OL.YMPIA, Wash., March 12. (Spe
cial.) With one day of the legal ses
sion remaining the Washington legis
lature is experiencing a calm closing.
Further consideration Of bills ceased in
both houses promptly at noon, and the
afternoon and evening hours were
passed in leisurely action on confer
ence committee reports. From present
prospects there will be no night ses
sion tomorrow, and final adjournment
may come early in the day, depending
on progress of committee conferences
on amended bills.
Sufficient misunderstanding devel
oped between the chairmen of the re
spective senate and house banking com
mittees to wreck several bank bills in
the forenoon session. One of these was
house bill 222 giving member banks
of the guaranty fund the advantage of
their deposited security up to amount
of capital and surplus as custodians of
public funds. The other, senate bill
130, regulated state fund deposits in
a manner satisfactory to national banks.
The other house bills that went to the
scrap heap in this mix-up made false
statements of assets to obtain bank
credit a felony and clarified the state
requirement for diligence in realizing
on negotiable paper.
Senate Fmm Normal School Bill.
As the first order of calendar busi
ness the senate this morning passed
senate bill 283, a modified form of the
Clayton act, limiting strike injunctions
and legally recognizing labor unions.
The second bill passed establishes a
state normal at Centralia, but makes
no levy for its support or building.
With the bill finally through both
"houses, after four years' fight, the
Lewis county delegation is satisfied
that the next session will make the
pchool a reality.
On final consideration of the dairy
code Senator Taylor added an amend
ment making understandings to con
trol prices unlawful and the code was
accepted as amended by the house.
Other final house bills passed by the
senate permit clam culture in oyster
lands, establish seed inspection, pro
vide condemnation for new river chan
nels, abolish the board of property
commissioners, authorize report on new
road in Snohomish county, fix March 31
as expiration date for insurance com
pany license, provide for return of
parental school children to juvenile
court, amend public morals code as to
crime against children, and authorize
counties to operate ferries.
Commission Government Loses.
The house defeated the county com
mission form of government amend
ment and proposed legal authority for
borrowing from one municipal fund
to meet shortage in another, passing
the following senate bills: Prohibiting
cellar bakeries after June 30, increas
ing salary of state land commissioner
to $O00 a year, new irrigation code
regulations, authorizing issuance of
' 40-year period irrigation district bonds,
arranging for census of third-class
school districts, authorizing acquire
ment of aviation landing sites, appro
priating $2500 for relief of Irving D.
Dill, and eliminating cost of inspec
tion as expense charge of accident and
health insurance companies.
Acting Governor L. F. Hart today
eigned house bill 116, which, validates
a levy of 24 mills made by the city
of Aberdeen to clear up outstanding
indebtedness. The levy was success
fully resisted in the supreme court by
K. B. Benn as exceeding the legal
limit of indebtedness, after 1105,200
had been paid under the levy without
protest.
The acting governor approved senate
bill 93, which abolishes conrpulsory
vaccination requirements and other
wise amends the educational code.
Final passage ceased today, with 66
bills left in the senate rules committee,
of which-,30 were house bills. The
house rules committee' kept 64 house
bills and 25 from the senate. Out of 572
bills introduced in both houses 34 per
cent passed each house. The remaining
killed, wounded and missing bills rest
in- various standing committees.

Conspiracy Case Dismissed.
NEW YORK, March 12. The govern
ment's case against Leo and Morris
Rosenwasser, leather manufacturers,
who have been on trial for three weeRs,
charged with conspiracy to defraud the
government in army contracts, was dis
missed today by Federal Judge Garvin,
who said 4hat the prosecution had not
proved a conspiracy. -

which he has forwarded to Douglas
Fairbanks and the United Artists. One
writer says he will not charge any
thing for his story if President Wilson
will play in the picture.
Louise Lovely worked 26 days in "The
Man Hunter" with Bill Farnum,
changed costume 13 times and began
work on February 13.
