Wheat was tower again In the east, but
bids here were the same as on Wednesday.
In the county buyers offered 85 to 93
cents according to quality, but there were
few sellers among the farmers, nor did
the demand from exporters amount to
much. On all sides the tendency was to
wait and see what la going to happen to
the market. Conditions . are so compli
cated by the foreign situation that dealers
would not hasard a guess as to how much '
lower prices msy go. In some quarters,
however, it Is thought a reaction is due
and wilt show Itself when the . British
labor troubles are adjusted. Offers for
wheat made at the local board session
were the same as the day before.
Two hundred tons of Msy white feed
cats were sold at the Exchange, one lot J Eastern Oregon timothy, $28.
st $23 and one at $24.50. There was not
. much Interest in the other coarse grains.
Cable advices from India said the crop
prospects were very poor for wheat. The
crop being harvested this month In the
greatest wheat growing district of India
will be materially smaller than the 1920
crop. The 1920 crop which, according to
the final official estimate was 377,000,000
bushels, has been exceeded but twice and
then only by 5.000,000 to 8.000,000 bushels
This season the area in wheat is 5,000,000
t- 8.000.000 acres less than last year and.
furthermore, extreme drouth conditions
prevailed In the wheat districts throughout
last summer and fall and until the middle
of January. From June until September
the rainfall was much below normal, and
during the remainder of 1920 it was even
lighter. Good rains finally fell about the
middle of January.
If rains do not come in the summer or
early fall with the monsoon (the prevail
ing southwest wind during that season,
which begins in the summer and should
bring the rainy season) the crop outlook
is unfavorable from the outset. And if
November passes without rains, the situa
tion Is regarded as serious. A season simi
lar to the one Just passed was that of

Xew York Is Irregular.
NEW YORK, April 14. The stock mar
ket resumed its reactionary course today,
rails and steels closing with net recessions
of 1 to 4ft points. Commodity markets,
especially grains, also were unsettled. The
British labor, conflict and the argent
financial requirements of railroads and in
dustrial concerns assumed graver aspects.
Conspicuous features of the reversal em
braced Canadian Pacific Delaware sc Hud
son, and Louisville, de Nashville. Among
weaker industrials and specialties were
Crucible and United States Steels, Pullman
and General Electric
Sugars, tobaccos, utilities and finally
the oils and motors also gave way. Low
est quotations were made In the last hour.
Supporting orders then were negligible, at
best a nervous tone prevailing at the close.
Sales were 573,000 shares.
Call and time funds were unaltered, but
international remittances were firmer, the
Italian rate making a further marked ad
vance. -
Numerous railway bonds tended down
ward, especially convertible Issues. Lib
erty bonds were mainly lower, but Inter
nationals were Inclined to further im
provement. Total sales, par value, $8,775,-
000.

entirely depend upon rainfall. Great sys
tems of Irrigation save vast districts from
famine in seasons like the present, for
without Irrigation certain large areas could
to produce enough foodstuffs to feed the
population.
No further changes were made In local
flour prices beyond those announced for
yesterday morning. At Minneapolis millers
during the day announced cuts of 15 to 40
cenes in wheat flour and 10 to 15 cents a
barrel In rye flour.

PRESERVING OF SKINS IMPOBTJiAT
Small Packers Have Means of Keeping
Stock Until Demand Revive.
At the present time, when the hide de
mand is at a standstill and stocks are
rapidly accumulating in country butchers'
handa knowledge of a means to preserve
them is Important. A Chicago firm h
sent out the following formula:
If you want to keep tender calfskins.
kip, slunks, pelts, lambs' and shearlings
free from salt rust and stains, you can
do so my using sine chloride. The use of
sine chloride instantly checks the lique
faction of the bacteria and keeps the skins
clean and fresh without loss of substance
er deterioration longer than they are gen
erally held. The sine chloride Is used as
follows: Make a stock solution of one
pound of zinc chloride to one gallon of
water. Use one pint of the solution te
one barrel of water. The stock solution
and the liquid in the barrel should be
stirred well before using. The skins should
be handled aa follows: First, take them
off free from cuts, using the knife only
when necessary and keep the skins as
elean and dry aa possible ; second, whea
yos take the skins off warm, spread them
eut and let them cool off before salting;
third, salt the skins in clean fine medium
er coarse salt. Sea or solar salt preferred.
Rock salt should not be used on tender
calf and aheepskina
Salt the skins flesh up. head on head
and tail on tall, spreading plenty of salt
on the body of the skins and rubbing the
salt in the heads, edges and legs. Bleed
tbs skins well In the first piles a few
days, then shake off the first salt and
pack the skins with new salt moistened
with a solution of the sine chloride from
the barrel. Enough of the zinc chloride
solution should be used to moisten the
salt until a little taken In the hand and
pressed oosee moisture. Spread the moist
salt on calf, kip and slunks and pack in
the usual way and they will keep in good
condition for six months or a year, if
necessary.

Spring Lambs Are Moving.
Hogs and sheep made up all the ar
rivals at the stockyards yesterday and a
part of the hog shipments were on con
tract. Those for the open market sold
fairly welt, but nothing brought over $11.
Sheep continued slow. More spring lambs
are coming In and bring $8 to $9. The
cattle' market was uninteresting.
Receipts were 829 hogs and 281 sheep.

Three-Cent Decline Is Announced By
Local Creamery Men.
Print juttsr prices will be reduced
threw cents this morning, which will again
put the market on a 9-cent basisi The
buying pries of butterfat will also be cut
three cents. Local creamery men decided
on thht action when tbey received word
from Seattle that there will be a similar
decline there today. There was a de
mand for cubes throughout the day
former prices and some shipments were
made to the sound.' The government has
Placed orders for butter in several of the
coast markets and it Is eaid Portland
dealers landed an order for a carload.
Alt these coast orders can. therefore, be
filled at a lower price.
Eggs held at 23 cents, buying price for
current receipts, and the same bids are
good for today. Dealers, however, regard
the market tendency as weaker, as out
side orders are lighter and receipts con
tinue large.
Poultry receipts were eery small and
prices firm at the old range. Dressed
meals were steady with freer arrivals of
veaL

The first Los Angeles strawberries
arrived In refrigerator chests and sold at
30 cents a basket. A straight car of Los
Angeles berries, in crates, is In transit

CHICAGO, April, 14. For the first time
In several weeks buying power in the grain
markets broadened somewhat today,, ana
liauldation eave evidence of having per
haps spent its force All deliveries of
wheat and corn, after touching new low
record prices for the season, rallied to
above yesterday's finish. Wheat, however,
failed to hold the advance and closed
weak, 1 cent to 1 cents net lower, with
May $1.21 to $1.21 and July $1.03
to $1.06. Corn gained cent to cent
net and oats a shade to cent and
cent. Provisions lost 17 to 4o cents.
At first bearish reports concerning in
dustrial and financial conditions tended
to keep wheat on the downgrade and so
did favorable advices on the crop outlook
Values aulckly decsended to the lowest
level yet for the season. Then d leading
house here today took an open stand that
depressing factors had been more than
discounted. Others were inclined to the
same opinion, and throughout the rest of
the day the market assumed a more nveiy
two-sided character than has recently
been the case. Sellers, thmigh, appeared
to be in a majority again during the last
13 minutes of the session. Influenced pos
sibly by absence of export demand.
Corn and oats were relatively firm from
the outset, responding to an Improved cash
inquiry. A fair amount of corn was said
to have been taken for Europe.
Declines in the hog market weakened
provisions.
The Chicago market letter received yes
terday by the Overbeck ft Cooke company
of Portland said:
Wheat Liquidation was renewed at me
opening, but offerings were well aosoroeo
and the market gained strength about
midday, only to decline sharply at the
close, coincident with the report that there
Is little hope of an immediate settlement
of the British strike. Influential news
was lacking except that attention was
directed to the fact that Argentine wheat
laid down in Liverpool and the continent
Is now 14 916c abort American, and al
though there was no export business con
firmed today, this clearly Indicates that
foreigners will be attracted to our market
In preference to the southern hemisphere.
Cash premiums were firm in all markets
and offerings from the country said to
be somewhat less pressing. While the crop
outlook is uniformly favorable, we would
not consider It an act of wisdom to take
the short side of the market at this level
based on scenery' which might easily
change between now and harvest time.
"Corn Declined In sympathy with wheat,
but showed an undercurrent of strength
late in the session. Exporters were in the
market and took a fair quantity. At this
level of prices there seems little Induce
ment to make short sales as the country
Is not selling cash corn and any moderate
improvement In the consumption would be
quickly reflected in futures.
"Oats Had a firm tone despite the
liquidating pressure at the outset and
closed at a small net gain. Cash pre
miums were without Important change.
Country offerings light.
"Rye Liquidation In May continued and
prices dropped to new low levels during
the early part of the session. Later, the
market recovered in sympathy with other
grains. Local exporters reported offerings
to the seaboard failed to bring out any
new demand."

Kelso Institution Is Expected to
Pay 70 Cents on Dollar.
KELSO, Wash, April 14. (Special.)
Liabilities of the Kelso State bank,
which was closed recently by the
state banking- department, have been
estimated at $457,685. Deposits are
$360,722, rediscounts $87,662, bills pay
able $13,300, and total liabilities $457,
6S5. This estimate is subject to
change and may vary by a few thou
sand dollars when all claims are
filed.
About 50 per cent of the depositors
already have filed claims. It proD
ably will be 90 days before all claims
are filed.
The report of the assets of the bank,
recently filed with the clerk of the
superior coirrt at Kalama, showed a
book value of $532,665. Persons
familiar with local financial condi
tions who have rone over the list of
assets estimated that there would be
a loss of from $150,000 to $200,000 be
cause of bad paper. Bank Commis
sioner Hay hfes made no estimate of
the probable loss to creditors. Unof
ficial estimates placed ths probable
dividends at 70 to 75 cents on the dol
lar if the loss did not exceed $200,000.

Secession of 'Western Douglas and
Lane Is Suggested.
MARSHTIELD. Or.. April 14. (Spe
cial.) Joseph Robinson of Florence,
Lane county, has been advocating; the
secession of western Douglas, and
Lane counties and the forming of a
new county with either Florence or
Reedsoort as the county seat. Mr.
Robinson, In his argument, declared;
th interests of the coast residents
and those Hying on the east side of
the coast range were not identical
and that ranchers and others living
on the west of the mountains did not
obtain an even break in the expendi
ture of public money.
Among the complaints Is one
against the new law requiring a
rancher to pay a double license ree
for hunting or fishing.

clubbed to death three valuable dogs
owned by a resident of East Salem.
The dogs were tied In a barn at
the time they were killed.
