BERLIN, May 15. (Special cable.)
"I hope that neither this government
nor any other German government will
sign the treaty, and I shall certainly do
everything in my power to persuade
.the government not to sign," Prince
Lichnowsky said to the World corre
spondent today. Lichnowsky is one of
the most embittered of the men in Ger
man public life, over the treaty terms.
"In order to characterize this peace,"
he said, "I need only employ Mr. As
quith's words in August, 1914, regard
ing Germany's suggestion that Great
Britain remain neutral. He said it was
an infamous proposal.
Terms Held Monstrous.
"The terms now submitted are mon
strous. Our acceptance would inevit
ably lead to bolshevism in Germany.
Many people believe that our failure to
sifrn would result in an outbreak of
bolhhevism, but 1 am convinced that
such an outbreak would more likely
result from signing. Only a govern
ment of independent socialists would
pign, and such a movement .would in
fallibly lead to bolshevism.
"We democrats are bitterly disap
pointed in President Wilson. We had
looked to him to save Germany from
being crushed.
"It would be a great mistake to place
the ex-kaiser on trial before such a
court as is proposed."
The prince went on, after expressing
his vehement dissent from the treaty
proposition to cede Upper Silesia, his
native province, to Poland.
Ex-Kaiicr Is Defended.
"If the ex-kaiser were arraigned the
only effect would be to make him pop
ular in Germany. The step would also
be foolish, for nothing can be proved
against the ex-kaiser. In fact, he did
not want the war, but drifted into it;
neither did Von Bethman " Hollweg
want war."
"Both the kaiser and Bethman firm
ly believed that Russia would not act.
When Russia moved they lost their
heads completely and delivered foolish
ultimatums
"Tho proposal to place the kaiser on
trial betrays Ignorance of the German
constitution, under which the kaiser
carried no responsibility for acts of
war. But even If he merited punish
ment, he has already had enough. There
is no use in trying to make a Napoleon
or a Louis XVI out of the kaiser.
"He could be sent to St. Helena or
to Devil's Island, but what would be
the use? The declaration of war was
criminal folly, and the snbmarine cam
paign was folly, but these Infamous
peace proposals are equally criminal
and foolish.
"President Wilson and Premier Lloyd
George fell victims to the French at
mosphere. If the peace conference had
been held in London or Rome or a neu
tral city, the terms would have been
very different."

LONDON, Hay 15. (By the Asso
ciated Press.) England paid tribute
to Edith Cavell, the English nurse exe
cuted by the Germans at Brussels Octo
ber 12, 1915, today when her body, en
route from Bussels to her native city
of Norwich, was taken to Westminster
Abbey for an impressive memorial
service.
It was a public funeral, in which it
seemed every resident of the great
metropolis endeavored to participate.
The streets through which the cortege
moved were congested with crowds and
every inch of standing room in the
neighborhood of the abbey was occu
pied by a densely massed multitude
which was eager to do reverent hom
age to "that brave woman," as the
Bishop of London described her, "who
deserves a great deal from the British
empire."
The congregation at the abbey In
cluded high officials of the govern
ment, representatives of foreign coun
tries and men rominent in many
walks of life. King George was repre
sented by the Earl of Athlone, brother
of Queen Mary.
The service was conducted by the
Dean of Westminster. No address was
delivered. The opens sentences of
the "burial service were sung by the
choir, which then sang the 23d Psalm
and a short lesson from the Revela
tions of St. John. Then came Sulli
van's anthem, "Yea, Though I Walk
Through the Valley of the Shadow of
Death." and "I Heard a Voice From
Heaven." The litany, the word's Pray
er and two collects were then repeated.
followed by the hymn, "Abide With
Me." The benediction was then pro
nounced and the last post and reveille
were sounded.

Press.) Premier Clemenceau received
the Italian premier. Vittorlo Orlando.
and the foreign minister. Baron Son-
nino. at the war ministry today. No
announcements were made concerning
the conference.
It is understood that the American
delegation is unyielding in its posi
tion concerning Flume.
M. Trumbitch, head of the Jugro-Slav
isaion in Paris, had a conference to
day with E. M. House of the American
Peace Mission and Thomas Nelson Page,
American Ambassador to Italy. It is
understood that the conferees discussed
the formula of a proposed compromise
regarding Flume.
GENEVA. May 15. (By the Associ
ated Press.) The Roumanian delega
tion may possibly withdraw from the
peace conference.
Roumanians Are Asciy.
Advices from Paris say that owing
to the decision of the council of ten to
divide Manat between Serbia and Rou
mania. Premier 3ratlano and the Rou
manian delegation will Quit Paris un
less there is a modification of the
terms.
PARIS. May 15. Failure of the
Hungarian government to respond to
the invitation to send delegates to
France to receive peace terms and
general uncertainty of Hungarian con
ditions probably will delay the Austrian
peace negotiations.
Professor Philip C. Brown, an at
tache of the American embassy in
Vienna, who has been in Budapest
recently, arrived today from Hungary,
bringing unsatisfactory reports of the
general situation.
ST. GERMAIN EN" LATE, May 15.
(By the Associated Press.) The Aus
trian delegates to the peace congress,
who arrived here last evening, strolled
freely through the streets and parks
today, apparently enjoying complete
freedom of movement. There are no
barriers here like those which sur
rounded the German delegates at Ver
sailles. The Atistrians have made no request
thus far to communicate with the Ger
man delegation.
PARIS, May 15. The Austrian peace
terms probably will be presented to the
Austrian delegation next Wednesday.
Gin Plant May Be Dismantled.
The terms, it is understood, require
the dismantling of the famous Skoda
works, among other armament plants.

derstood that these are similar to those

HtX LABOR XOTE REJECTED
Clemenceau Says Germans Must
Sign Labor Convention in Treaty.
PARIS, May 14. The council of four
has declined to consider the note from
Count von Brockdorf f-Rantzau, chief
of the German peace mission, relative
to international labor legislation. In
a note sent to the German delegation
today, M. Clemenceau says:
"Part XIII of the draft of the condi
tions of peace provides a. means by
which such adjustments can be made,
and section II of this part of the draft
lays down the principles which will
progressively guide the labor organiza
tion and the league of nations. Article
427 Indicates clearly that the enumera
tion of the principles set forth is not
exhaustive. The purpose of the labor
organization is that it should promote
the constant development of the inter
national labor regime.
"The labor convention has been in
serted In the treaty of peace and Ger
many will therefore be called upon to
sign it. In the future the rights of your
country to participate in the labor or
ganization will be secured as soon as
she is admitted into the league of na
tions in accordance with Article I of
the treaty.
"The allied and associated govern
ments are therefore of the opinion that
their decisions, give satisfaction to the
anxiety which the German delegates
profess for social justice, and insure
the realization of reforms which the
working classes have more than ever
a right to expect after the cruel trial
to which the world has been subjected
during the last five years."

LARGE VOTE IS FEARED
Date of Special City Election on
Bonds at Bend Changed.
BEND. Or, May 15. (Special.)
Frankly admitting that a large turn
out at the city election, when (18,000
worth of refunding bonds are to come
up for popular vote, might prove dis
astrous to the proposed Issue of Bend
paper, the city council today authorized
the holding of the election May 27.
On June 3, the date of special state
and county elections, was first sug
gested, but was rejected because of the
fear that too many voters would have
an opportunity of passing on the bonds.
The plan for a bond issue to pay oft
the debt for current expenses during
past years was adopted several weeks
ago by the council in the face of a.
request from the commercial club ana
organized labor for a special tax as
the proper means of placing the city s
finanrps on a cash basis.
