The matter was introduced by Frank M. Daggett, secretary of the Spokane association of building own ers and managers, and met with the favor of the owners and managers to the number of 45 who had gathered from the five principal cities of the northwest for the occasion. The national association of build ing owners and managers, with which the local organizations represented at the meeting here are affiliated, is row conducting a questionnaire upon the matter and expects to carry a fight to the internal revenue depart ment. Visitors Are Welcomed. The Pacific northwest conference, which opened yesterday morning in the Portland hotel, is the first sec tional session of that nature to be held In the country. The associations were formed only a short time ago. At the opening yesterday Dean Vin cent, president of the Portland asso ciation, extended a welcome to the visitors. Meetings were held in the morning and afternoon, with a dinner at the Portland hotel last night, fol lowed by a theater party. Business sessions will again be held this morn, and the conference will close this aft ernoon with a ride over the Columbia highway and dinner at the Crown Point chalet. Frank M. Daggett of Spokane spoke during the session upon the topic, "Maintaining Service in Older Build ings." Following the welcome by Mr. Vin cent at iu o clock Davia vvnitcomD of Seattle, president of the associa tion there, made a brief talk ' upon the subject, "Turning the Tide of Property Ownership." Seattle Man In Speaker. R. J. KInnear of Seattle was the second speaker at the morning ses sion, his subject being "An Affirma tive Programme for Property Owners." The afternoon's programme was given over to a discussion of main tenance of service in older buildings by Mr. Daggett, and to a talk Ly Charles H. Cheney, consultant to the Portland city planning commission, on city planning. About 50 building owners and man agers were present at the session NEWS NOTES FROM THE CAPITOL SALEM, Or., Nov. 14. (Special.) Some idea of the business trans acted by the state industrial acci dent commission may be gained when It is known that a total of 14,581 checks were mailed from the offices of the commission during the period from July 15 until the close of business last night. The majority of these checks were in settlement of claims presented by workmen in jured while under the protection ot the workmen's compensation act. The Shell Company of California has remitted to the secretary of state a check for $1,673.75, covering the tax on gasoline and distillate Bold In Oregon during the month of October. The report shows that tho eompany sold 162,568 gallons of gas oline and 9376 gallons of distillate, A ellght Increase when compared with the figures for the previous month. ... There were two fatalities due to accidents in Oregon during the week ended November 13, 1919, according to a report prepared by the state in dustrial accident commission today. The victims were Nelson Homer, a logger of Black Rock, and R. H. Curry, a logger of Portland. Of the total of 452 accidents report ed to the commission, 426 were sub ject to the provisions of the work men's compensation act. 18 were from firms and corporations that had re jected the law and 8 were from public utility corporations not subject to the provisions of the act. Mr. and Mrs. Joe McAllister, who were married in Portland ten days ago, returned to Salem last night, where they will make their future home. Mr. McAllister is assistant secretary of the state desert land board, and has been employed in the state house for several years. ... John "W. Cunningham, well-known Portland engineer, passed a couple of hours In Salem yesterday, conferring with Percy A. Cupper, state engineer. Mr. Cunningham is at pent Sin ployed in the construction of the Jor dan Valley irrigation project in Mal heur county. mm J. H. Cunningham of Portland was a visitor in Salem for a few hours yesterday. He called at the capitol. ... Adjutant-General Stafrin left to day for Portland where he Is looking after matters connected with his offi cial duties. Miss Mildred Marshall, stenographer In the offices of the state labor de partment, has returned from Portland where she passed a few days with friends. F. A. Elliott, state forester, will go to Eugene tomorrow where he will attend the football game between the University of Oregon and Oregon agricultural college teams. Dr. W. H. Lytle. state veterinarian will pass tomorrow at Eugene at tending to business matters and at tending the football game. Herbert Nunn, state engineer, left this morning for Tillamook county where he will pass a few days in specting the road work now in prog ress in that section of the state. He will return to the capitolsnext Tues day. ... . C H. Gram, etate labor commis eioner, left here tonight for Portland and Tillamook, where he has business matters needing his attention. Churchill, state superintend ent of public instruction, will go to Eugene tomorrow and while there will attend the football game between the University of Oregon and the Ore gon Aggies. ... J. O. Erickson. a prominent attor ney of Astoria, passed today in Salem. He called at the capitol and enjoyed a brief chat with Governor Olcott and other officials. Mr. Erickson formerly was district attorney of Clatsop county. Mr. Erickson came to Salem o discuss several matters with the desert land board. ... C. A. Dobell of the Oregon Agricul ural college, passed the day in Salem conferring with the secretary of state with regard to the claims of the in stitution for September and October under the soldiers', sailors' and mar ries' educational aid law approved at the last session of the state legisla ture. Several hundred ex-service men are now attending the Corvallis in stitution and the work of checking over the claims is a big task. Sam A. Kozer, assistant secretary of state, has taken personal charge of this work and every effort is being made by him to expedite payment of the claims. J. A. Churchill, state superintendent of public instruction, returned to the capitol last night from Polk county, where he standardized the high school t Buena Vista. He also visited the schools at Perryville, and found that institution to be in excellent condi tion. ...
