COUNCIL IS CHARGED
WITH DELAYING AID

pital Postponed.

Lack of co-operation on the part
of the city council with the city bu
reau of health has not only delayed
the opening of the new contagion
hospital at Kelly Butte, according to
charges made yesterday by Dr. George
Parrish, city health officer, but will
also force the health authorities to
abandon a $6000 building which might
be made available for use at a coat
of $2000.
In announcing that the new hos
pital would be formally opened on
April 1, City Health Officer Parrish
also took occasion to fling some heat
ed remarks at what he designated as
"indifference on the part of some of
the members of the city council."
Saving Is Contemplated.
Dr. Parrish requested the council
to appropriate sufficient money to
move the cottage and buildings now
used as a smallpox hospital to a point
adjacent to the new contagion hos
pital. The smallpox hospital Is lo
cated about two blocks from the new
building.
It was planned by Dr. Parrish that,
with the building thus moved, the
heating plant of the new hospital
could be connected with the smallpox
hospital. He also contended that $150
in nurse's salary and a fuel bill of
$40 a month during the greater part
of the year could be saved by his
plan.
"1 am strongly opposed to mixing
smallpox with other contagious cases
in the new building," said Dr. Parrish,
"but I can wait no longer. The coun
cil has given me no co-operation.
After I presented my plan to the
council, it was referred to Commis
sioner Barbur, who stands in favor
of scrapping the $6000 building.
Equipment Lack Canses Delay.
"We have needed the new hospital
badly for several months, but the
opening was delayed because of the
lack of equipment. However, if thf
council had adopted my plan we could
have a 20-bed ward attached to the
hospital for the care of smallpox
patients without the expense that is
attached to operating a separate
building removed from the main hos
pital." The new contagion hospital was
constructed under the supervision of
H. K. Plummer, chief building in
spector of the city. It is a concrete
building, which cost approximately
$57,000.
Dr. R. W. Eipple, quarantine officer
of the health department, will be In
charge of the new hospital. It is ex
pected that 30 cases now being han
dled in various institutions will be
transferred to the new hospital when
It opens on April 1.
PANTAGES HEARS BISHOP
Methodist Prelate Declares Sin
Destroys Best In Life.

William O. Shepard, bishop of the
Methodist Episcopal church, who
spoke at the last of the noon-day
pre-Easter meetings In the Pantages
theater yesterday noon under the
auspices of the Portland Federation
of Churches.
Dr. Shepard delivered a "Good Fri
day message." taking as his theme
the crucifixion of Christ.
"Hatred, avarice and lust make
men thirsty for blood," he said.
'Nothing but the death of Jesus
Christ could slake the- thirst of the
hatred caused by sin.
"The crucifixion of Christ has
turned upon him the attention of the
world. They who cried Crucify him'
thought that such a death would be
the end of his influence, but it was
but the beginning of a mighty -force
which gathers new strength every
century."
MRS- ORTEL BOUND" OVER
Alleged Shoplifter Unable to Get
4 $500 Ball and Is In Jail.
Mrs. Fannie Ortel, alias Smith, ar
rested by Miss Coraen Walker, Lip
man, Wolfe & Co. ' house detective,
after a thrilling chase through down
town Btreets, was bound over to the
grand Jury on a charge of larceny
after a preliminary hearing In mu
nicipal court yesterday.
Counsel for Mrs. Ortel grilled state
witnesses on their ability to identify
the goods found in Mrs. Ortel's room
and prove that they were not pur
chased. Miss Walker, Department
Manager Weil and members of the
Portland police force were called as
witnesses. Mrs. Ortel remained in
Jail in default of $500 bail.
Paul R. Jones, arrested on a charge
of stealing a woman s coat and sev
eral other articles, pleaded guilty to
larceny and was sentenced by Judge
Rossman to 180 days in jail. The coat
and other articles he had stolen were
recovered by the police.

nine more miles of road work to be
advertised for the April 5 meeting.
The county court wants the 12-mile
Improvement on the Wallowa-Lostine
section of the La Grande-Joseph high
Way Increased to 15 miles to com
mence from the head of Wallowa can
yon to Wade Junction, via Lostine.
Wade Junction is where the survey
Intersects the railroad. The request
was forwarded to headquarters at Sa
lem and the three extra miles may be
advertised along with the1 original
12 miles.
The second request of the county
probably will have to be denied as
the time Is too short to prepare speci
fications. This request was to adver
tise a unit of six miles between the
city limits of Enterprise and the city
limits of Joseph. The message was
signed by Edgar Marvin, county
Judge, and E. P. Johnson and F. D.
McCuIly, county commissioners.

V. S. Agriculturists.
The National Farm Bureau associa
tion will ask of the coming session
of congress that the Farmers' Loan
bank be put on a working basis and
that rural credits be extended to the
farmers to an extent sufficient to
finance the farming industry of the
nation, according to the declaration
of George A. Mansfield of Medford,
president of the Oregon farm bureau,
in speaking at a meeting of the Mult
nomah county farm bureau at the
Central library yesterday.
Mr. Mansfield announced he would
leave for Washington, D. C, in about
two weeks to work with J. R. How
ard, president, and a committee rep
resenting the national bureau in the
effort to secure the passage by con
gress of proper legislation for the fi
nancing of the farmer.
In declaring thatthe farmer had
not been properly financed by the fi
nancial institutions of the country in
the past, Mr. Mansfield said that 55
per cent of the wealth of the country
was created by the farmers. In con
trast to those figures he said that b-t
14 per cent of the credit was extended
to farmers.
H. A. Lewis, outgoing president of
the Multnomah county farm bureau,
announced that approximately 500
new members had been secured as a
result of the campaign recently put
on, thereby practically doubling the
membership of the bureau in this
county.
New officers of the county bureau
were elected and installed as follows:
W. Z. Woodle, president; Herbert
Lynch, vice-president; Guy H. Rob
ertson, secretary; Jacob .Luscher,
treasurer; I. A. Byers, J. Ward Evans
and H. F. Wihlon, directors.
REALTORS PLAN FOR TRIP

Plans for sending a large delega
tion from Portland to the annual con
vention of the National Association of
Real Estate Boards to be held in Chi
cago were launched yesterday at the
luncheon of the realty board at the
Portland hotel. President McKenna
appointed a committee headed by Paul
C. Murphy to take charge of the work
of signing up delegates and boosting
for a good representation from the
local board.
The board urged the change of the
name of the National Association of
Real Estate Boards to the American
Realtors' association. Action on the
proposed change was requested by the
national executive committee In the
course of a referendum on the matter
which is being taken all over the
United States.
It was announced that William P.
Merry has been appointed chairman
of the realty board's committee to
participate in the Community Chest
drive.
W. B. Shively, chairman of the legal
committee, who has been speaking on
various legal subjects before the
board for several months, received
honorary membership in the board.
A framed honorary membership card
was presented to Mr. Shively by Pres
ident McKenna.
George W. Caldwell presented the
plans and purposes of the Community
Chest drive. The Royal Rosarian
quartet sang.

and Long Distance Trips to
Coast Resort Made.
Operations of the Oregron-Washing;-ton
& Idaho Airplane company, whose
flying- field, aviation school and gen
eral offices are located at Guild's
lake, will be resumed April 1, ac
cording? to an announcement made
yesterday by Victor Vernon, manager
of the concern.
With the complete reopening- of
activities, the firm, which, during the
winter months, partially suspended
operation, will accept students for
the aviation pilots' training- school
and again make scheduled flights to
Seaside and Astoria. At present the
hangars at Lewis and Clark field
house 26 land and water planes, some
of which will be sold. Airplane parts
and motors will also be distributed.
Approximately 4560 fligtits were
made by company pilots last year,
said Mr. Vernon, who declared that
these aviators spent more than 880
hours in the air and covered a dis
tance of 65,000 miles. The number of
passengers carried totaled 3100. No
accidents or injuries were recorded.
Planes will be kept in readiness at
all times, explained Mr. Vernon, to
make day or night flights. Photog
raphy will be carried on extensively
by company men, and the end of the
year should se a number of excep
tional bird's-eye views of the city and
its environs, Mr. Vernon said. For
merly a naval pilot, Mr. Vernon has
been engaged In the various phases
of he airplane industry for a period
of eight years.

children to the weather, taking time

Mr. Grout was chosen by the board
to meet the Rose Festival committee
and report back to the board at the
next regular meeting about the ad
visability of having the children's
parade.
