, Gardner s wife and baby would never forget such an act of execu tive clemency and kindness. Hav ing transgressed the law myself and paid the penalty, I know what it means to fight the way back to an honorable life. I also know, Mr. President, that Gardner is worth saving." European eccentric juggler. CONCRETE TO BE TESTED Composition of Unwashed River Sand and Gravel Uncertain. A test of structural strength of concrete mixed with unwashed river sand and gravel has been ordered by City Commissioner Barbur. The test will be made because it is believed by engineers of the department of public works that the unwashed sand and gravel is unfit for use in con crete-building construction. The department has announced that hereafter the name of the actual owner of property must be on all applications for building permits. This rule is made in the interest of building material dealers, who com plain that the failure to insert the name of the owner of the building under construction frequently pre sents serious legal , . entanglements when it becomes necessary to file liens against such propty. Mr. Haze-tine Goes to Washington. SOUTH BEXD, "Wash!, Nov. 8. (Special.) F. A. Hazel tine, owner and editor of the South Bend Journal, who recently was appointed a mem ber of Prohibition Chief Haynes' "fly ing squadron." today received tele graphic orders from his chief in Washington, D. C, stating that Mr. Hazeltine's permanent headquarters will be in the capital city. Mr. Haz eltlne has been in Seattle during the past week familiarizing himself with prohibition laws and enforcement methods. Ientist Hurt in Auto Mishap. GRANTS PASS, Or., Nov. 8. (Spe cial.) Dr. O. F. Demoret, retired dentist of Klamath Falls, received a severe cut on his head from an auto mobile accident Monday night. In the party with him were his wife and two daughters, Faye and Ruby. Faye De morest was driving on the Pacific highway north of here, when her lights failed. The machine tipped on an incline, throwing her father out of the car. They were on their way to Portland. Shoots, secretary of the cham ber of commerce of Yakima, when in Portland yesterday declared that nearly every citizen of his district was In sympathy with the commuta tion of Kirby's sentence from death to life imprisonment. "Kirby's aged parents have spent practically all of their life's savings In an effort to save the life of their boy," said Mr. Shoots yesterday. "Their home has been mortgaged and they are about to be thrown out simply because they have given all for their son. People of Yakima are interested in the case and are bring ing every pressure possible to bear upon Governor Olcott to bring about the saving of Kirby's life."
