Measures of Interest to Car
Company Up to Voters. '
COUNCIL CALLS ELECTION
Citizens to Decide On Plans Pro
viding Remission of Various
Charges to Company.
A special city election Hay 21 was
ordered yesterday by the city coun
cil for the purpose of submitting
three measures ro the voters, each
offering financial relief to the Port
land Railway, Light & Power com
pany, with a view to keeping to a
minimum any Increase in fares which
may be granted by the public service
commission.
The tity council decided that but
three measures would be submitted.
This was because'of a special conces
sion made by the county commission
ers, whereby the city will pay but
one-fifth of the total election costs,
approximately $4000, instead of the
tual charge of one-half, as has been
the case when the city submitted a
3argre- number or measures at special
lections held in conjunction with
state elections.
The first of the three measures to
be voted on provides for relieving the
company of license and franchise
taxeafend a portion of the bridiee tolls,
and also provides that the company
shall not carry city employes without
payment of the prevailing fates.. This
measure further provides that five
tenths of 1 mill be levied for 1920 to
cover the costs of such relief and
that the council be authorized to levy
not In excess of three-tenths of a
mill for the same purpose each year
thereafter.
Pavement Relief Proposed.
The second measure covers the cost
of nw pavement, relieving the com
pany of payments on work which
would have to be done If the tracks
were not at present in the streets. All
costs for excess work will be charged
to the company. A tax levy of six
tenths of 1 mill for 1920 is provided,
and three-tenths of 1 mill for each
year thereafter.
The third measure proposes to re
lieve the company of pavement re
construction and repair costs when
fetich repairs and reconstruction have
not resulted because of the trackage
in the street. The plan for relief in
this connection is on the same basis
as new pavement, and a tax levy of
1 mills for tho first year and 1 mill
thereafter is provided.
The proposals were worked out by
a special transportation committee of
the council composed of Commission
ers Bigelow. Barbur and Mann and
drafted by Deputy Cfty Attorneys
Tomlinson and L-atourette. The meas
ures yesterday were approved for
submission to the voters by unani
mous vote of the council.
Matter Vp to People.
The measures were the result of
reference of the street car problem
to the city council by the public serv
ice commission, following an extend
ed hearing on the application of the
traction company for an Increase in
fares. The public service commission
contended that the voters' of the city
of Portland held power to grant cer
tain reMef to the car rider which If
applied would prevent an Increase In
fares.
'. However, the city council found that
It would be unconstitutional to carry
out the entire plan submitted by the
public service commission. It was
estimated that-'the relief provided In
the three measures submitted would
total approximately $500,000 yearly,
and that such relief would render un
necessary an 8-cent car fare, as was
held necessary to give the company
the relief to which It Is said to be
entitled. However, with the relief
provided in the submitted amend
ments to the city charter granted. It
Is held certain that an increase of 1
cent, or a 7-cent fare in Portland,
will follow. Failure of' the passage
of the measure will be followed by a
2-cent increase In car fare. It is said.

cents are Increased to 50 cents, which
becomes the minimum for this ac
commodation. .
The minimum rate for tourist car
berths is increased from $1 to $1.25,
with a minimum charge" for - upper
berths of $1. The tourist car rate
between Portland and San Francisco,

Methodist Pastor Leaves Record of
Having Built Two Rig
Churches of Coast.
Word of the death of Dr. Delmer H.
Trimble, former pastor of Centenary
Methodist Episcopal church, Port
land, was received from Los Angeles
yesterday morning. He had gone there
with his family a few months ago in
an effort to recuperate, but it is said
he received little benefit to his
health and he died Sunday. No an
nouncement as to funeral arrange
ments has been made.
Dr. Trimble, who is survived by his
widow and two children, was born in
Canada, but came to the United State
in early life. He first began work In
the Oregon conference as pastor of
the Eugene church, where his labors

known all over the northwest. .After
its completion, he was assigned to
Centenary church, Portland, which he
served with good results and it was
then that he was transferred to the
Puget sound conference and placed
in the pulpit of First church, Tacoma.
In Tacoma. Dr. Trimble erected the
most commodious , and convenient
church plant on the Pacific coast.
There he suffered a physical collapse
and, in an effort to save his failing
health, a bishop transferred him to
a,n Illinois charge. He served but
two weeks there, before leaving for
southern California.
Dr.- Trimble, in- addition to build
ing two of the finest stone churches

and employed modern means In pls

Indian Lands to Be Sold.
TAKIMA, Wash., April 26. Bids for
the purchase of 92 allotments of land
on the Yakima Indian reservation will
be received by Don M. Carr. superin
tendent and special disbursing agent
of the Takima agency, until 2 o'clock
on the afternoon of May- 3. As an
indication of "top values six 80-acre
tracts have been appraised at from
$12,600 to $31,000: seven 80-acre tracts
are valued at $5000 to $7000, and 11
