H. HOCSER SOON TO AWARD CONTRACTS. Portland Retailers Allege Bakers Responsible for Increased Prices of Bread. Export flour bids were received yes terday bv M. IT. Houser, of the grain corporation, and contracts will be awarded within the next few days. The orders placed will be for delivery at coast terminals in May and June. Mr. Hoover's notice to the millers, that no contracts for export flour will be awarded to mills that have raised their rjrices unfairly to domestic con sumers, is having the effect of keeping the flour market down where it chould be. The attempt by Seattle millers to raise prices 40 cents a barrel, a few clays ago, came to raught, and all the northwestern mills are now on the same selling basis. Although Orecron a'nd Washington flours remain, at the old quotations, the bakers of this city raised wholesale bread prices one cent a loaf. This brought out a remonstrance from the Portland Grocers' and Merchants asso ciation. which makes it clear to the tmblic that the higher bread prices now in effect are the work of the bakers ATid not the retailers. The grocers adopted a resolution calling- on the housewives of Portland to make more bread and rolls at home rather than pay the increased prices. Bend Will Take City Census. SEXD, Or., May 1. (Special.) Actinpr on authority given by the Bend city council last night. Mayor J. A. Kstes this morning formally started a census of the city, appointing L. E. Daigler, formerly of Portland, as chief enumerator. The census is being tak en by the local Elks at their own ex pense to prove that the city is large enough to be the headquarters for a central Oregon B. T. O. E. lodge. LIQUOR GOES INTO SEWER Spokane Trusties Work All Fore noon Pouring Out Contraband. SPOKANE, Wash., May 1. Three city jail "trusties" worked all forenoon to day emptying contrabrand liauor into the sewer, and finished only about one- third of their job. "We emptied five truckloads and several smaller batches this morning," said Chief of Police Weir, who. clad in overalls, supervised the destruction of the liquor. "At bootleggers' prices it would have been worth J4000." Kastcrn Washington Lajrs. SPOKANE. Wash.. May 1. The east ern Washington district is approach ing the half-way mark in its victory liberty loan campaign, according to figures made public tonight. CAPTAIN KELLEY ARRIVES Famous Chaplain 1o Address Rail road Men on Victory Lioan. Captain Francis Kelley, staff chap lain of the 27th division, arrived in Portland last evening after addressing employes of the Oregan-Washington lines at various points, on the victory loan, at Invitation of Federal Manager O'Brien. Captain Kelley has been awarded the distineuished service cross of the- United States, military cross of England, legion of honor of France, and order of I-copold of Belgium for extraordinsry bravery. Caotain Kellev will address vard and 1 station employes of the O.-W. rt. K. & N. and S. P. lines at Portland, also terminal employes at the Union sta tion at 1 P. M. today. He will speak to S., P. & S. employes at Vancouver probably on Saturday. Keports received in Federal Manager !
