THE MORNING OREGONIAN, FRIDAY, MAT 1G, 1919. FAIR FLOUR PRICES MENU NTAINED HER E Io Excessive Premiums Are Charged for Wheat. MILLS PAY FEDERAL RATE Steps Proposed ty Director Barnes AVill Affect Only Markets in Middle West. The steps taken by Julius Barnes, fed feral wheat director, to stabilize domestic wheat and flour prices will not affect mar ket conditions In this section. Flour is sell ing hero at a fair price and wheat is kept rlthin bounds of the government price range. It is different in some parts of the mlddle !west. where millers have had to pay as high s 30 cents over the government wheat price In order to set such supplies as they needed from dealers. Advanced flour prices at those points were, therefore, to be expected. Mr. Barnes has brought Canadian wheat Into the United States to prevent extreme prices from being charged millers and he lias large supplies to draw upon if there is further profiteering by American dealers. In the Pacific northwest the mills are Bnabled to get all the wheat they want at the government base price of $2.20, plus the Current premium of 19 cents, carrying Charges. Consequently flour quotations are field down to a legitimate level and no ac tion by Mr. Barnes that would concern this Jnarket is expected. At the Merchants Exchange yesterday fcorn was the only cereal that showed firm ness, bids being advanced 50 cents. Oats ftnd barley averaged 50 cents lower. Weather conditions in the middle-west, as aired from Chicago: "Northwest, cloudy, 48 to 60 degrees; Chicago, clear, fine; Peoria, cloudy, 50; Davenport, cloudy, '55; Kansas City, heavy rain: Topeka, cloudy, rain dur ing morning: Hutchison, clear, fine, light rain last night; Ohio valley, clear, fine. Fair End warmer forecasted for the grain belt." There is a heavier rail movement of wheat from Portland southward. About 250 cars "Dave been sold to date for shipment to Call- tornia. Recent imports at San Francisco include 12.075 bags beans. 47.260 bags rice, 1558 bales gunnies. Terminal receipts. In cars, were reported Toy the Merchants' Exchange, as follows: Wheat. Barley. Wall Street Trading Lighter in Vol ume, With Mixture of Gains and Losses. NEW YORK, May 15. The most distinct ive feature of today's stock market was the perceptible diminution of business and va riety of issues dealt in. Transactions again ran well over 1,000,000 shares, but failed by a liberal margin to approach yesterday's total, which marked the year's high record. Advances of 1 to 5 points were registered during the forenoon, chiefly among steels and affiliated equipments, but the tone be came hesitant later, gains in one quarter being neutralized by declines elsewhere. Several significant developments combined to restrain bullish ardor, these including the money situation and the further demoralis ation In the foreign exchange market, Paris remittances recording another sharp decline. Yesterday's high and final rate of 7 per cent for call loans proved fictitious in that today's maximum was only 6 per cent, sub sequently declining to The fact re mained that local financial institutions were urging a check on stock market excesses. United States Steel made a further mod erate gain at its best, but this was reversed later, the stock closing 1 point lower. Other steels and equipments showed extreme ad vances of 2 to 6 points. Sales amounted to 1.500.000 shares. Aside from utilities the bond market. In cluding liberty issues, was irregular. Total sales, par value, aggregated $13,750,000. With the latest advance, however, trading be came less active and an easier feeling could be noticed in a numbv of houses. Dealers were generally free sellers. There were, how ever, a few who felt very firm on the mar ket. Some further rumors of buying for ex port were reported. Some California butter scoring 88-89 points was reported sold at 58c. Some centralized reported sold at 58 0 59c. Deliveries today were rather light .nd th Mimnlv nhnut Kdtautte for the de mand. Some 94 -score goods sold at still better prices. Offerings were most liberal today. From the livestock Industry stand point, Portland is undoubtedly destined to become the Chicago of the West. Nothing can stop .her." This is the prediction of E. C. Stone. secretary and manager of the American Hampshire Swine Record association, of Peoria, III., who was in Portland yes terday conferring- with O. M. Plummer. general manager of the Pacific Inter national Livestock Exposition. Mr. Stone is one of the most widely known swine breeders association men in the country and his work is of national scope. "What Chicago is to the Middle West. ana wnat Atlanta Is to the South. Port. land will be to the Pacific coast," said Mr. Stone. "Natural conditions make Portland the logical center of Pacific coast livestock interests, and now that your permanent stock-show building project is well under way, everything is favorable for the rapid upbuilding or tne livestock and agricultural indus tries, with Portland as the educational and market center.
