PARIS, April 22. The allied su
preme council this morning contin
ued its elaboratiou of the treaty with
Turkey, which it 'is believed will be
finished today, according to the San
P.emo correspondent of the Havaa
agency. Having in mind the reser
vations formulated by President Wil
son in his note of last month, the
correspondent says, the council de
cided not to allocate immediately and
definitely the Smyrna wedge to
Greece.
In view of the fact that the im
portation of the Mohammedan ele
ment, especially since the war, has
obliged many Greeks to "quit the ter
ritory, a plebiscite will be held a few
years hence to determine the final
disposition of the region.
League t Receive Complaints.
With regard to the protection of
minorities, the correspondent contin
ues, the Ottoman government will be
compelled to pledge itself to respect
the different beliefs. Kvery act con
trary to neutrality in this respect
will be considered by the co-contracting
powers as a violation of the treaty
and may lead to military repression.
Representatives of the league of na
tions will be installed in Constanti
nople to receive the complaints of the
minorities, if there are any.
The receipt of the German note
asking permission for the mainte
nance of an army of 200,000 minimum
strength has produced a lively im
pression on the members of the coun
cil. In Italian and British circles,
however, it did not seem to cause Sur
prise and even appeared to be favor
ably regarded.
The German appeal, in fact, ac
cords with ideas already expressed
by the chief of the Italian govern
ment. The opinion expressed in
Krench circles is that if. In view of
the danger of bolshevlsm, this de
mand is granted, France ought to re
ceive1 guarantees against any attempt
at revenge on the part of Germany.
Germany Not Invited,
The San Remo correspondent of
the Matin says he has been informed
that the propositions wf Premiers
Mttl and Lloyd George on the ques
tion of dealing with Germany cul
minated in a suggestion that Ger
many be invited to take part in the
conference here.
However, adds the correspondent.
Premier Millerand ultimately con
vinced the Italian and British pre
miers that they were wrong and it
was decided to confine discussion of
the German problem to the supreme
council.
Premier Receives Correspondents.
SAN REMO, April 22. (By the As
sociated Press.) Alexander Millerand.
the French premier, today .received
the American newspaper correspon
ents, of whom 11 are here, and talked
freely about peace conference affairs.
"Our friendship with the- American
people," he said, "did not begin with
1914, but very long before that, and
before you brought us the decisive
. help in the war, which now is such a
precious recollection.
"I regret that we could not have the
direct active co-operation of the
.United States government In the
preparation of the Turkish treaty
here, but I am sure America will not
stand apart always from European
affairs. I regret much more that the
United States does not participate
in me aiscussion of uermany s treat
ment of the treaty of Versailles,
wnicn will De considered tomorrow."
Dardanelles Made Free.
Control of the Dardanelles will be
exercised by two international com
missions, according to plans of the
supreme council announced today. One
of these will regulate traffic, fix dues
for the use of the straits' and super
vise affairs generally.
The other will be a military com
mission, having at its disposition
forces which will be located on the
Gallipoli peninsula and on the other
side of the straits.
The passage of these straits will be
declared to be forever free to the
world's shipping during either peace
or war. It does not appear that the
United States will be represented on
the commissions.
Erzeroum Given to Armenia.
The afternoon session of the coun
cil was devoted to the Turkish treaty.
After hearing the statement of the
, Armenian delegation, the conference
gave Erzeroum to Armenia.
The control of Constantinople was
taken up, and the project recently ad
vanced from London for a high com
mission composed of England, France
and Italy was considered.
The advance of the bolshevik!
forces on Batoum was also taken up.
The military experts gave it as their
opinion that the bolshevik! were too
strong for the forces at Batoum,
which should be evacuated.
The English and French represen
tatives opposed the suggestion, point
ing out that Batoum was indispens
able as an outlet from Armenia,
Georgia and . Erzeroum, from which
the allies , were receiving important
supplies of oil and manganese.
France, it was brought out. espe
cially opposed it because Batoum is
the outlet for a pipeline from the
Baku oil fields, which is essential to
France.

LONDON. April 22. (Special Cable.)
A Stockholm dispatch to the Daily
Herald today repeated the report that
John Reed is under arrest In Abo,
Finland. He was on the way from
Russia to America. The dispatch
added that Finnish white soldiers de
prived Reed of all his belongings. He
is kept In prison. He was indicted
.for smuggling-, -a far-fetched charge,
as Reed intended to take all his prop
erty to America."
A dispatch to the Times from Abo,
on the Gulf of Finland, stated that a
man arrested there a month ago in
a coal bunker of a Finnish steamer
bound for Sweden grave his name as
Casgrormllch and asserted that he was
an American citizen. Iater he said
he was John Reed, editor of two
newspapers in Oregon. According to
another dispatch this man had Ameri
can, British and German passports,
diamonds and a large sum of money.
He was imprisoned. Soviet literature,
cunningly prepared and reduced to
the size of a postage stamp, and a
compass were found in his belongings.
