That road construction work in Ore
gon will be retarded in case the in
crease of 25 per cent in freight
charges is allowed to apply to the
transportation of road building ma
terial, based on the present tariff for
these commodities, was the charge
made by the state highway commis
sion in a petition asking for an im
mediate revision offt-ates on cement,
asphalt and other kindred materials.
The petition was completed today
and copies have been sent to the
managements of the Southern Pacific
lines, Oregon-Washington Railroad
& Navigation company, Oregon Short
Line railroad, Oregon Trunk railroad.
Northern Pacific Railway company,
Oregon Electric and United Railways.
The highway commission previously
filed a similar complaint with the
Oregon public service commission,
with the result that the former body
was advised that any question re
garding the rate of transporting a
particular article should be take a up
separately. The public service com
mission urged at that time that ac
tion be taken immediately in order
that the protest might receive con
sideration prior to the establishment
of the new tariffs on August 26.
All Commodities Included.
"It is contemplated, we are ad
vised," reads the highway commis
sion's protest, "that the increase shall
apply to all commodities including
cement, asphalt, gravel, sand, rock
and other road building' materials.
The position of the Oregon state
highway commission with reference
to freight rates on road building ma
terial is that the current rates on
such materials are such that the
shippers are required to bear a
freight burden, disproportionate to
that borne by shippers of other ma
terials.
"At the time the application of the
carriers was heard by the public
service commission on August 16 the
state highway commission interposed
an objection and filed a written pro
test to the application of the pro
posed increase in freight rates to
roSd building material until the cur
rent rates are revised so that this
material will be placed on an equal
ity, so far as freight rates are con
cerned, with other commodities.
"By reference of comparison the
basis of our claim for adjustment of
rates applicable to cement and as
phalt, particularly on the Southern
Pacific lines, would be fairly based
on the earnings on the basis of gross
weight.
"It is to be noted that the carload
minimum on cement is 30,000 pounds,
and the earnings are four per cent a
hundred pounds on gross weight
basis, while on the basis of the av
erage carload for roadmaking pur
poses the earnings are seven cents a
hundred pounds gross weight basis.
Kxeeii Is Explained.
"The difference, three- cents a hun
dred pounds, represents an excess of
75 per cent against the latter, and in
connection with asphalt, on the same
basis, the difference represents an
excess of ST-A cents per hundred
weight.
"In the matter of gravel, sand
crushed rock, etc., we need not go
farther than the comparison with
logs. The difference on the same
basis represents an excess of 50 per
cent against the road materials.
"The purpose of bringing these
facts to the attention of the carriers
at this time is to request and apply
for a revision in the current freight
rates as affecting road building ma
terial.
"The Oregon state highway com
mission believes, and claims that cur
rent -rates on such materials are at
least 30 per cent in advance of the
rates on other commodities.
"It is requested that this revision
and reduction be made before the ap
plication of the 25 per cent Increase
in freight rates on all commodities is
applied, as petitioned by the carri
era.

seat on the Dallas city council to
fill the vacancy caused by the resig
nation of M. B. Young. Mr. Moore 1
the new chairman of the fire and
water committee and also is a mem
ber of the ordinance committee of
the council.
