Blocking Fire Escapes Charged.

escape blocked at his warehouse,
Thirteenth and Hoyt streets, was
filed yesterday In the. police court by
fire bureau officials. An employe
was burned to death in the Healy
warehouse a year ago and Healy -was
arrested for violation of tne lire or
dinances following an investigation.
He was fined $100 in police court, but
Drocured a reversal when the case
was appealed to the circuit court. The
new complaint filed yesterday charges
the same- offense as that on which he
was tried a year ago.
Com if unity Chest Meett.no Mosdat.
-Preliminary survey of budgets will
aome up at a meeting of the board of
the Portland community chest which
has been called by Franklin T. Grff
fifh, president, for Monday of next
week. A total of 56 organizations
have submitted budget requests to
participate in the funds to be raised
next March, the total of all requests
aggregating more than a million dol
lars. The plan of the board is to pro
ceed at cmce, designating the per
sonnel of the campaign organizations
and operations will be started shortly
after January 1.
Lawters to Hold Session. The
lawyers of the Multnomah Bar asso
ciation will convene at Judge Tai
wan's department, courthouse, at 10
o'clock tomorrow morning, for the
purpose of adopting resolutions upon
the death of the late S. B. Huston.
Judee Tazwell will preside, and the
programme will be the presentation
of the resolutions and addresses by
Judge Stapleton, E. B. Tongue, M. B.
Meacham and J. B. Kerr. .
Heai.th Officers Will Convene.
Four hundred of the ,Oregon state
and county health officers will gather
today in the hotel Portland for their
annual meeting. Registration of the
delegates will begin at 9:30 A. M. Dr,
W. B. Morse, ex-president of the state
board of health, will deliver the ad
dress of welcome at 10:30 o'clock, for
mally opening the sessions. The pro
gramme will continue during Friday
and most of Saturday.
Men Wanted Herb Arrested.
Two out-of-town arrests were made
yesterday for Multnomah county, ac
cording to telegrams received by
Sheriff Hurlburt. Ernest W. Shermell
has been taken in custody in Sacra
mento, charged with larceny by em
bezzlement. Deputy Sheriff Kendall
is to be sent to Seattle after Thomas
M. Golden, arrested there yesterday
on a charge of forgery of indorse
ment. Speeder Is Fined $50. Paul Falcone
was fined $50 and sentenced to four
days in Jail yesterday by Municipal
Judge Kossman after he was found
guilty of a charge of speeding.
Falcone is alleged to have attempted
to bribe Motorcycle Patrolman Shaylor
in an effort to escape arrest. Other
speeders fined included David Galet
17.50; George Maquant, 17. GO, and F
C. Baker. $7.50.
Tevis Waives Hearing. John Tevis,
alleged slayer of his wife,' .Nellie,
waived preliminary hearing in police
court yesterday and was held to th
grand jury without bail on a charge
of first-degree murder. He was rep
resented by Attorney Garland. Tevi
is alleged to have choked Jils wife
to death last bun day during a drunken
quarrel at their home, 344 Second
street.
Sea Ports Topic at Realty Board
Luncheon. "The relative value of ou
sea ports" will be the subject dis
cussed by John D. Gratke at the
luncheon of the realty board today
at the Portland hotel. The purpose
of the meeting will be to show why
real estate Investments are bette

Mignon chorus of 35 voices and the

council some time prior to January 1,
according to City Commissioner Bar
bur. A number of garages and auto
mobile repair shops have permits,
which expire the first of the year.

Reputed Forgers Arrested. Al
Seidler and William Smith, both 20
years old', were arrested at Fifth and
Alder streets yesterday by Police In
siectors Hyde and Abbott, and Burns
operatives, and are held at the city
jail on charges of forgery. Forged
checks totaling more than $500 have
been traced to the pair, according to
the police. It Is alleged the young
mn-stole 20 blank checks belonging
to the Palace hotel and forged the
signature of the manager. The checks
ranged in size from $20 to $50. ,
Elks Plan Trip. Four hundred
members of Portland- lodge, No. 142,
Benevolent Protective Order of Elks.
will journey to Vancouver, Wash., on
Saturday night to join the Vancouver
Elks In a stag party, which has been
scheduled to be held In the Vancouver
clubrooms. The local Elks will be ac
companied by the Elks dTiTTteam and
drum corps, and will travel in a spe
cial train of cars and in automobiles.

pital convalescing from an operation
for appendicitis. Watkins was taken
ill last week and the operation per

Bowen Held to Grand Jurt.t-For
the second time Shelley Bowen ap
peared in the district court yesterday
on a charge of failing to support his
wife and small child. He admitted
to Judge Jones that he was working
steadily at a salary of $5 a day, but
said personal expenses permitted him
to pay only $30 a month to his family.
He was held for the grand jury.

Automobile Mecrahic Arrested.
Lynn G. Oillett, 25 years old, ari'auto
mobile mechanic employed by the
Adcos Auto school, was arrested by
Patrolmen Ferfy and Abbott and Lieu
tenant Thatcher in the alleged act of
stealing an automobile owned by B,
W. Price from in front of tne Mallory
hotel yesterday afternoon. According
to the Janitor at the hotel, Oilieti
climbed into the automobile and an
nounced he was going to take it. The
janitor called the hotel clerk and
together they chased Uliiett trom in
front of the hotel to Seventeenth and
Washington streets before they
caught him and turned him over to
the police. Oillett lives at the Arline
apartments. 229 Eleventh street, "where
he does janitor work in the evenings.
North Harbor Plans Studied. A
further study of the North Portland
harbor project is to be made by the
Chamber of Commerce, which has
named a committee consisting of
George C. .Mason, C. C Colt, G. F.
Johnson, Charles McGonigle and R. R.
Clark to look Into data collected by
various organizations during the past
few years. These include the United
States army engineers, the Port of
Portland commission and industries
located at North Portland.
Chinese Convicted op Vaoranct.
Ah Sua, suspected dealer in narcotics,
in whose room six drug-addfets were
arrested "by Patrolmen Harms and
Nutter, Tuesday, was sentenced to 120
days in the county jail yesterday by
Municipal Judge Rossman on a charge
of vagrancy. The police were unable
to locate any drugs in the aged
Chinese's room. He filed notice of ap
peal to the circuit court.
