SPOKANE. Hash., March 31. (Spe
cial.) Educators of "Washington, Ore
gon, Idaho and Montana tonight par
ticipated in the annual banquet of
the Inland Km pire Teachers' associa
tion, whose 22d annual convention
was opened here today. Later they
were guests of the Spokane chamber
of commerce a& a reception and
dance.
The afternoon session today was
devoted to a dozen sectional meetings
at which speakers discussed subjects
of particular interest in their par
ticular lines. Dr. B. A. Bryan, state
commissioner of education of Idaho,
and O. M. Plummer, chairman of the
board of education at Portland, were
speakers before the school board sec
tion. The sessions will continue tomor
row and Friday, with the annual' elec
tion of officers Friday afternoon.
In the development of, leaders in
agricultural vocational work among
the residents of rural and agricultural
communities lies the hope for the per
manent betterment of living condi
tions in those communities, according
to W. T. McCall of Boise, Idaho, chair
man of the northwest club leaders,
who held today the first of their
three-days' meeting in conjunction
with the convention of the Inland
Kmpire State Teachers' association.
People Should Lead.
"Too much dependence has been
placed upon procuring salaried lead
ers such as the county agricultural
agents," said Mr. McCall. "It is be
coming more and more recognized
that one of the big objects of the
agricultural extension work is to de
velop leadership among the people of
the communities.
"I contend that we should not have
to continue to have paid agents in
each county. The primary object of
the work that we must do is to find
and develop people with broad vision
to take charge of the work without
salary people who realize that the
boys and girls are their boys and
girls and that the welfare of those
boys and girls is the welfare of the
community."
Expression of the leal object of
extension service work was given by
Dr. S. B. Nelson, director of extension
at Washington State college, as "A
higher rural life ideal based on a
greater rural prosperity and bringing
better returns in its expenditure
through a knowledge of the economic
and social principles underlying the
higher rural life."
"The development of leaders in
agricultural and rural extension work
years ago was impossible because of
the lack of ideals." said Dr. Nelson,
"and because of the lack of material
to develop into leaders. Both of these
lacks have been filled by the progress
of the extension programme."
Rural School Imitators.
That the rural schools, on follow
ing too closely the courses of study
in city schools, have overlooked their
possibilities as for rural betterment,
was pointed out by Dean E. C. John
son of Washington State college.
"That the real solution of the prob
lems of leadership in the country and
in farm life will' be found in organ
ized work by all the agricultural in
stitutions is not doubted," said Dean
Johnson. "The response on the part
of the farming people has been so
rapid as to surprise not only city
dwellers, but the agricultural people
themselves."
O. M. Plummer, chairman of the
board of education of Portland, de
clared for a greater spirit of democ
racy in the public schools.
The question of salaries, tenure and
qualifications of teachers was to be
discussed under the leadership of F
P. Austin, school superintendent of
Pendleton.

Wool Xets '60c round.
LETH BRIDGE, Alta. Between
eight and nine thousand pounds of
wool was sold in 1919 through the
Southern Alberta Wool Growers' as
sociation, according to the statement
of the secretary, netted about 60
cents per pound to the producer.
Sheep are coming through the winter
very well and feed is being regularly
obtained.

County Clerk Beveridge Opposed to
Plan Because of Poor
Work of Deputies.
Organized labor's first move in its
announced programme of attempting
to defeat C. N. McArthur for repre
sentative in congress from this dis
trict was taken yesterday, when a
committee from the Central Labor
Council appeared before County Clerk
Beveridge and asked that outside reg
istration booths be placed in the in
dustrial districts of the city as an
added inducement to get working
men and women to register and ex
ercise the right of franchise at the
impending primary election.
The labor committee stated frankly
its purpose was to bring about the
defeat of Representative McArthur if
possible, and for that purpose they
announced everything possible would
be done to induce labor union people
to register for the primaries.
Mr. Beveridge told the committee
he was opposed to the plan, but would
submit it to the county commission
ers. The county board received the
petition yesterday morning, but took
no decisive action. It probably will
be considered at the meeting Friday
morning. The commission is under
stood to be divided.
The labor delegates asked that 20
outside registration booths be placed
in various parts of the city within
close proximity of industrial plants
1 hey also asked that they be allowed
to name the deputies who would have
charge of these booths.
In opposing the plan. County Clerk
Beveridge called .attention to a sim
ilar step which was taken during the
war as a means of inducing the ship
yard workers, who were new resi
dents of the city, to register. These
booths were established, but proved
unsatisfactory. People who registered
in the outside booths also registered
at the regular office in the court
house and the duplication in registra
tions and mistakes of inexperienced
deputies more than offset the In
creased number of voters thus pro
cured, said Mr. Beveridge.
In view of the pronounced senti
ment of Mr. Beveridge against the
plan, it is not believed the county
commissioners v will authorize the
maintenance of these outside bootha
the grand chief to organize the order
here. The sisters started with a
charter membership of 118. of which
68 are women and 50 are men. Twenty-two
members from Wauna temple
at Hood River arrived here to assist
with the installation and organiza
tion ceremonials. A banquet was
served after the ceremony.

ing cold weather of the past few days
are expected to have worked havoc
upon the sheeepmen of Wasco county,
as lambing season is now on in full
swing. Competent reports, however,
have not been received, but local
sheepmen assert - that lambs having
no shelter from the recent cold blasts
have suffered.
The surrounding hills are covered
with snow which fell last night, and
one inch covered the city this morn
