TOKIO, Oct. 20. (By the Associat
ed Press.) The Japanese foreign of
fice and the cabinet are not disposed
to submit the racial equality ques
tion to the teafrue of nations, accord
ing to the Kokumin Sklmbun to'y.
In the first place, the newspaper
said, the time is cons'dered Inoppor
tune on account of the California
complications. In the second place, it
declared Japan desires to maintain
the theory that the league of nations
is not yet sufficiently Btrong to settle
international disputes and thus to
forestall any attempt by the league
to settle the Shantung question.
The newspaper Baid this problem Is
meeting opposition, especially from
the diplomatic advisory council, and
that final decision has not been
reached regarding it.
