divorce action filed in the circuit
court yesterday against Elsie M.

and refuses to arise in the morning
before 11 o'clock, he avers. Further,
he declares, she is not satisfied with
a coat costing "$40 or 45," but wants
sealskin.

his parents-in-law, sister-in-law and
brother-in-law to his little family at
trequent intervals and tneir sneering
attitude toward him robbed marriage
of its pleasure. He also accuses his
wife of becoming too friendly with
one C G. Thornton and coming to
Portland to see him.
Mrs. Elizabeth Morrison would re
ceive letters at the Young Women's
Christian association under assumed
names, complains F. E. Morrison in a
suit filed. She would also go on
speaking strikes for three weeks at a
time, he declares.
Mrs. Frances Nakamura preferred
managing a lodging house to making
a home for him, complains B. Naka
mura, who was married on Christmas
day, 1917, in Vancouver.
Separation of a couple who were
married Decembex 31, 1894, is asked
in the suit of Edna M. against Homer
H. Arnold, in which cruelty and
drunkenness are given as divorce
causes.

BILL TO LEGISLATURE.
Measure Proposed Would Compel
Drivers to Make Full Stop
at Rail Crossings.
SALEM, Or., Jan. 7. (Special.)
Passage of a bill prepared by the Ore
gon legislative board of the Brother
hood of Locomotive Engineers at the
next session of the legislature would
require all drivers of motor vehicles
on the public roads, outside of munic
ipal corporations, which cross rail
road tracks, to bring their machines
to a full stop not less than 12 feet
from the rail nearest the car ap
proaching the railroad track- After
bringing their machines to a stop it
then would be incumbent upon the
driver to look in both directions and
listen for a train before attempting
to cross the track.
Under the proposed law drivers of
motor vehicles who fall to stop their
machines and comply with the ot"her
provisions of th act would be subject
to fine and imprisonment in the
county jail.
The bill is said to have the indorse
ment of every- locomotive engineer
In Oregon, and will be submitted for
consideration of the legislature early
.in the session, which opens Monday.
f A copy of the bill, together with a
request for a statement regarding the
attitude of the public service commis
sioners, was received here today.
"This commission fully recognizes
the hazards of grade crossings and, as
you are probably aware, has for sev
eral years made every effort to mini
mize these dangers." eid the com
mission's letter acknowledging re
ceipt of the bill.
"A campaign of education has been
carried on and a pamphlet containing
a warning to motor yehicle drivers
forwarded t(j every automobile owner
in the state. Constant effort has been
made to Improve highway conditions
at grade crossings by roplanking and
graveling. Crossing eliminations have
been made where feasible and applica
tions for grade crossings have been
most carefully scrutinized.
"However, notwithstanding the ef

that some measure should be adopted
further to safeguard the careless
driver.
"This commissien is not at this time
prepared to say definitely whether or
not your bill solves the problem, but
wishes to assure you that, as request
ed, it will have our'conslderation. and
any reasonable measure looking to
ward the conservation of the lives of
travelers on the highways, will have
such support as this body is able to
give it."

Investigations of estates during the
past two years, with relation to in
heritance taxes, netted the . state
approximately $36,098.14 In excess of
the amounts originally agreed upon
by the executors, according to a re
port prepared here today by James
Crawford, deputy stare treasurer. Mr.
Crawford until recently had charge
of the inheritance tax department.
