Pendleton, or., July 5. (Spe
cial.) That more delegates are vot
ing against their personal convic
tions and desires at San Francisco
than in any national convention on
record, was the statement of Colonel
J. H. Haley, one of the leading law
yers of the inland empire and well
known in Oregon democratic circles,
who had attended the convention un
til last Friday.
"More than 70 r;r cent of the dele
gates personally favor light wines
and beer, yet they voted down Coch
ran's wet plank almost us strongly
as they did Bryan's dry plank," saya
the Colonel, "and it is safe to say that
a majority of the delegates inwardly
favor a league of nations plank with
feafe reservations, yet they turned a
cold shoulder on everything but Pres
ident Wilson's own league and dared
not repudiate the administration," he
continued.
Tribute Paid Bryan.
Williams Jennings Bryan is the blR
frest man in the convention, according
to Colonel Raley, who pays the fol
lowing tribute to the commoner:
"Bryan is a bigger man than I
thought. I voted for him when he
was first nominated at Kansas City,
years ago, but was of the opinion his
power was waning. I was mistaken."
Colonel Raley characterizes the con
vention without reserve as a dead
locked group of delegates, handpicked,
afraid to go out and vote their own
minds and wishes.
Iespite the fact that he was pres
ent on the opening day and felt the
strength of the administration and
knew that Wilson dominated. Colonel
Raley never felt that McAdoo could
be elected. He was asked why, and
replied: "Simply because he is Wil
son's son-in-law. Wilson himself
could never, be nominated at San
Francisco. The administration and its
poJIries are supported but Wilson
could never be nominated. Neither
could McAdoo. He does not com
mand the popularity of the people and
his Btock as a vote-getter after freed
from the protecting props of federal
officeholders and hand-picked dele
gates would be minimized. I think

the first day and the fancy that he
was the people's choice faded. '
Palmer Made Sore.
"Still he refused to withdraw his
name and the Palmer forces began to
crystallize against .him. They saw
that Wilson wanted McAdoo, they saw
that his 'I don't want if statement
was strategy and they saw that Glass
and Colby and all the internal collec
tors and customs officials and federal
men in general were for McAdoo, and
he, who had taken the blame for the
administration's faults was left on the
outside looking in. It made Palmer
sore and his own staunch supporters
will Jump to Cox before they go to
McAdoo."
An onlooker at the convention, one
close in touch with national affairs
and politics, Colonel Raley, favors
Cox for the nomination.

Palmer Wants Good Showing.
'The recess was taken with Palmer
at 241 votes on the 36th ballot. I
think it safe to say that he will never
reach the heights attained by either
Cox or McAdoo. One of his managers
said this afternoon that Mr. Palmer
would be satisfied with a fair showing-
such as his other two leading
opponents had made.
How many ballots will be required
to satisfy the federal employes back
ing the son-in-law and Palmer that
the struggle is hopeless it is impossi
ble to guess. The McAdoo men are
especially tenacious, because their
fight carries with it such keen dis
appointment. They came here with
the idea that their candidate was the
son-in-law of deity and they probably
will always think so. His defeat to
them will be a second crucifixion.
The fanaticism of 2000 years ago
was only a wild devotion to a cause,
but this son-in-law craze here has
more behind it. These fellows are
deeply attached to a payroll as well
as a candidate and they have been led
to believe by someone, somewhere
that to kill off McAdoo is to sever
the vital thread which links them
with the ghost that walics in Wash
ington on the first and loth of every
month.
I doubt lr there has ever been such
a eordid public exhibition in the his
tory of American politics. Several
efforts were made this afternoon by
leaders who had no monetary interest
in the outcome of the convention to
get together and nominate a candi
date on whom the party could unite
butr It was found impossible to arrive
at any agreement because of the pres
ence in almost every delegation of one
to a half dozen federal officeholders
sticking eternally either to the White
House candidate or Mr. Palmer
