AMENDMENT TO QUARANTINE NO. 3.
Quarantine No. 3, Issued by the Presi
dent of the Oregon State Board of Hor
ticulture on January 20, 1916, is hereby
amended to read as follows:
The fact has been determined by the
President of the Oregon State Board of
Horticulture that a dangerous insect pest
injurious to the common potato which is
commonly known as the potato tuber
moth (Phthorlmea Operculella. Zell.),
new to and not heretofore prevalent or
distributed within and throughout the
State-of Oregon, exists and Is widespread
in the Statu of California, and that, to
prevent the introduction and spread of
i said pest In the State of Oregon, it Is
necessary to forbid the Importation of
potatoes from California except under
the conditions hereinafter set forth:
Now, therefore, I, Chas. A. Park, Pres
ident of the Oregon State Board of Hor
ticulture, under the authority conferred
by Section 1 of Chapter 246 of the Gener
al Laws of Oregon of 1013. and Section 4
of Chapter 342 of the General Laws of
Oregon of 1915, do hereby prohibit the
Importation of any common potato or
potatoes from the State of California Into
the State of Oregon, except under the
conditions hereinafter specified. and
from and after the publication of thf
notice In three newspapers published In
the State of Oregon, It shall be unlawful
for any perse, firm or corporation to
transport or bring any common potatoes
from the wtate or California into tne
State of Oregon except under the iol
lowing conditions:
1. Every shipment of common pota
toes from the State of California to the
State of Oregon must be accompanied by
a State Certificate or inspection signed
by the Director of Agriculture of the
State or California or his duly author
ized agent, certifying that he has in
spected the potatoes In said shipment
in the field where grown, and at the
initial point or shipment, and round
them to be free from tuber moth
in any stare of development. Such
certificate shall be signed in writing and
shall specify the locality where said po
tatoes are grown, the manner of hold
ing the said potatoes from the field
where grown to the common carrier at
the Initial point of shipment, the dates
of the respective Inspections, and the
number of sacks, boxes or other con
tainers included in the shipment in
spected.
2. Any shipment of potatoes originating
in California which are brought into
Oregon must be brought to such place
or places as may be designated by the
President of the Oregon State Board of
Horticulture and must be held at the
wharf, dock, railroad yards, freight de
pot or Express Company depot or of
fice of the common carrier bringing such
potatoes into the State until said pota
toes have beeu inspected by the State
Inspector of the Oregon State Board of
Horticulture, or some other duly author.

ture and until permission has been given
by the inspector making such Inspection
to deliver the potatoes. Any person, firm
or corporation who shall bring or cause
to be brought Into the State of Oregon
potatoes which are grown In California

Board of the arrival of such shipment
of potatoes arid hold the shipment as
hereinbefore provided.
3. If, upon Inspection, any of the po
tatoes In any shipment are found to be
Infested with the potato tuber moth in
any stage of development, the person,
firm or corporation who has brought said
shipment of potatoes from California to
this State must take said shipment of
potatoes back to California within four
nays from the date or inspection or said
potatoes in the a state of Oregon, pro
vided that If the infection shall be in
such condition that the inspector be
lieves there would be danger of escape
of the potato tuber moth from the ship
ment in course of transit through the
Stati. the person, firm or corporation
bringing the ahipment into-the State will
he required to destroy the shipment in
cluding the containers, In such manner ss
is satisfactory to the Inspection officers.
