Clerical Blunder Discovered In
Checking Over Appropria
tion! in Fire Bureau.
1e cloak of poverty in. which the
city has been enveloped during: the
past few weeks was removed yester
day when it was discovered that
through an error of a departmental
clerk the general fund is entitled to
J75.000 now available for the fire bu
reau. The error escaped the notice
of Commissioner Bigelow until re
cently when he was checking fire
bureau appropriations and expendi
tures. Report was made by Commissioner
Pier, in charge of the finance bu
reau. Monday, that the general Tund
bad depleted to less than $7000. It is
probable that $20,000 will be required
for the holding of a'special city elec
tion next month. Without this $75.
000 in the general fund, city commis
sioners were at loss to know how the
necessary election expense money was
to be obtained.
It is probable that by careful ex
penditures the council can continue
through the present fiscal year with
the money now in the general fund,
together with the $75,000, which will
be transferred to the general fund
immediately.
DETAIL PLANS- ARRANGED
Church Movement Issues Call to
Pastors and Campaign Directors.
The Multnomah county cabinet of
the Interchurch World Movement met
yesterday at the office of Orton E.
Goodwin, Portland director, to ar
range detailed plans for the campaign
which will run during the week of
April 25 to May 2. The cabinet is
sued a call for a conference to all
Portland pastors, together with the
campaign directors and other lay rep
resentatives of every church, in the
city.
This conference will be held in the
auditorium of the Y. M. C. A. at 6:45
P. M., Monday, April 19, when, follow
ing a dinner, complete arrangements
will be made. Quotas for Portland
and Multnomah, county have been re
ceived by the Baptist churches.
Church of the Brethren, United Breth
ren. Congregational, Disciples (or
Christian), Friends, and Presbyteri
ans. Other denominations associated
with the Interchurch World Move
ment are expected soon to announce
receipt of the sums asked from Ore
eon and the city of .Portland. '
COMMUNITY CUP OFFERED
Membership Campaign to Start. for
Service Organization.
Mayor Baker has offered to the
Community Service organization the
.use of the auditorium once a month
for a dance or a get-together supper
or whatever social event is desired..
Upon the invitation of the mayor
the board of directors of the organ
ization, headed by William F. Wood
ward, met in the mayor's office yes
terday morning for a conference.
There were also present B. F. DowelL
chief of the bureau of fire, and 1. V.
Jenkins, chief of the bureau of police.
After giving the use of the audito
rium to the board, Mayor Baker
queried concerning the finances of
Community Service, and finding that
they were at a low ebb he proposed
. that a whirlwind campaign be put
on by the police and fire employes
for -memberships. This plan was en
thusiastically agreed to by the chiefs.
The mayor offered a $50 cup to the
winning bureau.
R. R. BUTLER AFTER TRIP
The Dalles Politician Wants to At
tend Convention.
THE DALLES, Or., April 14. (Spe
cial.) R- R. Butler, today filed his
candidacy as delegate at large to the
republican national convention. Mr.
Butler, typical Tenneseean, came to
this country 14 years ago and since
that time has made an enviable rec
ord, for himself in the political life
of the Etate. having served Gilliam
county as circuit Judge, the state
twice as senator, representing district
29, and the state twice as presidential
elector. Judge Butler is not oppos
ing M. S. Donnell or D. J. Cooper,
who have filed as candidates from the
2d congressional district for the re
publican nomination aa electors, as
he Is a candidate from the state at
large.
ZONING TO GO ON BALLOT

Announces
Enough Names on Petitions.
Sufficient signatures to refer to
the voters the zoning ordinance re
cently passed by the city council
have been obtained and the measure
will go on the ballot, according to
an announcement made by Secretary
Kincaid of the anti-zoning league
last night. More than 6000 signa
tures were obtained, he said, whereas
about half that number would : be
sufficient to call for a referendum.
Originally 15,000 signatures were
obtained to the petition. Then it was
discovered the petitions were void, as
the original ordinance had not been
attached. Consequently they were dis
carded and new ones circulated.

Special Meeting of Standard Oil
Stockholders Is Called.
- MEW YORK, April 14. Stockhold
ers of the Standard Oil company of
New Jersey, whose shares are now
listed on the stock exchange, today
were informed of a special meeting
to be held in Bayonne, N. J., May 5,
when they will be requested to ap
prove of an increase of the capital
preferred stock from $100,000,000 to
$200,000,000.
The new stock, which has no vot
ing power, will be underwritten by J.
P. Morgan & Co., as were the two
classes of stock issued last year. It
Is understood that all the new issue
will be taken by present stockhold-

NEWS OF WUXIFORD RELEASE.
Phone Message Received Telling of
, Arrest of ex-Convict and Stool
Pigeon, bat Nothing More.
Reports that C. F. Williford. ex
convict and alleged stool pigeon, who
received $5000 of the reward money
for giving information leading to the
arrest of the Claremont tavern mur
derers, had been arrested in Seattle
as a suspect in the murder of Robert
C. Scott, Seattle deputy sheriff, and
later released because of a lack of
evidence, was not confirmed yester
day by information received by Dep
uty Sheriff Andy Vaughn of Seattle,
who is in charge of the investigation
here in connection with the Seattle
murder.
Deputy Sheriff Vaughn said he had
been advised by telephone that Willi
ford had been arrested for investiga
tion but that he had so far received
no information that the man had been
turned loose,
Mr. Vaughn said he left the Seattle
ofrice for Portland before the name
of Williford had been brought into
the case as a suspect and for that
reason he was not familiar with any
evidence the Seattle office might have
against the ex-convict.
Williford is said to, have partici
pated in the robbery of the Idle Hour
pool nail Just previous to the Clare
mont tavern murder.
LIBERTY TEMPLE DOOMED

GO IN MONTH OF MAY.
Ceremony Will Mark Date for Re
moval of Portland Patriotic Cen
ter During World War.
The Liberty temple,- which has
served as - headquarters for every,
patriotic endeavor staged In Portland
during the world war, and which since
the signing of the armistice has been
the headquarters of Portland Post,
American legion, is doomed to go.
The city council yesterday author
ized Commiss'oner Barbur to prepare
specifications to be used In Inviting
bids for the tearing down of the
building. Work is expected to com
mence on May 1. Effort was made to
remove the temple from its present
location at Sixth and Yamhill last
fall but inability to obtain new head
quarters for the legion resulted in the
setting of May 1, 1920, as the date for
Its removal.
Mayor Baker announced yesterday
that a ceremony . would be arranged
when the work of removing the build
ing commenced.
GRAND JURY RECONVENES
Investigation of. State Treasurer's
Office Will Be Resumed at Once.
SALEM, Or., April 14. (Special.)
The Marion county grand jury will
reconvene tomorrow morning and re
sume the investigation into the af
fairs of the. state treasurer's depart
ment. The accountants employed by
the state to audit the books and rec
ords of the state treasurer have prac
tically completed their work and will
file their, report with Attorney-General
Brown, who will place It before
the grand Jury.
It. is reported the grand Jury -will
call as witnesses employes of the
state treasurer's department and
heads of bonding houses operating in
Portland.
PALMER LOSES DEMURRER
Libel Suit Directed Against Attor
ney and Publisher.
NEW YORK, April 14. Attorney
General Palmer failed Tuesday to have
a suit for damages dismissed, which
was brought against him by the
Forstmann & Huffman company,
woolen manufacturers of Passaic,
N. J., for alleged libel in having
caused- to be written and published,
while alien property custodian an ar
ticle stating that the company was
enemy-owned.
Federal Judge Hand overruled the
attorney-general's demurrer in the
suit which was directed against. Mr.
Palmer and the Frank A. Munsey
company, which published the article.
Wood Boosters to Be Heard.
The meeting of the Portland Press
club today will be one of a series of
open forum meetings that are being
put on In the education of business
men upon the claims of the various
candidates for president. Today's
meeting will be in honor bt General
Leonard Wood, and the speaker will
be Arthur TC Moclton, wbo. will tell

invited to attend. - The luncheon will

Students Give Entertainment.
ROSEBURG, Or.. April 14. (Spe
cial.) The last of a series of lnter
class programmes was given at the
high school this morning, the fresh
man class being the entertainers. A
score of outsiders were present. Al
most the entire class was represented.

ber of Commerce yesterday went on
record as approving: in a general way
the Swan Island project as proposed
by the dock commissiion. Port of

cial.) At the forum luncheon of the
Medford Chamber of Commerce today
a rosy prediction of prosperity for
southern Oregon from its vast timber

the Saginaw Lumber company. Port
land guests at today's luncheon were
H. M. Grant and F. I. Gollehur.
Salary Put on Monthly Basis.

John W. Todd, superintendent of the
Salem public schools, has been re
tained in his position by the board of
directors at a salary of $250 a month.
The board decided to employ Mr.
Todd on a monthly basis, however,
rather than to enter Into a contract
for a longer period
