Meet This Morning Article
in Paner Routes Wrath.
One night's reflection over any pro
posal yet suggested by members of
the special transportation committee
of the city council as a means of
brlnajlngr financial relief to the Port
land Railway. Light & Power company
has been sufficient to relegate It to
the ash heap. Yesterday the commit
tee, after lengthy discussion, de
termined to discard the proposed bond
Issue and offer amendments carrying
with it sufficient additional tax levies
'to defray the costs of furnishing the
proposed relief.
The details of the plan were not
worked out yesterday, members of
the committee planning to meet this
morning for that purpose. Three
Treasures are suggested, one relieving
license taxes, franchise charges, a
portion of the bridge tolls and free
carriage of city employes with a pro
vision for three-tenths of a mill levy
to carry the costs of the relief; an
other measure would provide for the
relief of all charges for mafntenance
of pavement and repairs to pavement,
. a. measure which also will carry a
three-tenths of a mill provision, and
the third measure would provide for
relief of payment for costs of new
pavement with a tax levy of 1 mill to
replenish the city treasury for the
costs of such work.
People' Disapproval Feared.
Fear the bond issue would not meet
with the approval of the people was
the reason given for its discard by
the committee. It wsa first proposed
to take over the entire trackage sys
tem of the company and maintain it.
Tout this plan was Quickly discarded
when City Attorney LaRoche ruled
that to do so would be contrary
to the state constitution.
It was then proposed to float a
$, 500, 000 bond issue to bring relief
to the company for H years, or to the
end of the life of its present fran
chise. Later it was decided to reduce
this proposed bond issue to $2,500,000
and after several days of conferences
and discussions, the committee dis
carded the bond issue plan In toto.
The wrath of members of the com-
- mittee was aroused yesterday when
an article in the Portland News was
called to their attention. This article,
published on Wednesday afternoon,
charged the members of the council,
or some of them, with playinV politic
with the street car problem. It also
accused City Attorney LaRoche of
banding down opinions "ordered" by
the members of the council.
Libel Action Suggested.
Ulayor Baker suggested bringing a
libel action against the paper when
advised by Assistant City Attorney
Tomlinaon that the article was libel
ous, but this plan was discouraged
by Commissioner Mann, who said that
the only effective manner to handle
euch newspapers would be to "utilize
a meat ax and walk in and destroy
the forms."
Deputy City Auditor Grutze yester
day told the members of the commit
tee that it would be Imperative to
come to a final conclusion on the sub
ject today, if it was decided to submit
any proponals at the May election.
BAKER FIREMEN ASK RISE
Petition for Increase Accompanied
' by Threat of Walkout.
BAKER, Or.. April 22. (Special.)
Members of the tire department have
presented to the city commissioners
a demand for an increase in salaries
of 20 a month, to take effect May
1. The demand Is accompanied with
a threat that other persons will have
to be hired to take the positions of
the present fire fighters unless the
rise is granted.
Increased cost of living Is the rea
son for the action of the firemen, ac
cording to the petition. Most of the
members of the local fire department
now receive $105 a month and the
highest ' salaried fireman receives
$115. Chief Orabner's name does not
sppear on the petition.
ST. HELENS WANTS WATER
$12,000 Proposed to Be Expend
ed ore Milton Creek.
SALEM. Or.. April 22. (Special.)
The St. Helens water commission has
filed application with the state engi
neer for the appropriation of water
from Milton creek for municipal pur
poses. This improvement will cost in the
neighborhood of $12,000. according to
the estimate of the engineers, and
will necessitate the construction of 'a
pipe line approximately Hi miles in
length on Milton creek above the
present intake.
BUS LINES CONSOLIDATE

today that the Astoria-Seaside Auto
mobile company has consolidated with
four, Portland bus lines, and the new
organization ' will have a capital of
$105,000.
The company's interurban service
will include cars daily between Port
land, Astoria and Seaside, via the Co
lumbia River highway and also via
ITillsboro and Tillamook.

The Umatillas are going; to invade
Portland. Glen Bushee, known to the
Pendleton Indians as "Chief Tall
Pine," wrote the Shrine committee
yesterday from the Umatilla city that
he was on his way into the country
to "tie-up" more than a score of
original Redmen of America and their
squaws, who will be here the week
of June 20 to help entertain.
"We are not only bringing the
Indians, but there will be a real,
regular Pendleton Round-up, with
mounted patrols and cowboy patrols
aplenty," said Charles F. Berg yes
terday. "The Indians will mingle
among the grandstands all the time
and outside of their regularly planned
tribal dance, they will put on many
novel stunts.
"On Wednesday of Shrine week the
big entertainment will be the trip to
Salem. -On Friday there will be a
trip to Astoria. We have chartered
the Astorian to make the junket and
the Shrine club there in conjunction
with the Astoria charmber of com
merce will be hosts at luncheon and
on a trip to Seaside, returning on a
moonlight trip tip the river.
There also will be a day at the
Oaks for the uniformed men and
their wives, for a seafood luncheon.

Charge Against Ltwyfr Dropped
TAKIMA. Wash.. April 22. (Spe
cial.) Alfred L. Peaks, an attorney
of Wapato. charged with pasRing a
worthless check, was discharged yes
terday by Justice Henry here after
a preliminary hearing. The complain
ing witness testified that Peaks,
when ha gave the check, said he had
no funds ln the bank on which the
check was drawn, but expected to de
posit sufficient funds shortly. The
justice held that there was no fraud
upon the recipient of the check in
the transaction.

Portland Attorney Brings Back
Good Impressions of Oriental
Islands and People.
That only through the worst kind
of diplomatic blunders on the part of
either or both governments could
trouble be brought about between the
United States 'and Japan during the
present generation was the declara
tlon of Dan J. Malarkey, Portland at
torney, who recently returned home
after an extended trip throughout the
orient, in addressing the Progressive
Business Men s club yesterday.
"At present Japan la making strong
efforts to keep out bolshevik propa
gandists." Mr. Malarkey said, "and all
Incoming passengers are carefully
scrutinized. The danger to the island
empire In this regard can readily be
seen when It is pointed out that Vladl
vostok Is but one day's travel away
across the Japanese sea. In our
travels we found the Japanese peo
ple courteous and polite. They are
orderly, clean and law-abiding and
the larger cities possess' practically
all the modern conveniences known
in America. On every hand we noted
signs of industrial progress and advancement."
In regard to the treatment of
women and children the speaker said
be found much the same family rela
tionship existing in Japan as here,
husband and wife possessing that
mutual confidence and sense of com
panionship characteristic of the high
est types of civilization. One of the
ploasantest memories he and Mrs.
Malarkey. who accompanied him. had
of Japan, he said, was of the. happy
nd well nurtured children.
"There In another side of the pic
ture," the speaker said, "and that Is
that many business men declare the
Japanese dishonest and tricky. In
our entire trip we met with no ex
periences to prove this. On the con
trary, several incidents of our trip
would indicate otherwise.
"Japan may be expected to extend
her power over China as rapidly and
to as great an extent as the western
nations will permit. However, it was
clear on every side that Japan does
not want trouble with the United
States."
Mr. Malarkey said his indignation
was aroused when he discovered' that
120 vessels are being built in Japanese
shipyards for the United States fleet
