ACCIDENTS GROW FEWER Annual Report Says Trouble In Aearly Every Instance Due to Violation of Law. With a total of nearly 6000 arrests by speed cops of the traffic bureau for traffic violations during the pe riod from January 1, 1919, to April 1 of the present ypar and more than $30,000 in fines levied. Lieutenant of Police Ervin, in charge of the speed cops, announced yesterday that his men were going; out for a new record of traffic enforcement during the present year. "My study of traffic accidents in Portland and other cities has con vinced me that the heavy accident toil in killed and injured occurs when there is a lax enforcement of the traf fic laws," Lieutenant Ervin said yes terday. ' Accident. Det'raaw One-Halt. 'During the past few months the vigorous work of my officers has suc ceeded In cuttinir accidents down in Portland nearly, one-half. The result has been that I have Instructed my officers to a more vigorous campaigrn of traffic enforcement with the hope of making- a fatal accident in Port land a rarity." Lieutenant Ervin declared that If each driver in the city complied at all timea with the traffic laws there would be little excuse for any acci dents of a serious character. "A study of accidents," he declared, "shows thai In nearly every instance there Is some violation of the traffic laws which is directly or indirectly responsible for the trouble." In a report compiled yesterday Lieutenant Ervin showed that the peed officers of the traffic bureau had made a total of 5879 arrests dur ing the period from January 1, 1919, to April 1, 1920, and fines levied as a result of those arrests aggregated a total of 31,19. This the lieutenant declared to be nearly a third of the flrre levied as a result of arrests made by the entire police department. The report states that during that period Motorcycle Patrolman Kelly made the individual record with a to tal of 770 arrests and fines aggregat ing $3937. Patrolman Rlppen cornea second with 761 arrests end $3797 in fines and Patrolman Anderson third with (87 arres-s and $732 In fines. Arre.t. Made by Several. George Alford. motorist, who was arrested Thursday night by Lieuten ant Ervin and Patrolman Smythe on charges of driving an automobile while intoxicated and driving with defective brakes, will be given a bearing in the municipal court next Wednesday. Alford was first stopped by Lieutenant Ervin for having bright lights. Tbe lieutenant then placed him under arrest for driving while in toxicated. Patrolman Smythe entered the machine and drove him to the police station. On the way Smythe discovered that tbe brakes were no good and so placed an additional charge against him. Alford put up $250 bail to insure his appearance in court. LABOR SCARCE FOB ROADS HIGHWAY WORK OT TO BE liUSHEJJ THIS VE4K. Commissioner Booth Says Depressed Bond Market Also Factor in Causing Ketrenchmcnt. EUGENE. Or., May 28. (Special.) Highway work in the state will not be rushed this year because of the scarcity of labor, the depressed bond market and other reasons, said R. A. Booth, state highway commissioner, yesterday. "There is & large amount of work on last year's contracts that must be finished," said tbe commis sioner. 'This will necessitate the selling of a number of bonds, but it is not likely that any new work that involves bond sales will be under taken except in what might be con sidered emergency cases, or in con necting pieces of road already fin ished. For Instance, there is but ten - miles remaining to be paved between Portland ana faalem. These gaps should be closed. There also are some etretches in Washington and Yamhill counties where there should be 6ome additional paving, because the coun try there is densely populated and there is a great need for some filling In on the short stretches." Mr. Booth said the next meeting of the commission will be held June 1 and it is probable that at that time the general policy will be decided upon for the season's work. MUSICAL REVUE TO OPEN "Hello Portland' on Opening Bill of Company at Oaks. The musical revue "Hello. Port land," specially written for this city, will be the opening bill of the Adel phia Musical Comedy company, which begins its season's run at the Oaks today. Frank L. Wakefield, who plays one of the principal roles, composed the revue and he has produced a group of features of local Interest. The leads in the production are taken by Minerva Ureka, prima donna, and George Rehn, who will appear In many of the special numbers, as sisted by various other principals and the chorus. A feature of the bill, which opens today, will be the costumes which have been designed for the Portland I production.
