Semaphore Hit; Driver Arrested.
K. R. Van Scyoc, truck driver, 3127
Fifty-third street southeast, was ar
rested yesterday by Investigator
Tully of the traffic bureau on a
charge of reckless driving and will
have a hearing in the municipal
court today. While attempting to
turn fnom Morrison onto Fifth street.
Van Scyoc Is said to have collided
with the semaphore. His machine
then rebounded into a car driven by
G. Smyth. 682 Everett street. Van
Scyoc was released on his own recog
nizance. Father and Employer Fined. For
permitting his sons, both under the
legal age for such employment, to
work in the American Soda works.
227 Larrabee street, Earl Adee was
fined $5 by District Judge Jones yes
terday. The boys were Sam and El
wood Adee, both under 14 years. J.
Faturis, proprietor of the soda works,
was fined 10 for employing the
youths. Both men pleaded guilty,
and the fines were on the recom
mendation of the child welfare bu
reau. Dental, Clinic A limited number
of persons desiring painless extrac
tion of teeth by the nerve-blocking
method will be treated by the post
graduate dentists at clinics held un
der the auspices of the Oregon State
Dental association on Thursday and
Friday of this week. Patients are
requested to call at North Pacific
College building. East Sixth and Ore
gon streets, at 10 A. M. and 2 P. M.,

License Limits Changed. The time
limits of dog licenses issued by the
city were changed yesterday by" the
passage of an ordinance introduced
by Commissioner Mann, at the re
quest of officials of the Oregon Hu
mane society. Hereafter, licenses
will be in effect from January. 1 of
each year and expire on December 31,
instead of from September 1 to Au
gust ol of the following year, as un
der the past ruling.

Pennsylvanians to Picnic. Former
Pennsylvanians will gather at the
Oaks park for a basket picnic Friday
afternoon and evening, July 23. The
picnickers have been requested by
those in charge of arrangements to
bring more than enough lunch for
themselves to assure a full supply of
good things to eat. Coffee and cream
will be furnished.
Workmen's Act Causes $10 Fine.
In the first case of the kind to ap
pear in local courts, J. H. Petit was
fined $10 by District Judge Bell yes
terday for failure to display a notice
accepting or rejecting the workmen's
compensation act.
$214 in Purse Stolen. Fred
Mursch, 373 Taylor street, reported to
the police yesterday that someone en
tered his room sometime during the
night and took a purse containing
$214. Mursch said he left the door
open while he slept.

Armed with numerous affidavits
charging prejudice, which they were
prepared to file if the case was called
before a judge whom they felt by
reason of previous decisions would
be opposed to their cause, attorneys
for allied unions in the moving-picture
business on sympathetic strike
in the Jensen & Von Herberg picture
houses obtained a postponement yes
terday of the hearing on the prelim
inary Injunction secured by the the
ater owners last week.
Judge Tucker will hear the argu
ments next week, the tentative date
set being Thursday afternoon, July 29
The temporary injunction in effect
now restrains the unions from em
ploying pickets in front of local moving-picture
theaters. The hearing will
decide whether or not the preliminary
order shall be made permanent-
George W. Stapleton, who is occu
pying the post of presiding Judge this
week, was opposed by the unions be
cause of his expressed belief that
picketing of any sort is illegal, made
in the injunction suit of manufactur
ing jewelers, heard by circuit judges
en banc last fall and now before the
state supreme court.
Other judges who have expressed
their opinions on one side or the
other were not acceptable, but Judge
lucker. who will preside next week
has not participated in previous in
junction actions, and therefore is not
committed as to the legality of pick
eting or on the question of whether
or not there is such a thing as peace
ful picketing.
Judge Tucker probably will hear
the arguments next Thursday after
noon.

Attention of Council Called to Con

Protection for motorists using Ter-
williger boulevard, considered by
many automobile drivers the mos
dangerous roadway in Oregon, will
be provided within a short time, ac
cording to members of the city coun
cil.
Attention was called to the lack of
barriers on the cliff side of several
turns by Commissioner Mann, who
paid that under present conditions an
automobile that begins to skid on
such a turn is almost certain to go
over the embankment.
Mayor Baker called attention to
what he characterized as a "poor bit
of engineering" in the lack of banked
turns on the highway. He explained
that the road at present is a regular
crown road and dangerous in wet
weather.
"The attention of the park bureau
has been called to the lack of bar
riers several times, but I have heard
of no action," said the mayor. "I am
glad that Commissioner Mann has
brought this affair to the attention
of the council.

Northern Pacific Heads Make Tour
Over Lines, to Xote Condi
tions Existing.
Howard Elliott,, chairman of the
board of directors of the Northern
Pacific railway, and a party of other
high officials of the line, passed
through Portland yesterday on a pro
tracted daylight Inspection trip cov
ering the entire Northern Pacific sys
tem. The officials spent three hours
in this city, conferring with local rail
road heads, and shippers, and left
from the Union station at noon to
visit eastern Oregon and Washington,
and return to the east
Necessary increase in revenue, and
a re-distribution of freight cars are
the two chief problems now confront
ing the railroads, in an opinion given
by Mr. Elliott to an interviewer. Re
garding the traffic congestion, Mr. ,
Elliott said that the Northern. Pacific,
for instance, owns 50,000 freight cars,
and has only 33,000 of this number on
its own rails. Until the company se
cures these cars which are in the
hands of other companies, it cannot
given adequate service, he said.
During the period of government
control," Mr. Elliott said, "cars were
laden with lumber and grain from the
Pacific northwest and sent east, and
are now massed on the other side of
the Mississippi. We are now working
in harmony with the interstate com
merce commission to secure the return
of these cars to this section of the
country, am, as soon as this is accom
plished, transportation in the north
west will be improved."
Railroad "Needs Told.
Touching upon the need of the rail
roads for greater revenue, Mr. Elliott
pointed out that an increase of 27.85
per cent of freight revenue, to bring
the income of the roads up to the b
per cent, allowed by the interstate
commerce commission on capital in
vested, would be necessary.
"As you know, he said, I am a
great believer in the Pacific north
west, and have unbounded faith in the
future development and growth of this
section of the country. The country.
however, cannot grow without ade
quate transportation, and transporta
tion cannot be improved without ade
quate capital.
The whole great empire west of
the Mississippi river has made only a
start in its ultimate development, and
thousands of miles of new railroads
should be built in the next 25 years,
and great additions made to existing
facilities to further the growth of
this section from which a large pro
portion of the food supply must come,
'This section is also one from which
the timber supply of the United States
must come in increasing quantities.
Again, the expansion of foreign com
merce means that Pacific, coast ports
like Portland, Los Angeles, San Fran
Cisco, Tacoma, Seattle and Vancouver,
B. C. need increasing transportation
and terminal facilities, to engage in
the foreign commerce to which our
people must turn as population in
creases in this country."
Twelve "Form Party.
The party of Northern Pacific offi
cials headed by Mr. Elliott also in
cludes J. M. Hannaford, president of
the Northern Pacific railway; W. T.
Tyler, vice-president; J. M. Rapelje,
general manager; A.- M. Burt, assist
ant to the vice-president; H. E. Stev
ens, chief engineer; H. M. Curry, me
chanical superintendent; W. J. Bohan,
assistant to the mechanical superin
tendent: Judge George T. Reed of Ta
coma. assistant to the president; E.
C. Blanchard, assistant to the general
manager; J. E. Craver. acting assist
ant general superintendent, and W. C.
Albee. superintendent of the Tacoma
division.
B. H. Gilman, president of the Spo
kane, Portland & Seattle railway,
joined the party here and will go as
far as Bend.
The party has been traveling over
the Northern Pacific lines from St.
Paul, moving only during daylight in
order to see as much of the physical
property of the road as possible, and
to inspect general business and crop
conditions. No city along the line has
been favored with a stay of more than
few hours.
Mr. Elliott is a member of the com
mittee of nine railroad executives ap
pointed to work with the interstate
commerce commission over the prob
lems incidental to the return of the
railroads to private management, and
in addition to informing himself about

Forester to Inspect Ranges.
E. N. Kavanagh. assistant forester
in charge of grazing, left Portland
last night for the Colville national
forest in eastern Washington to make
an inspection- of range conditions. He
will be gone about two weeks.
Rains Benefit Crops.

The recent rains have been a wonder
ful benefit to the various crops in
Lincoln county. Considerable hay has
been damaged, but the loss will be
more than mad up in the Increased
yields of later crops, increased grain
yields and general pasturage improve
ment. Bumper crops of potatoes
garden truck and berries are now
